<p>The Chintan Shivir of the Ministers of Youth Affairs &amp; Sports of States and Union Territories commenced in Srinagar today with focused deliberations on strengthening India’s sports ecosystem through coordinated action, systemic reforms, policy convergence, and grassroots execution</p>



<p>Addressing the inaugural session, Union Minister for Youth Affairs and Sports, Dr. Mansukh Mandaviya, set the tone for the deliberations by emphasising that India’s sporting ambitions will be realised through execution on the ground.</p>



<p>&nbsp;“Our 10-year roadmap to becoming a global sporting powerhouse must not remain on paper, it must come alive in every playground, every district, and every young dream.”— Union Sports Minister Dr. Mansukh Mandaviya said.</p>



<p>Lieutenant Governor of Jammu &amp; Kashmir, Manoj Sinha, also attended the Chintan Shivir and applauded the vision of making India a powerhouse of sports.</p>



<p>The Union Sports Minister called upon states to move from policy adoption to active implementation, stressing that real progress will be measured by outcomes visible across districts, training systems, and grassroots sporting ecosystems.</p>



<p>“Khelo Bharat Mission is not just a statistic, it is a reflection of the energy of our youth and the commitment of the nation,” he added.</p>



<p>Dr. Mandaviya called for bridging the long-standing disconnect between State Governments and Sports Federations, urging closer alignment to build a strong and unified talent pipeline.</p>



<p>Underscoring the importance of convergence, he highlighted that coordination with the education system is essential for early talent identification and that physical education teachers form the backbone of the grassroots sports ecosystem.</p>



<p>“If even one talented child is left behind due to lack of opportunity, it is not just a personal loss, it is a loss for the entire nation,” he added.</p>



<p>He further noted that sports serve as a transformative tool, particularly in regions such as Jammu &amp; Kashmir and other challenging areas, contributing to social harmony and national integration.</p>



<p>Addressing systemic gaps, the Minister Dr. Mandaviya called for regular certification and upgradation of coaches, scientific training of athletes, and capacity building in sports administration.</p>



<p>Emphasising the importance of a seamless ecosystem, Dr. Mandaviya stated, “When infrastructure, talent identification, and trained manpower come together as one unbroken chain, Olympic podiums will follow,” highlighting the need to connect grassroots participation with elite performance through a structured pathway.</p>



<p>Dr Mandaviya also launched the YES-PE (Young Engagement in Sports &amp; Physical Education ) programme by Lakshmibai National Institute of Physical Education, Gwalior, for students between 9–12 standard for promoting sports participation, sportsmanship and leadership.</p>



<p>Addressing the gathering, Secretary (Sports), Shri Hari Ranjan Rao, who welcomed participants and highlighted the significance of the Shivir as a platform for collective reflection and action.</p>



<p>Outlining the importance of the Chintan Shivir, he said, “This gathering is not merely a conference, it is a collective moment of reflection, resolve, and renewed commitment.”</p>



<p>The Chintan Shivir saw thematic sessions focusing on medal strategy, policy coordination, clean and safe sport, and talent identification and development.</p>



<p>Over 15 State Sports Ministers, along with eminent sports personalities including Adille Sumariwalla, Abhinav Bindra, Pullela Gopichand and Gagan Narang, attended the Chintan Shivir and shared their ideas with the stakeholders, reflecting a collective commitment towards strengthening India’s sports ecosystem and advancing collaborative policy dialogue.</p>



<p>Sports Ministers from various states appreciated the initiative to build a consensus around an athlete- and player-centric approach. They emphasized that this model can be replicated across different regions of the country to strengthen and develop a robust sporting ecosystem in India.</p>



<p>The deliberations emphasised strengthening infrastructure, enhancing coaching systems, improving Centre–State convergence, ensuring ethical and safe sporting environments, and building a scientific, technology-driven talent pipeline integrated across schools, academies, and elite training centres.</p>



<p>These sessions also underscored the importance of structured pathways and institutional convergence to ensure continuity in athlete development, from identification to high-performance training.</p>



<p>Participants also highlighted the need for consistent monitoring, evaluation, and sharing of best practices across states to ensure that policy intent translates into measurable, on-ground impact.</p>



<p>The deliberations reaffirmed the importance of a unified and coordinated approach involving the Centre, States, and all stakeholders to build a robust, inclusive, and future-ready sporting ecosystem, aligned with India’s long-term vision of emerging as a global sporting powerhouse</p>

<p>Union Minister of State (Independent Charge) for Science &amp; Technology and Earth Sciences, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh today presided over the launching ceremony of the Jammu &amp; Kashmir chapter of the &#8220;Dr. Ambedkar Chamber of Commerce&#8221; here.</p>



<p>The Minister called for developing entrepreneurship mindset&nbsp; and an investment-oriented approach&nbsp; among Scheduled Caste (SC) community and other weaker sections of society to avail of schemes rolled out by the Narendra Modi Government.</p>



<p>Addressing the gathering in Jammu University, Dr. Jitendra Singh stated that the Government has created a wholesome system for weaker sections, including SCs and STs for handholding and supporting them right from the early age. He underlined that members of marginalized sections should move beyond reliance solely on government employment and actively explore opportunities in entrepreneurship and enterprise development.</p>



<p>Highlighting the initiatives of the Government led by Prime Minister Narendra Modi, he said that a series of targeted schemes have been introduced with a central focus on the upliftment of weaker sections of society. He termed Jan Dhan scheme as a financial inclusion initiative, and described MUDRA loan scheme as a transformative step in enabling access to credit. He also referred to the Vishwakarma Yojana, aimed at preserving traditional crafts while creating sustainable livelihood opportunities.</p>



<p>Dr. Jitendra Singh stated that statistical evidence reflects the positive impact of these schemes on the socio-economic advancement of Dalits and other marginalized groups. He noted a visible rise in aspirations among these communities, pointing out that candidates from humble backgrounds are increasingly succeeding in competitive examinations, including civil services. He also referred to the elevation of Adivasi lady as President of India, a reflection of social empowerment.</p>



<p>The Minister emphasized the importance of creating greater awareness about government welfare schemes to ensure maximum outreach and benefit. He highlighted initiatives such as Vigyan Jyoti, aimed at promoting scientific temper and innovation among girls.</p>



<p>Referring to regional efforts, Dr. Jitendra Singh mentioned Khadi promotion camps organized in Udhampur district, where subsidies amounting to 50 crore rupees were distributed in a single day. He noted that beneficiaries largely came from the Kashmir Valley and stressed the need to expand awareness about such opportunities.</p>



<p>Dr. Jitendra Singh further listed several schemes supporting marginalized communities, including pre-matric and post-matric scholarships for SCs, STs, and OBCs, Dr. Ambedkar scholarships, National Fellowship for OBCs in biotechnology, inclusivity grants under the National Research Foundation (Anusandhan), Rozgar Melas providing employment opportunities, Venture Capital Fund for SCs and OBCs, and the Ambedkar Innovation and Incubation Mission.He also highlighted region-specific initiatives such as the Aroma Mission, which provides alternative and sustainable livelihood opportunities, and Science Technology Innovation Hubs, where a significant proportion of beneficiaries are from SC communities.</p>



<p>Later, speaking to the media, Dr. Jitendra Singh announced that the Vande Bharat Express service between Jammu and Srinagar will commence from 30 April. He informed that the number of coaches in the train has also been increased.</p>



<p>The Minister expressed gratitude to Prime Minister Narendra Modi for prioritizing infrastructure development in Jammu &amp; Kashmir. He noted that while the rail network had reached Jammu in 1962, expansion remained stalled for several decades. Renewed efforts in recent years have accelerated progress, resulting in improved connectivity and integration of the Kashmir Valley with the rest of the country</p>

<p>In a landmark decision that will go a long way in securing the future of youth in Ladakh, Lieutenant Governor, Vinai Kumar Saxena, has ordered the removal of a strict bar on government employees holding graduation and above degrees but appointed on lower-qualification posts (10th or 12th), from appearing for graduate-level posts in future. The Lieutenant Governor has ordered the removal of this restriction with immediate effect.</p>



<p>Earlier, qualified graduate candidates who had secured lower-qualification government jobs were bound to submit an undertaking/affidavit, declaring that he/she did not possess a higher qualification and were only 10th or 12th pass. Consequently, the candidates, on the basis of such a declaration (non-graduate status), were rendered ineligible for future recruitment to many graduate-level posts.</p>



<p>Terming this embargo as “unjustified” and “restrictive”, Saxena said imposing restrictions on maximum qualifications that effectively barred candidates from future employment was “contrary to the fundamental right to seek appropriate employment”.</p>



<p>This decision will benefit thousands of Ladakhi youth, who are already working on lower-qualification posts such as Orderly/ Multi-tasking staff (MTS), but are prohibited from appearing for graduate-level posts. This restrictive provision also discouraged several youth from appearing for such lower-qualification posts, fearing no career progression in future.</p>



<p>Also, representations were received from several affected candidates, who, on the basis of such affidavits, were deemed ineligible for appearing for graduate-level posts.</p>



<p>Having examined the matter at length, the LG noted that such discrimination would severely affect the career progression of candidates, particularly in the challenging territory of Ladakh, where job opportunities are limited, and a majority of youth aspire for government jobs.</p>



<p><strong>“Accordingly, the provision contained in Para 3 of OM dated 25.03.2026, is hereby set aside on the grounds of being unjustified and restrictive. It is ordered that all candidates already in Government service, including those appointed based on such declarations/undertakings, shall be allowed to appear in future graduate-level examinations and apply for higher posts, subject to fulfilment of other prescribed eligibility conditions….This relaxation shall apply uniformly to all existing employees seeking to apply for future graduate-level government posts and shall not be denied based on earlier affidavits regarding non-possession of higher qualifications. This order shall come into effect immediately,” Lieutenant Governor Saxena ordered.</strong></p>



<p>The Lieutenant Governor said this decision will have wider ramifications and would go a long way in protecting the interests of the youth in Ladakh. “It is the responsibility of the Administration to ensure equal opportunities for all sections of society, irrespective of their educational qualifications. UT Administration is committed to responsive and inclusive governance, and proactive steps will be taken to address genuine public concerns and ensure that no eligible candidate suffers because of such unjustified and restrictive regulations,” Saxena said. </p>

<p>In a feat of surgical excellence, doctors at the Cardiovascular and Thoracic Surgery department, Super Specialty Hospital, Government Medical College (GMC) Jammu have successfully saved the life of a 47-year-old man who sustained catastrophic chest injuries in the reecent tragic bus accident in Ramnagar.</p>



<p>According to a hospital spokesperson, the victim was shifted in critical condition. He had suffered a complete disruption of the “sternum” (breastbone), with displacement separating the manubrium (upper part) from the main body of the breast bone. The impact also fractured multiple ribs on both sides of his chest, leading to a life-threatening condition known as “flail chest”.</p>



<p>Upon arrival, the patient was in a state of shock and unable to maintain oxygen levels. The displaced segments of his chest wall were moving paradoxically—sinking in while breathing in and bulging out while breathing out—effectively paralyzing his respiratory system. Adding to the complexity, the patient suffered from a pre-existing seizure disorder and had developed hemopneumothorax (a dangerous accumulation of blood and air in the chest cavity).</p>



<p>&#8220;Such trauma patients deteriorate rapidly due to the combination of flail chest and underlying lung contusions,&#8221; explained Dr. Shyam Singh, Head of Cardiovascular &amp; Thoracic Surgery at SSH, GMC Jammu. &#8220;Close monitoring and timely intervention—specifically stabilizing the chest wall and providing ventilator support—are vital for survival.&#8221;</p>



<p>Despite the insertion of bilateral chest tubes and being placed on a ventilator, the patient&#8217;s oxygenation remained unstable. The surgical team decided on an advanced reconstructive procedure to restore the structural integrity of his chest.</p>



<p>Using specialized “titanium plates and screws”, surgeons meticulously fixed the disrupted breastbone and stabilized the fractured ribs. This internal fixation successfully restored the anatomy of the chest wall, allowing the lungs to expand and contract naturally once again.</p>



<p>Path to Recovery</p>



<p>The complex intervention yielded immediate results. Dr. Puja Vimesh, Head of Cardiothoracic Anaesthesiology, noted the significant turnaround following the procedure.</p>



<p>&#8220;His clinical condition, hemodynamic parameters, and oxygen levels improved dramatically,&#8221; said Dr. Vimesh. &#8220;We were able to successfully wean him off the ventilator post-surgery. He is currently convalescing well in the Cardiovascular &amp; Thoracic Intensive Care Unit.&#8221;</p>



<p>The successful outcome highlights the growing capabilities of the Super Speciality Hospital at GMC Jammu in handling high-velocity trauma cases that previously carried a very high mortality rate.</p>

<p>The long awaited direct Vande Bharat train between Jammu- Srinagar will be flagged off from Jammu on 30 April after being extended till Jammu Tawi.</p>



<p>It will be a 20 car rake. The train number 26401 and 26402 were so far running between Katra and Srinagar.</p>



<p>The train number 02601 will cover 266.66 kms from Jammu to Srinagar in about 4 hours, 30 minutes.</p>



<p>Starting from Jammu at 10.30 am, it will reach Srinagar at 3.05 pm.</p>



<p>The train will halt at Katra and Bijbehara. After starting from Jammu at 10.30 hrs, the train will reach Katra at 11.54 hrs and after a halt of 5 minutes depart at 11.59 hrs. It will reach Bijbehara at 14.25 hrs and depart from there at 14.35 hrs and reach Srinagar at 15.05 hrs.</p>

<p>Jammu and Kashmir Anti-Corruption Bureau again achieved a major success in extracting one of the major land scams in Jammu and Kashmir, wherein Custodian land in Asarwan, Mishriwala, Bhalwal and R.S. Pura area of Jammu district has been found usurped by the land mafia in connivance with Form Alf Holders and the officers/officials of Custodian / Revenue department, ACB said on Friday.</p>



<p>Inputs were received that Custodian land in thousands of Kanal situated at Asarwan, Mishriwala, Bhalwal and R.S. Pura Jammu, has been fraudulently grabbed by the land grabbers/gangsters in connivance with the Revenue officers/officials. The revenue records have been tempered and land has been sold to various persons.</p>



<p>On the basis of the inputs received by ACB a verification was initiated and on the basis of the verification conducted earlier it was found that more than 1000 kanals of Custodian land was shown allotted to the displaced persons on the basis of fake orders, who were otherwise not entitled for the allotment of additional land through fraudulent means by the land grabbers / Form Alaf holders in connivance with the officers / officials of Revenue department and others, ACB said. </p>



<p>Accordingly, 24 case FIRs were registered by the ACB in which the investigation is still in progress.&nbsp;</p>



<p>Again, during the course of verification it has been found that displaced persons of Pakistan (PAK / POK Refugees) were already allotted land in their favour but even then kith and kin of these families although not entitled being Form Alaf holders in connivance with the concerned Patwaries / Girdawars / Naib Tehsildars / Tehsildars of Revenue Department got mutations of additional land at R.S. Pura and Domana area of District Jammu attested in their favour either without any Govt. / Provisional Rehabilitation Office (PRO) order or on fake Govt. /PRO order. During verification it has also been found that no such orders of allotment of land were issued by the office of the PRO. These persons after getting mutation of lands in their favour alienated the said land directly or through their attorney holders / conduits to various persons by resorting to fraudulent means, thereby causing a huge loss to the Govt. Exchequer.</p>



<p>Owing to the establishment of, prima facie, nexus of the criminal elements/land grabbers/ Form Alaf holders and the Revenue officers/officials in alienation of about 20 kanals 09 Marlas of Custodian land through fraudulent means, ACB has now registered another 03 formal case FIRs in P/S ACB Central J&amp;K for in-depth investigation under the provisions of J&amp;K Prevention of Corruption Act, criminal conspiracy, cheating, forgery and fraud against the accused persons namely (1) Waryam Singh S/O Sh. Shalo Ram R/O Village Kotli Bhagwan Singh (Kuttu Chack) Tehsil R.S. Pura District Jammu then Patwari, (2) Balak Ram S/O Late Sh. Buti Ram R/O Village Tootray Tehsil R.S. Pura, Jammu then Naib Tehsildar, (3) Mohan Singh S/O Sh. Bhagwan Singh R/O Nanak Nagar Jammu, (4) Prem Singh S/O Sh. Churu Ram R/O Baggan Tehsil Bilawar, Kathua, then Patwari, (5) Bharat Bushan Mehra S/O Harbans Lal R/O Mamka, R.S. Pura, Jammu,  (6) Rahul Kai S/O Late Sh. Deep Raj R/O H. NO. 39, New Company Bagh Canal Road, Jammu, then Patwari, (7) Saqib Saleem S/O Sh. Saleem Ahmed R/O 54 Majheer Thana Mandi Rajouri then Tahsildar, (8 ) Sat Pal S/O Sh. Nanak Chand R/O Gadi Garh, Jammu and others, the ACB stated.</p>

<p>Reiterating their commitment to strengthening railway infrastructure and ensuring the highest standards of passenger safety, a detailed and high-level inspection of the critical Rail Bridge No. 17—situated over the Ravi River between the Kathua (Jammu &amp; Kashmir) and Madhopur (Punjab) rail sections—was conducted today, April 24. The inspection was led by Vivek Kumar, Divisional Railway Manager (DRM) of Jammu Division; Dinesh Chand Deshwal, Commissioner of Railway Safety (CRS), Northern Railway; and Alok Mishra, Chief Administrative Officer (CAO) for the Udhampur-Srinagar-Baramulla Rail Link (USBRL) projects.</p>



<p>The primary objective of this inspection was to take stock of the ongoing repair works on Rail Bridge No. 17, which had sustained damage due to heavy rainfall in 2025.</p>



<p>During the inspection, special attention was paid to key technical and safety parameters. The officials conducted an in-depth analysis of the current condition of the pillars and foundations of Bridge No. 17. Given that this bridge is situated on a strategically vital route connecting the borders of Punjab and Jammu &amp; Kashmir, its load-bearing capacity and long-term structural stability were examined with meticulous detail.</p>



<p>During the inspection, the officials highlighted the significance of this rail section from a comprehensive perspective. They issued directives to ensure that any pending technical works on the bridge are completed as expeditiously as possible—and in strict adherence to international standards—to maintain the continuity of rail services connecting the Kashmir Valley.</p>



<p>The inspection also included an assessment of the track geometry and the condition of sleepers both on the bridge structure itself and in its immediate vicinity. Furthermore, emphasis was placed on the testing of modern signaling systems to ensure that train operations remain completely safe, even at high speeds. The Commissioner of Railway Safety reviewed the safety equipment and rescue mechanisms available on the bridge for handling emergency situations. He issued strict instructions to the engineers present at the site to remain prepared for the monsoon season and other weather-related challenges.</p>



<p>Senior officials and staff members of the Jammu Division were also present during the inspection.</p>

<p>In a firm action against elements involved in disturbing public order, Police in Sopore have booked six miscreants under the Public Safety Act (PSA) for their alleged involvement in recent law &amp; order disturbances and acts of vandalism during a student protest in Sopore.</p>



<p>The individuals have been identified by the Police as Umar Akbar Hajam, son of Mohammad Akbar resident of Seelu, Salman Ahmed Shala son of Mohammad Ramzan Shala resident of Shalpora Sopore, Altaf Ahmed Sheikh son of Mohammad Rajab Sheikh resident of Panzipora Tarzoo, Mubashir Ahmed Gilkar son of Fayaz Ahmed Gilkar resident of Naseerabad Sopore, Muzammil Mushtaq Changa son of Mushtaq Ahmed Changa resident of Arampora Sopore and Majid Firdous Dar son of Firdous Ahmed Dar resident of Chinkipora Sopore. They have been detained under PSA after obtaining proper detention warrants from the competent authority (District Magistrate) and have been lodged in District Jail Bhadarwah.</p>



<p>These individuals were actively involved in instigating unrest, indulging in vandalism and attempting to disturb peace during a recent protest by students. Their activities posed a serious threat to public order and safety, Police said.</p>



<p>J&amp;K Police reiterate that there is zero tolerance for any unlawful activity that threatens peace and stability. In addition, more individuals involved in the said incidents are being identified and are under process for similar legal action, including detention under PSA. J&amp;K Police have issued a stern warning that any attempt to exploit sensitive situations or engage in acts that disturb public order will invite strict and immediate action under law.</p>



<p>The general public, especially youth, are advised to stay away from such unlawful activities and not to fall prey to instigation by anti-social elements. Parents and community leaders are urged to guide their wards and ensure their constructive engagement. J&amp;K Police appreciate the continued cooperation and support of the peace-loving citizens in maintaining normalcy and order and reaffirm their commitment to ensuring peace, security and stability, Police said.</p>

<p>Taking into account the challenging geographical terrain and extreme cold conditions of Jammu &amp; Kashmir, Indian Railways has introduced a specially designed &#8216;Vande Bharat&#8217; train for the Jammu-Srinagar rail section. This train not only retains its signature semi-high-speed capability but also incorporates—for the first time—&#8217;winterization&#8217; technology that enables it to operate smoothly even in sub-zero temperatures.</p>



<p>The direct Vande Bharat is likely to be flagged off on 30 April.</p>



<p>In view of the snowy weather conditions in Jammu &amp; Kashmir, several state-of-the-art heating systems have been integrated into this Vande Bharat Express.</p>



<p>For the first time in Indian Railways, &#8216;self-regulating heating cables&#8217; have been utilized to prevent water pipelines from freezing. These cables are capable of automatically adjusting their heat output based on the external temperature.</p>



<p>1800W silicon heating pads have been installed in the water tanks. Additionally, special heating arrangements have been made in the bio-tanks and auxiliary tanks to ensure that the sanitation system remains unaffected.</p>



<p>For the comfort of passengers, provisions have been made to channel warm air to the restrooms via special ducts connected to the main air conditioning unit. Heaters and thermal insulation have been installed in the Indian-style toilets to ensure the continued functioning of the vacuum evacuation system.</p>



<p>To prevent water from stagnating and freezing within the pipes while the train is stabled (parked), a &#8216;water draining&#8217; facility has been provided, allowing for the safe and complete drainage of all water.</p>



<p>An &#8217;embedded heating element&#8217; has been installed within the main windshield located in front of the driver&#8217;s cabin. This technology will prevent the windshield from fogging up during periods of fog and snowfall, thereby ensuring clear visibility for the driver. This marks a first-of-its-kind initiative within the Indian Railways network.</p>



<p>Heaters have also been installed within the air dryer system to ensure the proper functioning of the air brake system.</p>



<p>To protect against potential damage caused by stones (ballast) from the tracks, the pneumatic valves located near the water tanks have been shielded with stainless steel covers.</p>



<p>Speaking of its key features, this train is equipped with the full range of amenities characteristic of the Vande Bharat series.</p>



<p>An operational speed of 160 km per hour.</p>



<p>A fully air-conditioned, 8-coach train featuring automatic plug doors and LED lighting.</p>



<p>CCTV cameras for enhanced security, along with an energy-efficient regenerative braking system.</p>



<p>This specialized Vande Bharat Express stands as an outstanding example of indigenous engineering, designed to provide passengers with a safe, fast, and comfortable travel experience amidst the challenging weather conditions of Jammu &amp; Kashmir.</p>



<p>Commenting on this modern Vande Bharat train, Senior Divisional Commercial Manager Uchit Singhal stated, &#8220;The operation of this specialized Vande Bharat in the Jammu &amp; Kashmir region fulfills a long-standing demand of both passengers and local residents. <p>In a major boost to the promotion of cultural and heritage tourism in Ladakh, a mesmerising Sound and Light Show was inaugurated yesterday, at the historic Leh Palace by the Hon’ble Union Minister of Tourism and Culture, Gajendra Singh Shekhawat, and the Lieutenant Governor of the Union Territory of Ladakh, Vinai Kumar Saxena. The project, implemented by the India Tourism Development Corporation (ITDC) under the Ministry of Tourism, has been executed at a cost of Rs.8.57 crore, reflecting the Government of India’s commitment to strengthening tourism infrastructure in heritage destinations like Ladakh.</p>



<p>Leh Palace, one of Ladakh’s most iconic monuments, was built in the 17th century by King Sengge Namgyal and served as the residence of the Namgyal dynasty and the administrative and ceremonial centre of the region. Over the centuries, it has stood as a witness to Ladakh’s political, cultural, and spiritual evolution, making it an invaluable heritage asset.</p>



<p>The newly inaugurated Sound and Light Show presents Ladakh’s rich cultural, historical, and architectural legacy through modern and engaging techniques, making heritage more accessible to visitors. The Show is a testament to the integration of such a contemporary facility within an ASI-protected monument, highlighting that heritage conservation and enhanced visitor experience can go hand in hand.</p>



<p>Highlighting the significance of the initiative, Gajendra Singh Shekhawat stated that Ladakh, particularly Leh, holds immense tourism potential and is entering a new phase of transformation under the leadership of Vinai Kumar Saxena. He noted that at a time when the country is witnessing rapid development, Ladakh is fortunate to have leadership committed to environmental conservation, tourism promotion, and heritage preservation in line with the vision of Hon’ble Prime Minister Shri Narendra Modi.</p>



<p>He described the inauguration of the Sound and Light Show at Leh Palace as a moment of pride, emphasising that the initiative goes beyond tourism infrastructure and represents a meaningful step towards bringing Ladakh’s rich history, including that of the Namgyal dynasty, to life. He added that the immersive multimedia experience would connect both domestic and international tourists with the region’s culture and heritage, effectively bridging the past and the future.</p>



<p>The Union Minister further remarked that Ladakh is not merely a tourist destination but a land of centuries-old civilisation, where spirituality, culture, art, and natural beauty coexist. He lauded the efforts of the Ministry of Culture and the Archaeological Survey of India (ASI) in preserving and revitalising heritage, noting that conservation also involves celebrating civilisational legacy for future generations.</p>



<p>Lieutenant Governor Vinai Kumar Saxena stated that the project marks an important step towards promoting sustainable cultural and heritage tourism in Ladakh. He emphasised that the initiative will help visitors better understand and appreciate the region’s rich history and cultural legacy.</p>



<p>He further noted that the Government of India, under the leadership of Prime Minister Narendra Modi, has accorded high priority to the development of Ladakh since it became a Union Territory, with equal focus on infrastructure development and preservation of cultural heritage.</p>



<p>The Lieutenant Governor underscored that the Sound and Light Show will be a major value-add to Ladakh’s tourism ecosystem by enriching the visitor experience and fostering a deeper connection with the region’s culture and history. He added that it will also promote night-time tourism, thereby creating new opportunities for local guides, performers, hospitality providers, transport operators, and small businesses, contributing to employment generation and local economic growth.</p>

<p>The Indian Army honored Fazal Hussain Tahir, a key figure in Operation Sarp Vinash, during his last rites in his native village, Murrah, Poonch District. Tahir, 62, passed away on 22 Apr 2026, in Uttarakhand. </p>



<p>He was a symbol of courage and unity, playing a pivotal role in the successful operation that eradicated terrorism in the Hill Kaka and Murrah areas of Jammu &amp; Kashmir in 2003. </p>



<p>His mortal remains were transported to Murrah late at night and the Indian Army organized his last prayers, ensuring the presence of a large crowd. </p>



<p>The ceremony was conducted with the highest respect and military traditions. The local community and the Indian Army paid tribute to Tahir’s sacrifice, acknowledging his extraordinary courage in the fight against terrorism. </p>



<p>A wreath-laying ceremony was held and a two-minute silence was observed to honor his memory. The people of Murrah and Kulali expressed gratitude for the Army’s support, as the region mourns the loss of a true hero.</p>

<p>A voter turnout of 89.93% was recorded in Bengal Phase 1 polls till 5 pm on Thursday.</p>



<p>Coochbehar recorded a voter turnout of 92.07 per cent, Alipurduar 88.74 per cent, Jalpaiguri 91.2 per cent, Kalimpong 81.98 per cent, Darjeeling 86.49 per cent, Uttar Dinajpur 89.74 per cent, and Dakshin Dinajpur 93.12 per cent.</p>



<p>Other districts also saw strong participation of voters, with Malda recording a turnout of 56 per cent, Murshidabad 91.36 per cent, Purbo Medinipur 88.55 per cent, Paschim Medinipur 90.7 per cent, Jhargram 90.53 per cent, Purulia 87.35 per cent, Bankura 89.91 per cent, Paschim Bardhaman 86.89 per cent and Birbhum 91.55 per cent.</p>



<p>In the 2024 Lok Sabha polls, the average polling percentage in the seven phases of polls in West Bengal was 63.92 per cent.</p>

<p>Libraries Deptt organises events to rediscover magic of books, showcases rare collection of literary resources</p>



<p>A series of events were organized by the Department of Libraries &amp; Research today across Kashmir division to commemorate the World Book &amp; Copyright Day-2026.&nbsp;</p>



<p>World Book and Copyright Day is celebrated on April 23 every year to promote the love for reading and writing; power of publishing, making reading accessible for all and the importance of protecting intellectual property through copyright laws. The Day also signifies the potential of books and literature in shaping minds, uniting people, and inspiring social transformation.</p>



<p>Proclaimed by UNESCO in 1995, the day commemorates the passing away of literary legends including William Shakespeare, Miguel de Cervantes, and Inca Garcilaso de la Vega, all of whom passed away on this day.&nbsp;</p>



<p>This year&#8217;s theme for World Book and Copyright Day is – “Literacy through multilingualism and access to books for all&#8221;.&nbsp;</p>



<p>To mark the day, today’s main event was organized at SPS Central Library complex with an Exhibition of Special Literary Collections including Manuscripts, Rare Books and Miniature Paintings.&nbsp;</p>



<p>The exhibition was opened to public by Mrs Rubina Kousar, Director General, Libraries &amp; Research, J&amp;K.</p>



<p>The main attractions of the exhibition, jointly organized by SPS Library Srinagar &amp; the Oriental Research Library (ORL) Srinagar, were the historic manuscripts like Qarabai-Din, Sadh PandLuqman and Shahnama Firdous. Some of the rare books including Mahabharata &amp; Ramayana, Rajtarangni by Kalhanna,Tareekh-e-Rasheedi, Gazetteer of India and Kashur &#8211; a history of Kashmir were also displayed at the exhibition.</p>



<p>Speaking on the occasion, Director General Libraries &amp; Research, J&amp;K said the Oriental Research Library, Srinagar established in 1904, is a repository of around 6000 rare manuscripts in 17 languages encompassing varied fields. The library also has around 500 rare books and miniature paintings.</p>



<p>Mrs Rubina said the manuscript collection of ORL is a treasure-trove of religious, philosophical, historical, literary and scientific writings rich in classical languages like Persian, Sanskrit, Hindi, Urdu, Turki, Brij Bhasha and Arabic. These languages have left deep impression on Kashmiri language by conditioning its growth in terms of forms and scope, she said and added that the Sanskrit, language of court and culture in 9th and beginning of 10thcentury in Kashmir contributes number of religious, aesthetic and poetic articulations and are preserved in ORL Srinagar.</p>



<p>She said such exhibitions make our young generation aware about, the culture, traditions, heritage and history of Jammu and Kashmir. A large number of people from different walks of life visited the exhibition and evinced keen interest in the rare literary resources.&nbsp;</p>



<p>Book exhibitions and other activities including literary tours of libraries to re-discover the magic of books and re-inculcate reading habits among the youth were organised in District and Tehsil Libraries across Kashmir as part of World Book &amp; Copyright Day-2026 events.&nbsp;</p>



<p>The Department of Libraries, has for the past few years, laid special emphasis on selection of reference books for students preparing for IAS/KAS/NEET/JEE and other competitive examinations to make productive use of the resources earmarked for the purchase of books resulting in huge boost to the footfall of youth in public libraries.</p>

<p>The Lieutenant Governor, Manoj Sinha today inaugurated the New School Building of Swami Pranavanand Vidyamandir in Panjgrain, Nagrota. The School is run by Bharat Sevashram Sangha, a renowned socio-cultural and philanthropic organisation. Bharat Sevashram Sangh started pre-primary to Class 8 education here in 2014 under &#8216;Har Ghar Shiksha&#8217;. Over half the students are from poor families; they have illuminated countless lives.</p>



<p>Addressing a gathering on the occasion, the Lieutenant Governor said that new higher secondary building and skill infrastructure will ensure disadvantaged students get quality education.&nbsp;&nbsp;</p>



<p>“Once all the floors of building are complete, it will serve more than 1,500 students transform thousands of lives. With future residential facilities for 100 boys, local economy will get a boost, backward areas will be transformed, and society will advance with new confidence,” the Lieutenant Governor said.</p>



<p>In his address, the Lieutenant Governor called upon students and teachers to contribute to nation-building and adapt classrooms to today’s changing global landscape, positioning India as the world&#8217;s leading knowledge economy.</p>



<p>&#8220;We must strengthen cultural awareness in students, as unity in diversity defines global society. Promote communication skills for clear expression, enabling the new generation to improve lives, uphold democratic values, and foster collaboration for a prosperous J&amp;K,&#8221; the Lieutenant Governor said.</p>



<p>The Lieutenant Governor observed that every student talented in art, craft, music, or entrepreneurship deserves equal respect and opportunity.</p>



<p>&#8220;Teachers must recognize that education focused solely on marks and narrow academics, sidelining art, sports, and skills, is unfit for the future. We must prepare students for irreplaceable human capacities like creativity, critical thinking, moral decision-making, collaboration, and lifelong learning which no machine can replace,&#8221; he said.</p>



<p>The Lieutenant Governor said the world is changing rapidly and unlike the stable careers in the past, professional workforce requires continuous learning, skilling and upskilling.</p>



<p>&#8220;We are at a threshold where AI and automation is transforming industries, offices, hospitals, and schools and our human resource need to be a step ahead,&#8221; the Lieutenant Governor said.</p>



<p>The Lieutenant Governor also highlighted the recommendations of the National Education Policy (NEP) and emphasised that the policy is a potent tool to meet national needs, boost societal capacity, and accelerate economic growth.</p>



<p>“To bridge rural-urban and regional-social gaps, NEP is a powerful tool, societal asset, and reliable partner for meritorious students. India will emerge as a robust knowledge economy, nurturing generations with scientific temper, moral strength, cultural values, skills, and a spirit of service and sacrifice,” the Lieutenant Governor observed.</p>



<p>He said a student&#8217;s view of the external world depends on self-perception, shaped by experiences.</p>



<p>“True education balances both, equipping students with knowledge and skills for outer world, plus self-awareness and emotional resilience for inner world. This holistic approach is every school&#8217;s core duty.</p>



<p>Every student must blend science and values for progress. NEP measures guarantee Viksit Bharat; for the first time in decades, our talented children, teens, and youth are policy priorities,” the Lieutenant Governor said.</p>



<p>The initiative of Bharat Sevashram Sangha is supported by Indian Oil, Hindustan Petroleum and other donors.</p>

<p>In a major step towards promoting ease of doing business and boosting the tourism sector in Ladakh, Lieutenant Governor, Vinai Kumar Saxena, has approved some landmark reforms that would deregulate the tourism industry and enhance the overall experience of the tourists visiting Ladakh. The reforms have been undertaken to reduce compliance burden on stakeholders and create a unified, streamlined, and citizen-friendly registration mechanism for tourism units in the Union Territory.</p>



<p>The initiative follows a series of meetings held by the Lieutenant Governor with tourism stakeholders and delegations representing various tourism associations. It is also aligned with the vision of Prime Minister Narendra Modi’s dictum of “Minimum Government, Maximum Governance.”</p>



<p>The new framework provides for a unified registration system for all tourism units, rationalises and significantly reduces documentary requirements, eliminates redundant classifications, simplifies procedures for registration, renewal and transfer, promotes digital and time-bound approvals, enhances transparency and accountability, aligns with national deregulation initiatives, encourages local entrepreneurship, and strengthens the overall tourism ecosystem in Ladakh through ease of compliance.</p>



<p>“It is a transformative step for the tourism sector in Ladakh by making the processes simpler, transparent, and people-friendly. Reducing compliance burden and ensuring ease of doing business would empower local stakeholders and significantly enhance Ladakh’s standing as a premier tourist destination. I am confident that these reforms would help position Ladakh among the top tourism destinations not only in India but globally,” Lieutenant Governor, Shri VK Saxena, said.</p>



<p>To begin with, the registration validity of tour operators has been increased from one year to five years, thereby eliminating the need for renewal every year.</p>



<p>Similarly, tour and travel operators engaged in adventure and mountaineering activities were earlier required to register separately as “Adventure Tour Operator” and “Mountaineering Tour Operator” at an additional registration fee of Rs 3000 each. This requirement, too, has been done away with. A unified category under the nomenclature “Travel Agent” has been introduced, which will authorise the registered entity to undertake all activities permitted under the Registration of Tourist Act.</p>



<p>The number of documents required for registration of tour operators has been reduced significantly from 7 documents to 4 documents. Under the new framework, the requirement of a character certificate, a fixed bank balance and educational qualification for running a tour and travel agency has also been removed, thereby making the registration process easier.</p>



<p>Likewise, the earlier framework for registration of hotels classified the accommodation units into Category I and Category II (Standard, Deluxe, Luxury), accompanied by detailed and often cumbersome documentation requirements. But with the new regulations, this classification has been discontinued. The documents required for registration of hotels have been reduced to just 02 documents for obtaining a provisional licence with a validity of 18 months and 07 documents for getting a permanent licence that will be valid for 05 years.</p>



<p>In the case of homestay registration, the existing process involves multiple procedural requirements and documentation, which often act as barriers for local participation. The new framework reduces the number of required documents, making the process simpler and more accessible and thereby encouraging community-based tourism and creating livelihood opportunities for local residents.</p>



<p>Regarding the transfer of registration, the previous system required extensive documentation and led to procedural delays. The proposed draft introduces a simplified and streamlined mechanism with reduced documentation requirements, ensuring ease and efficiency in ownership transfers.</p>



<p>Similarly, the processes for cancellation of registration and change of business name under the existing framework involve multiple approvals and procedural complexities. The proposed framework simplifies these procedures, making them quicker, more transparent, and less burdensome for stakeholders.</p>

<p>Jammu and Kashmir Board of School Education (JKBOSE) today declared the results of Annual/Regular 12th Class (Summer Zone) areas of Jammu division.<br>As per the official statistics, a total of 39,309 students appeared in the examination (20,376 boys and 18,933 girls), out of which 35,299 (18117 boys and 17182 girls) successfully qualified, registering an overall pass percentage of 89.79%, a notable improvement than the previous year pass percentage of 75.95.<br>The performance of girls has once again surpassed that of boys. The pass percentage among girls stands at 90.75%, compared to 88.91% among boys.<br>The examination had commenced on February 23, 2026 and the JKBOSE had established 336 examination centres in the Jammu Division for the smooth conduct of examination.<br>Interestingly, Government Schools have also performed well by showing a Pass percentage of 87.82%.<br>Congratulating students on remarkable performance in 12th class examination, Minister for Education, Social Welfare, Health and Medical Education, Sakeena Itoo said that these remarkable results demonstrate a strong commitment to quality education and competitive performance. “The improved results compared to previous years, indicate the positive impact of ongoing educational reforms initiated by the Government, enhanced teaching methodologies, and better student support systems”, she stated.<br>The Minister also noted with appreciation that girls outperformed boys, achieving a pass percentage of 90.75% compared to 88.91% among boys.<br>Commending the efforts of the teaching community, she said that their dedication, especially in ensuring continuity of learning, has played a crucial role in achieving these outcomes.<br>Encouraging students who could not qualify, the Minister urged them to remain determined and make use of continuing opportunities, assuring them of continued institutional support.<br>“The results are not just numbers but a testament to the hard work of our students and the collective efforts of educators and families. We remain committed to further improving the quality of education and providing every student with the opportunity to succeed,” she added.<br>The Minister extended her best wishes to all successful candidates for their future endeavours and encouraged them to continue striving for excellence in their chosen fields.</p>

<p>Chief Minister Omar Abdullah today visited Government Medical College Udhampur to enquire about the health of those injured in the tragic road accident that occurred earlier this week. He interacted with the injured and their families, directing officials to ensure the best possible medical care with round-the-clock monitoring.</p>



<p>The Chief Minister, accompanied by Minister for Health &amp; Medical Education Sakina Itoo and Minister for Transport Satish Sharma, conducted a detailed inspection of the hospital facilities. Deputy Commissioner Udhampur Minga Sherpa, Commissioner Transport J&amp;K Vishesh Paul Mahajan, DIG Udhampur-Reasi range and SSP, National Highway, Principal GMC Udhampur, Regional Transport Officer Jammu, Medical Superintendent GMC Udhampur and other concerned were also present.</p>



<p>along with senior officers from the civil administration, police, and medical fraternity, were also present during the visit.</p>



<p>While taking round of the hospotal, the Chief Minister inspected the Trauma Centre, ICU, Orthopaedic and Surgery wards, and other sections of the hospital. He met each injured patient individually, enquiring about their condition, treatment protocols, availability of medicines, nature of injuries, and expected discharge timelines.</p>



<p>The attending medical team briefed the Chief Minister on the line of treatment being administered, including surgeries and other medical interventions, as well as the recovery progress of the patients.</p>



<p>Assuring full support to the affected families, the Chief Minister emphasized the need for stringent measures to prevent such accidents in the future. He later chaired a review meeting to assess both the treatment being provided to the injured and the overall functioning of GMC Udhampur. The meeting was informed about the preliminary causes of the accident and the status of the ongoing investigation.</p>



<p>Expressing concern over road safety, the Chief Minister directed the Transport Department to ensure adequate frequency of buses on various routes and strictly curb overloading. “Don’t show any laxity on these issues,” he asserted.</p>



<p>On the occasion, officials apprised the Chief Minister about the relief being extended under the Road Accident Victim Fund, which includes financial assistance of ₹1 lakh in case of death, ₹75,000 for permanent disability, ₹50,000 for grievous injuries, and ₹10,000 for minor injuries.</p>



<p>The Chief Minister further instructed all concerned departments to extend maximum support to the victims and their families through various welfare schemes of key sectors, including health, education, and social welfare, ensuring a comprehensive support system during their recovery and rehabilitation.</p>



<p>Soon after the tragedy, Chief Minister Omar Abdullah announced immediate relief from the Chief Minister’s Relief Fund for the victims with an ex-gratia of ₹2 lakh to the next of kin of each deceased, ₹1 lakh to those seriously injured, and ₹25,000 to those who sustained minor injuries in the accident.</p>

<p>Continuing its sustained drive against illegal mining, Police in Budgam have intensified enforcement actions across the district during the current week, Police said on Wednesday.</p>



<p>As part of this drive, a total of 02 FIRs have been registered at Police Stations Charar-i-Sharief and Chadoora. Moreover, 21 vehicles involved in illegal extraction and transportation of minerals have been seized.</p>



<p>The seized vehicles include 14 tippers, 06 tractors, and 01 JCB, which were impounded from various areas of the district, including Humhama, Charar-i-Sharief, Pakherpora, Waterhail, Beerwah, and Gariend Kalan Soibugh. In addition to legal action, fines amounting to thousands of rupees have also been imposed on the violators by the Department of Geology and Mining, Police said.</p>



<p>J&amp;K Police have urged the general public to cooperate by reporting instances of illegal mining. Emphasizing the importance of community participation, it was reiterated that such collective efforts are crucial in effectively curbing this menace.</p>



<p>J&amp;K Police reaffirm their commitment to safeguarding natural resources, ensuring adherence to lawful mining practices, and preserving the ecological balance.</p>

<p>Continuing its sustained drive against narcotics, Police in Anantnag have destroyed multiple instances of illegally cultivated poppy in Dooru area and registered cases under the NDPS Act.</p>



<p>During routine patrolling, a police party from Police Station Dooru found poppy cultivated illegally in the orchard of Ghulam Nabi Rather son of Abdul Aziz Rather resident of Mirgund, Dooru. The crop was destroyed on the spot and FIR No. 53/2026 under relevant sections of law was registered. Investigation has been taken up, Police stated today.</p>



<p>In another operation, Police Station Dooru along with the Executive Magistrate and revenue officials destroyed standing green poppy at Jaibal Shankerpora, cultivated illegally by Bashir Ahmed Dar son of Mohd Shaban Dar resident of Shangran on his land. In this regard, FIR No. 54/2026 was registered and investigation has been initiated.</p>



<p>In a separate incident, a patrolling party from Police Station Dooru noticed illegal poppy cultivation in the orchard of Abdul Gani Dar son of Mohmmad Ahsan Dar resident of Zaldoora, Dooru. The crop was destroyed in presence of the Executive Magistrate and an officer from the Agriculture Department. Accordingly, FIR No. 56/2026 under relevant provisions of NDPS Act was registered and investigation taken up, Police said.</p>



<p>These actions reflect the firm resolve of J&amp;K Police to eradicate the menace of drugs and prevent illegal cultivation in the district. Police reiterate its commitment to safeguard the community, especially the youth, from the devastating effects of narcotics and urges citizens to extend their cooperation in building a drug‑free society.</p>



<p>Continuing its sustained crackdown against the drug menace, Police in Shopian acted on specific intelligence regarding illegal poppy cultivation in the Sadipora area of the district.</p>



<p>Acting swiftly on the information, a police team from Police Post Sadipora reached the location and discovered poppy cultivation on the land belonging to an individual identified as Mohd Ayoub Thoker son of Ab Ahad Thoker a resident of Pudsoo. The illegal crop was destroyed on the spot. Subsequently, Case FIR No. 27/2026 under relevant sections of law has been registered at Police Station Heerpora, Police said.</p>



<p>J&amp;K Police reaffirmed its firm commitment to eradicating the drug menace and urged the public to cooperate by sharing any information related to drug abuse or illegal cultivation.</p>

<p>In a landmark development for freight movement in Jammu and Kashmir, the Jammu Division has received its first-ever special freight train carrying Amul milk and dairy products. The 20-wagon consignment, originating from Linch Goods Shed in Gujarat’s Ahmedabad Division, reached Bari Brahman in Jammu and Anantnag in Kashmir, marking a major step toward strengthening supply chains and ensuring steady availability of essential dairy items across the Union Territory.</p>



<p>This substantial consignment marks a major milestone toward ensuring food security and the continuous availability of nutritious dairy products within the Union Territory.</p>



<p>Regarding the journey and logistics details of this special freight train: the Amul milk train, comprising 20 BCN wagons, departed from the Linch Goods Shed on April 20, bound for the Bari Brahman and Anantnag Goods Sheds in the Jammu Division. As noted, 10 BCN wagons were allocated for Bari Brahman and 10 for Anantnag. The 10 BCN wagons arriving at Bari Brahman carried a total weight of approximately 500 tons, while the 10 BCN wagons arriving at Anantnag also carried a weight of 500 tons. The primary products included in this freight train consignment are Amul milk (specifically Toned Milk and Milk Powder), buttermilk, lassi, and other dairy items.</p>



<p>This initiative is not only a significant step toward ensuring a seamless supply chain for dairy products but also underscores Indian Railways&#8217; unwavering commitment to delivering essential commodities to the remote regions of the country. It is noteworthy that prior to this, in October 2025, another historic milestone was achieved in the field of freight transport within the Kashmir Valley, when the first rail consignment of 1,350 tons of industrial salt successfully reached Anantnag station from Kharaghoda station in the Ahmedabad Division of Gujarat.</p>



<p>Through these successful consignments of salt and dairy products, the Jammu Division has further strengthened its commercial and economic ties within the trade sector.</p>



<p>This initiative is set to prove immensely beneficial in directly connecting Gujarat&#8217;s dairy and industrial sectors with the markets of the Kashmir Valley.</p>



<p>Commenting on this significant achievement—and the arrival of the first-ever rake from the Milk Marketing Federation Limited (Amul) in Jammu &amp; Kashmir—Uchit Singhal, Senior Divisional Commercial Manager, stated: &#8220;The arrival of this first special cargo train carrying Amul milk and dairy products—which departed from Linch Railway Station in Gujarat—at Bari Brahman (Jammu) marks a proud and historic moment for our entire Jammu Division.</p>



<p>Out of a total of 20 BCN wagons, 10 specialized wagons have been unloaded directly at Bari Brahman. This initiative has been designed with the specific interests of the citizens, local traders, and families of Jammu &amp; Kashmir in mind. This direct supply will ensure the round-the-clock availability of fresh milk and dairy products across Jammu city, as well as all its surrounding districts and rural areas.</p>



<p>Indian Railways is not only enhancing connectivity at the national level but is also fully committed to bolstering the economy and food security of the Jammu Division. This direct rail service will result in a substantial reduction in both the cost and time associated with road transport, yielding direct economic benefits for our local markets and consumers in Jammu.&#8221;</p>

<p>Lieutenant Governor, Manoj Sinha today inaugurated Eveready Industries India Limited’s new industrial unit in Samba. The plant established with an investment of Rs.200 crore, will create local jobs, boost ancillary units, suppliers, and service providers, promote skill development, generate opportunities for women, and make a significant contribution to the economic development of Jammu Kashmir.</p>



<p>&#8220;Inauguration of Eveready&#8217;s plant, along with the changed atmosphere in the Union Territory, reflects the sustained efforts of Prime Minister Narendra Modi, under whose leadership a new destiny has been written for Jammu Kashmir. His vision has turned the dream of a prosperous Jammu Kashmir into reality,&#8221; the Lieutenant Governor said.</p>



<p>The Lieutenant Governor observed that across Samba, Kathua, Jammu and many parts of Kashmir, the industrial revolution we are witnessing today is a living symbol of new era for Jammu Kashmir. He said in the past 5 years, the scale of industrial development has moved beyond mere economic figures and become the most powerful medium of transformation across Union Territory</p>



<p>&#8220;Establishing this esteemed company&#8217;s plant is a landmark moment for the entire Jammu and Kashmir. It signals readiness to embrace opportunity, serve the nation and light the way to the future. It also reflects strong confidence in the immense potential of Jammu and Kashmir,&#8221; the Lieutenant Governor said.</p>



<p>Addressing a gathering after inauguration ceremony, the Lieutenant Governor shared significant figures to highlight industrial transformation of Jammu Kashmir after New Industrial Policy was launched in 2021. He said in financial year 2025 26 alone, Jammu Kashmir attracted investment of Rs. 5,824 crore—more than 13 times the average investment recorded before 2021. In FY 2022 23 investment was Rs. 2,153 crore, in FY 2023 24 Rs. 3,389 crore, and in FY 2024 25 Rs. 4,145 crore. In addition, half the preliminary work has already been completed on 312 units worth Rs. 7,864 crore, with production expected to begin in FY 2026 27. Jammu Kashmir has also seen, for the first time, the establishment of several units with investments exceeding Rs. 500 crore, including Chiripal Polyfilms (Rs. 1,215 crore), Kandhari Beverages (Rs. 830 crore), and Aegios (Rs. 666 crore). Three more units are expected to start production in FY 2026 27.</p>



<p>&#8220;The number of startups has risen from just 69 in 2020 to 1,305 in FY 2025 26—a growth of over 1,800%. Combined with all industrial units and PMEGP supported units, millions of young people have gained better employment opportunities,&#8221; the Lieutenant Governor said.</p>



<p>On the occasion, the Lieutenant Governor also paid homage to all the civilians who were martyred in the Pahalgam terrorist attack on 22nd April last year. He said we have not forgotten those who had dared to cast a covetous eye on our mothers’ and sisters’ Sindoor.</p>



<p>&#8220;I also recall the brave soldiers of Operation Sindoor, who had avenged every single tear. Today, the inauguration of this new industrial unit in Jammu Kashmir is a clear and powerful declaration that India will neither halt nor pause, but will march forward on the path of development with renewed vigour and self confidence,&#8221; the Lieutenant Governor said.</p>



<p>The Lieutenant Governor said through today’s inauguration, we have also sent a message to the whole world that while our neighbouring country continues to run factories of terrorism, India is building factories of progress and success.</p>



<p>&#8220;Today we have told the world that while our neighbour’s factories churn out terrorists, India’s factories are engaged in nation building. We are also conveying that the economic potential, industrial energy and inclusive development of Jammu Kashmir are advancing with a new sense of pride,&#8221; the Lieutenant Governor said.</p>



<p>Mohit Burman, Non-Executive Director, Eveready Industries India Limited said that the state-of-the-art greenfield facility will generate around 500 direct and indirect employment opportunities at full scale in the region. He said the company also aims to contribute to ‘Aatmanirbhar Bharat’ vision.</p>



<p>Eveready’s new manufacturing plant boasts a robust annual peak production capacity of approximately 360 million alkaline batteries with an annual installed capacity of 456 million. <p>A year after the Pahalgam terror attack that left 25 tourists and a local dead, Jammu and Kashmir on Wednesday paused to remember the victims while sending out a strong message of resolve against terrorism, with the Union Territory’s leadership asserting that such violence will not be allowed to recur.</p>



<p>Lieutenant Governor Manoj Sinha led the tributes, describing the victims as innocent lives whose loss continues to haunt the collective conscience. He reiterated that those responsible for the attack and their backers would face the consequences, stressing that the fight against terrorism in Jammu and Kashmir will be taken to its logical end.</p>



<p>Chief Minister Omar Abdullah said the anniversary serves as a reminder of the need for sustained efforts to secure peace and protect civilians. He underlined that the government remains fully committed to preventing any repeat of such incidents and ensuring that the region moves away from violence towards stability and normalcy.</p>



<p>In their messages shared on X, both leaders emphasised unity in the face of terror and extended solidarity to the families who lost their loved ones, assuring continued support and justice.</p>



<p>Sinha wrote on X; &#8220;Humble tributes to the innocent souls who lost their lives in the gruesome terror attack in Pahalgam on this day in 2025. Their memory endures indelibly in our hearts. My thoughts and prayers are with their families&#8221;.</p>



<p>&#8220;We will not forget. We will not forgive. This is our solemn vow. India stands unified against terrorism. We pledge unwavering commitment and resolute determination to eradicate terrorism from the soil of Jammu Kashmir&#8221;, he added.</p>



<p>Omar Abdullah wrote on X; &#8220;One year on, we remain united against terror &amp; against violence. We remain resolute in our desire to rid J&amp;K of suffering &amp; innocent deaths. We remain committed to doing everything to ensure it never happens again. We also remain in eternal solidarity with the families who lost their loved ones a year ago in that cowardly attack. May the souls of the victims of the terror attack rest in peace&#8221;.</p>



<p>Later, speaking to reporters on the sidelines of his visit to GMC Udhampur to check on those injured in a bus accident, the Chief Minister said security agencies are on alert to foil any designs aimed at disturbing peace. He asserted that attempts from across the border to destabilise Jammu and Kashmir would not succeed, highlighting close coordination between the Union Territory administration, the Centre, and law enforcement agencies.</p>



<p>Describing the attack as a tragic blow, Omar Abdullah noted that it had briefly impacted the tourism sector, but expressed optimism that the ongoing season would witness a strong rebound with increasing footfall of visitors.</p>



<p>On the international situation, the Chief Minister also voiced concern over the escalating tensions in West Asia involving Iran, the United States and Israel, saying the fallout is being felt globally in the form of rising fuel prices and supply disruptions, though India remains comparatively stable in the current scenario.</p>

<p>The Association for Democratic Reforms (ADR) and West Bengal Election Watch have analysed the self-sworn affidavits of 2920 out of 2926 candidates, who are contesting in the West Bengal 2026 Assembly Elections. Out of 2926 contesting candidates, 935 are from National parties, 383 are from State parties, 587 are from registered unrecognized parties and 1021 candidates are contesting Independently.</p>



<p>Out of the 2920 candidates analysed in West Bengal Assembly elections 2026, 683(23%) candidates have declared criminal cases against themselves. In 2021 West Bengal Assembly Elections, out of 2130 candidates analysed, 528(25%) had declared criminal cases against themselves.</p>



<p>589(20%) have declared serious criminal cases. In 2021 West Bengal Assembly Elections, 431 (20%) candidates had declared serious criminal cases against themselves.</p>



<p>Party wise Candidates with Criminal Cases: Among the major parties,208(71%) out of 293 candidates analysed from BJP, 76(26%) out of 293 candidates analysed from INC, 112 (39%) out of 290 candidates analysed from AITC, 94 (47%) out of 198 candidates analysed from CPI(M), 8(35%) out of 23 candidates analysed from All India Forward Bloc and 3 (18%) out of 17 candidates analysed from CPI have declared criminal cases against themselves in their affidavits, the ADR report said.&nbsp;&nbsp;</p>



<p>Party wise Candidates with Serious Criminal Cases: Among the major parties,188(64%) out of 293 candidates analysed from BJP, 63(22%) out of 293 candidates analysed from INC, 90 (31%) out of 290 candidates analysed from AITC, 78 (39%) out of 198 candidates analysed from CPI(M), 5(22%) out of 23 candidates analysed from All India Forward Bloc and 2 (12%) out of 17 candidates analysed from CPI have declared serious criminal cases against themselves in their affidavits, the ADR report pointed out.</p>



<p>Candidates with declared cases related to crime against women: 192 candidates have declared cases related to crimes against women. Out of 192 candidates, 8 candidates have declared cases related to rape (IPC Section-376) and person committing rape repeatedly on the same woman (IPC Section- 376(2)(n)).</p>



<p>35 candidates have declared cases of to murder (IPC Section-302).</p>



<p>185 candidates have declared cases of attempt to murder (IPC Section-307) and (BNS Section-109), the report added.</p>

<p>Jammu and Kashmir Board of School Education (JKBOSE) today declared the results of Annual/Regular 10th Class (Summer Zone) areas of Jammu division.</p>



<p>A total of 50,754 candidates appeared in the examination, out of which 45,094 candidates have qualified, making overall pass percentage of 88.85%, which is much better than the last year’s percentage of 79.94.</p>



<p>Among the candidates, 27,486 boys and 23,268 girls appeared in the examination. Of these, 24,054 boys and 21,040 girls qualified. The pass percentage of boys stood at 87.51%, whereas girls have recorded a higher pass percentage of 90.42%.</p>



<p>The examination was conducted smoothly across 527 centres.</p>



<p>Notably, 26,706 candidates from Government schools appeared in the examination with 22,283 qualifying, making pass percentage of 83.44%. From Private Schools, 24,048 candidates appeared with 22,811 qualifying, making pass percentage of 94.86%.</p>



<p>&nbsp;Minister for Education, Social Welfare, Health and Medical Education, Sakeena Itoo extended her heartfelt greetings to the students of 10th Class (Summer Zone) for passing the examination with flying colours.</p>



<p>The Minister commended the students for their hard work, dedication, and perseverance, stating that the results are a testament to their commitment and the collective efforts of teachers, parents, and the education system at large. She added that the pass percentage of 83.44 for Government schools is very encouraging and highlights the improvement of educational standards in Government institutions.</p>



<p>“These outstanding results reflect the Government’s sustained focus on strengthening the education sector and ensuring quality learning outcomes across Jammu and Kashmir”, she stated.</p>



<p>Highlighting the achievements of girl students, the Minister lauded their outstanding performance in the examinations. She noted with pride that girls have once again outshined boys, showcasing their determination, resilience, and academic excellence.</p>



<p>“This achievement is not only a matter of pride but also a clear indication of the positive impact of various government initiatives aimed at empowering girls through education,” she said.</p>



<p>Encouraging students to remain focused and motivated, the Minister urged them to pursue their future academic and career goals with confidence and determination. She also advised those who could not perform as expected to remain hopeful and work harder, emphasizing that success is a continuous journey.</p>



<p>The Minister further reiterated the Government’s commitment to providing an inclusive, equitable, and high-quality education system. She assured that continuous efforts are being made to improve infrastructure, enhance teaching standards, and create a conducive learning environment for all students.</p>

<p>In a significant boost to public transport and sustainable mobility in the Union Territory of Ladakh, 33 electric buses have been sanctioned by the Government of India under the PM-eBus Sewa scheme.</p>



<p>The fleet will comprise 7-metre electric buses, specifically suited to Ladakh’s difficult terrain and road conditions. The initiative is expected to play a key role in transforming public transport in Ladakh by promoting clean energy, reducing pollution, and enhancing the overall travel experience. The delivery of e-buses is expected in a month’s time, officials informed.</p>



<p>The Lieutenant Governor, Vinai Kumar Saxena, thanked the Centre for fulfilling this long-pending demand and said this will boost sustainable development in the region, which is also a key focus of the UT Administration. “The sanctioning of electric buses marks a major step towards building a sustainable and environmentally friendly public transport system in Ladakh. It reflects our commitment to preserving the fragile ecosystem of this region while improving connectivity and accessibility. These buses will not only reduce carbon emissions but also provide an affordable and efficient transport option, benefiting the residents,” Lieutenant Governor, Shri Vinai Kumar Saxena, said.</p>



<p>The introduction of electric buses is expected to bring multiple benefits to the region. The initiative aligns with the vision of Prime Minister, Narendra Modi, to make Ladakh a carbon-neutral region by promoting sustainable development. The deployment of e-buses will significantly reduce carbon emissions, contributing to environmental conservation in the ecologically fragile Trans-Himalayan region.</p>



<p>The compact size of the buses (7 metres) has been designed to suit Ladakh’s geography and challenging terrain, ensuring smooth and efficient movement. Additionally, the new fleet will provide an affordable and reliable mode of transport for local residents, particularly those living in far-flung areas, thereby strengthening the public transport system in the region.</p>



<p>Notably, since assuming office, the Lieutenant Governor, Shri Vinai Kumar Saxena, has been actively promoting eco-friendly and sustainable initiatives to preserve Ladakh’s pristine environment. The UT Administration has prioritised measures to reduce dependence on fossil fuels, including promoting electric mobility and solar energy solutions.</p>
