Nearly 400 surplus employees identified during manpower audit in various departments in J&K

In order to ensure the effective utilization of human resource in any department, manpower audit is utmost important. Thus, in 10 departments at the Civil Secretariat during manpower audit it was detected that nearly 400 employees are surplus in Jammu and Kashmir.

In other departments as well similar exercise will be conducted by various agencies for effective human resource management.  

The need for initiating the exercise of manpower audit was realized after bifurcation of erstwhile State into two Union Territories.

Often the exercise of manpower audit is given least important but it helps to figure out the effectiveness of human resource activities performed by individuals working in the departments. Thus, it was directed to Administrative Departments to conduct manpower audit in order for effective utilization of human resources available with the departments. Furthermore there was a need of establishing a continuous monitoring system to ensure optimum utilization of manpower.

Chief Secretary was informed by General Administration Department that the manpower audit has been conducted in 10 major departments at the Civil Secretariat level and during the exercise 400 surplus employees were identified and they will be deployed in the field offices soon, reported Daily Excelsior.

It has come to the fore that these surplus employees have no or very little work to do and were involved in work of usage of e-office recently launched in the Civil Secretariat.

So to ensure optimum utilization of human resource, list of such employees has been prepared and this exercise is going to identify the field offices which are in the dire need of manpower to handle different types of work.

For manpower audit at the remaining departments, committee has looked out for three agencies to help in the task which will be done soon. These agencies will also assist in staff rationalization at field offices, reportedly.
