2 J&K employees dismissed on charges of terror links

In a significant move against terrorism, Lieutenant Governor Manoj Sinha on Thursday dismissed two employees of the Jammu and Kashmir government on the charges of terror links.

The employees, identified as Ishtiyaq Ahmad Malik of the Public Works Department and Basharat Ahmad Mir of the J&K Police, were terminated under Article 311 (2) (c) of the Constitution.

Ishtiyak Ahmad Malik was a senior assistant and Bashrat Ahmad Mir was an assistant wireless operator in the police. They have been dismissed from services over their alleged involvement in terrorists acts.

Malik was reportedly instrumental in aiding Hizbul Mujahideen by organizing a support network, offering logistics, and even participating in violent activities. His connections surfaced during a probe into Hizbul terrorist Mohammad Ishaq, leading to his arrest and charges under the Unlawful Activities (Prevention) Act. Similarly, Basharat Ahmad Mir’s links to a Pakistani operative warranted his dismissal to protect national security.

The activities of these below mentioned employees had come to the adverse notice of law enforcement and intelligence agencies, as they found them thickly involved in activities prejudicial to the interests of the State evidencing their involvement in terror related activities.

Basharat Ahmad Mir, Assistant Wireless Operator in Jammu and Kashmir Police Department S/o Ghulam Mohammad Mir R/o Upper Brein District Srinagar, was under intelligence radar on the basis of highly credible inputs from agencies that he was in continuous touch with Pakistan Intelligence Operatives. He was sharing critical and vital information to the Adversary about security installations and deployment with the enemies. He, being a trained police official, posted at a sensitive place, had access to the vital information  concerning National Security but instead of choosing to shoulder the responsibility of a responsible police official, chose otherwise to be an active conduit playing in the hands of the adversary. His actions posed a significant threat to the sovereignty and territorial integrity of India having potential to comprise broader National Security Interest of India.

Ishtiyak Ahmed Malik, Senior Assistant in Public Works (R&B) Department S/o Late Ghulam Rasool Malik Ahmad R/o Shitroo Larnoo, District Anantnag, is listed as an active member of the proscribed unlawful association (JeI-JK) and terror associate of proscribed terrorist organization Hizbul-Mujahideen. He, as a key functionary of JeI, played a crucial role in strengthening the organization within his sphere of influence. He also facilitated creation of network of sympathizers who later became Overground workers and foot soldiers of Hizbul Mujahideen terror outfit, which has been involved in series of terrorist attacks on Indian Security Forces, Politicians, Government Functionaries, Civilians, Military Establishments and Critical Infrastructure. He covertly facilitated terrorist activities of Hizbul Muzahideen by providing food, shelter and other logistics to the terrorists and played a significant role in aiding, facilitating, guiding and abetting terrorist activities especially in South Kashmir. He used to provide crucial intelligence to the terrorists regarding movement of security forces, helping them to evade capture and launch counter attacks often resulting in casualties among security forces. 

A Zero tolerance policy has been adopted towards the anti-national elements who have been taking advantage of being in the Government service.
