Keeping in view the weather department’s warning, the Divisional Control Room has been kept operational 24×7. The Mechanical and Electrical Departments are carrying out regular technical maintenance of all trains running in the division. Teams of the Engineering Department are conducting special patrols along tracks, bridges, and sensitive hilly areas, and are monitoring the tracks continuously. Similarly, staff of the Signal & Telecommunication Department are regularly inspecting signal equipment, cables, and OHE lines even in the rain to ensure safe train operations. The Operations Department is ensuring the safe running of all trains.

For passenger convenience, the Commercial & Operations Departments have made special arrangements at all major stations of the division including Jammu Tawi, with provisions for drinking water and seating. In case of train delays or route diversions, passengers are being given regular and accurate information through announcements. Personnel of the Railway Protection Force and Government Railway Police are conducting additional patrolling at stations, bridges, and other important locations.

In this regard, Divisional Railway Manager, Jammu, Vivek Kumar said, “Our topmost priority is the safety of passengers. All departments are working together and maintaining continuous surveillance of tracks, signals, and stations. Passengers are requested to check the correct status of their trains on the NTES app or 139 helpline before traveling and to follow railway rules during the journey.”

Specialised rescue teams were rushed to flood-hit Plangarh following reports of missing persons, while Army personnel, in coordination with the Border Roads Organisation (BRO), cleared a massive landslide near Budhi Mod to reopen the strategic Rajouri–Budhal road, ensuring the movement of civilians and emergency services.

Responding promptly to the emergency, specialised Army rescue teams were deployed to the affected area with advanced search, rescue and safety equipment. Chief Minister stressed the need for maintaining a high state of preparedness to effectively deal with flood-like situations arising from erratic weather patterns.

The Chief Minister emphasized the importance of adopting long-term flood mitigation measures, noting that recurring flood-like events necessitate sustained planning and resilient infrastructure. He instructed the concerned departments to take all necessary steps to minimise loss of life and property, ensure restoration of essential services, particularly drinking water and electricity, within 24 hours, prioritise vulnerable locations, and intensify efforts to trace and retrieve missing persons.

The Chief Minister directed the Divisional Commissioners of Kashmir and Jammu to undertake an immediate assessment of the flood situation and identify the worst-affected districts. He further directed that adequate funds, on the pattern followed during 2025–26, be placed at the disposal of the Deputy Commissioners of these districts to facilitate immediate relief, rehabilitation and restoration of damaged infrastructure.

The Chief Minister also reviewed the rescue and relief operations in the flood-affected districts of Poonch and Rajouri. He directed the district administrations to ensure that all relief camps are adequately equipped with essential food, drinking water and medical facilities for the affected population. The meeting was informed that joint rescue and relief operations involving the Civil Administration, Police, SDRF, NDRF, Army, BRO and other line departments were launched immediately after the flash floods and are continuing in the affected areas.

The Chief Minister directed the concerned officers to intensify efforts for the restoration of electricity supply in the worst-affected districts of Poonch and Rajouri, observing that the restoration of drinking water supply schemes is largely dependent on the timely restoration of power. He instructed the Power Development Department to complete the restoration works within the stipulated timeline and ensure that any remaining issues are resolved without delay so that essential public services, particularly water supply, are fully restored at the earliest.

The Chief Minister also reviewed the district-wise status of relief disbursement and damage assessment, directing the Deputy Commissioners to ensure timely assistance to all affected families in accordance with the prescribed norms. He also reviewed the damage to houses, livestock, public infrastructure and agricultural land, and instructed the concerned departments to expedite assessment, restoration and compensation without delay.

During the meeting detailed presentation was made by Divisional Commissioners Jammu/Kashmir of their respective regions highlighting the flood preparation and relief measures undertaken.

The Chief Minister was informed that the Kashmir Division has put in place a comprehensive flood preparedness mechanism, with all Deputy Commissioners, district administrations and line departments on high alert. Rescue teams, evacuation centres, emergency equipment and essential services have been positioned to ensure a prompt and coordinated response to any eventuality.

The meeting was informed that 654 vulnerable villages with an estimated 7.22 lakh population at risk have been identified across the Valley. As a precautionary measure, 1,505 people from vulnerable areas have already been shifted to designated rescue centres, while evacuation plans remain in place for other vulnerable locations.

Officials informed that 744 rescue centres, 108 SDRF boats, 25 Army boats, 98 satellite phones, 102 identified helipads and adequate emergency response funds have been kept ready to strengthen rescue and relief operations. District Emergency Operations Centres and the State Emergency Operations Centre are functioning round the clock to monitor the situation and coordinate response measures.

The meeting was also informed that water levels in the River Jhelum continue to remain well below the warning level at all monitoring stations, while Irrigation and Flood Control teams deployed across the Valley are maintaining continuous surveillance of rivers and flood channels. Essential services, including healthcare, drinking water supply and telecommunications, are functioning normally, with contingency arrangements kept in place.

Regarding flood preparedness in Jammu, Divisional Commissioner Jammu informed that comprehensive preparedness measures have been put in place across the Jammu Division to deal with adverse weather conditions and flash floods. District administrations have activated 24×7 Emergency Operation Centres, contingency and flood response plans are in place, and weather advisories are being disseminated regularly. He also informed that a total of 363 vulnerable locations have been identified, 142 mock drills conducted, and 138 functional helipads earmarked for emergency operations. Adequate SDRF funds, trained volunteers and emergency response equipment have also been kept in readiness.

The meeting was apprised that restoration machinery has been pre-positioned at vulnerable locations, while district administrations and line departments remain on high alert to ensure prompt response to any emergency.

The slain policeman, Head Constable Ashiq Hussain Qureshi of the IR 3rd Battalion, was reportedly deployed on Amarnath Yatra security duty when he was fired upon at Lal Chowk in Anantnag around 12.30 pm, reports said.

He suffered critical injuries and was rushed to the Government Medical College Hospital where he was declared dead. This marks the first terror attack in the area since last year’s Pahalgam attack in which 26 civilians, 25 of them tourists, were killed.

Security forces have cordoned off the area and launched an operation to track down the assailants, they said.

The Resistance Front (TRF), a shadow outfit of Lashkar-e-Toiba (LeT), has reportedly claimed responsibility for the attack through a social media post.

The attack has come at a time when security has been increased across the region for the ongoing Amarnath Yatra.

Meanwhile, Lt. Governor Manoj Sinha spoke with DGP Nalin Prabhat to review the situation following the terror attack in Anantnag.

He wrote on X “My heartfelt condolences to the family of Head Constable Ashiq Hussain Qureshi, who sacrificed his life in the line of duty. J&K Police and our security forces are on the ground and will bring those responsible to justice”.

Paying tributes to the killed cop, Chief Minister Omar Abdullah wrote on X “Deeply saddened by the death in the line of duty of Head Constable Ashiq Hussain of IRP 3rd Battalion J&K Police. HC Hussain made the ultimate sacrifice in a cowardly terror attack in Anantnag area of South Kashmir. I unequivocally condemn this attack & send my heartfelt condolences to the members of his family. In a post on X, the Kashmir Zone Police has warned of strict action against those circulating photographs and videos related to the Anantnag terror incident.

Police wrote “It has been observed that certain media organizations and members of the public are circulating photographs and videos related to the terror incident in Anantnag”.

“Cyber Police J&K cautions all media organizations and the general public to refrain from sharing, publishing, forwarding, or circulating such content on any platform”.

In a message issued after interacting with young Ladakhis in recent weeks, the Dalai Lama said several youngsters had shared concerns about friends battling drug addiction. He said it was important to understand the harmful consequences of drug use and recognise it as a destructive habit. “By reflecting on its consequences, you will see that it brings only suffering,” he said.

The Dalai Lama praised those who have sought treatment and remained committed to recovery, saying overcoming addiction requires “real courage and determination.” He added that he admired everyone who had made the effort to overcome the problem.

Calling the youth of Ladakh his “young spiritual brothers and sisters,” the Tibetan spiritual leader said he felt it was his responsibility to urge them to refrain from substance abuse. He expressed hope and prayers that those struggling with addiction would overcome their problems and go on to lead healthy, meaningful and happy lives.

The message also linked the fight against addiction with mental well-being. The Dalai Lama said lasting happiness comes from peace of mind rather than wealth or power and stressed the importance of cultivating compassion, honesty, patience and warm-heartedness to overcome negative emotions such as anger, fear and stress. At Jaran Wali Gali, Poonch the boundary wall of PM SHRI Jawahar Navodaya Vidyalaya collapsed onto several parked vehicles, creating an immediate hazard and disrupting movement on NH-144A. Troops of White Knight Corps reached the site without delay and, using specialised equipment, cleared the debris, extricated the trapped vehicles and assisted local residents. Their coordinated efforts helped restore traffic on the national highway and prevented further inconvenience to commuters and the surrounding population.

In another operation near Khari Karmara, Poonch, heavy rains and strong currents damaged a vital bridge and disrupted local connectivity. Personnel of the White Knight Corps, in close coordination with 79 RCC (BRO) and local residents, undertook urgent restoration work. Despite difficult weather and challenging ground conditions, the damaged link was restored within three hours, reconnecting the affected community and enabling the resumption of essential movement. The operation highlighted effective civil-military cooperation and the collective resolve to restore normalcy at the earliest.

Meanwhile, following a flash flood at Dara Sangla, Poonch an iron bridge was washed away, isolating the village and restricting access to medical care. An Indian Army Medical Team crossed the flooded nala using an improvised wooden log bridge and reached the affected residents. The team conducted rapid triage, provided emergency first aid, treated an injured civilian and administered essential medicines to women, children and other villagers. The timely intervention helped stabilise the injured and prevented further health complications.

These operations demonstrated the Indian Army’s preparedness, professionalism and humanitarian ethos under demanding and hazardous circumstances. Through rapid rescue, restoration and medical assistance, troops ensured public safety, restored critical connectivity and extended timely support to affected families. The strategically important bridge will reduce the travel distance between Udmaroo and Hundri villages and Terchey and Skuru villages by nearly 35 kilometres, drastically reducing travel time and providing seamless all-weather connectivity. The bridge will also improve access across Nubra district and provide uninterrupted connectivity to Sham Gombo (Yarma Gonbo), an important Buddhist pilgrimage site, thereby strengthening religious tourism and socio-economic development in the region.

The bridge, a modern three-span (3×80 metres) Truss System Bridge with 70R loading capacity and approximately 230 metres of approach roads, which has been executed under the Special Development Package (SDP) of the UT Administration, is expected to directly benefit nearly 1,000 residents living in the surrounding villages. The bridge will strengthen connectivity across the Nubra region by making travel safer, faster and more reliable throughout the year, particularly during adverse weather conditions.

Addressing the gathering, Saxena described the inauguration of the Udmaroo Bridge as another significant milestone in Nubra’s development journey. He said that in Ladakh, infrastructure is not measured merely in terms of concrete and steel but by the opportunities it creates for people and the ease it brings to their daily lives.

“Under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi, roads, bridges and other public infrastructure are transforming connectivity across even the remotest border areas. Speaking on the occasion, the Lieutenant Governor said while this milestone marks significant progress, our mission is far from complete.

“We are determined to neutralise the drug cartels and narco-terror networks that target our youth. We continue to strengthen our key priorities of dismantling illicit trafficking ecosystems, enhancing public awareness, and providing robust rehabilitation to help affected individuals reintegrate into society. The first 100 days of the campaign laid the foundation for the rigorous path ahead. The road ahead will certainly be tough, but our resolve to completely wipe out narco-terrorism is stronger than ever,” he said.

The Lieutenant Governor said that during this 100-day campaign, he traveled across every region of the Union Territory, connecting with communities in all 20 districts through Padyatra. He recalled meeting many parents burdened by fear for their children’s futures.

By revoking hundreds of driving licences, vehicle registrations, recommending suspension of hundreds of passports and by taking action against non-compliant pharmacies, we have sent a clear message that no offender is above the law. Most importantly, thousands of young people have received treatment and are now rebuilding their lives in the mainstream,” he said.

The Lieutenant Governor stated that rehabilitation transforms lives, restores families, and secures our future. He observed that the administration will soon launch the “Rehabilitation and Socio-Economic Reintegration Scheme for Drug Abuse Victims, 2026,” starting with a pilot in the two sensitive districts of Jammu as well as Kashmir Division.

He observed that the initiative, built on a structured 3-year cycle, guides individuals through medical care and therapy in Phase 1, education and employment in Phase 2, and long-term relapse prevention with community support in Phase 3.

Sources claimed that over 99 per cent of the Health Centre’s local fund originates from the medical assistance fee paid by students at the time of admission, and alleged that the fund is being spent on purchasing ACs instead of student welfare activities such as medical camps, health awareness programmes and emergency medical support.

It is learnt that recently, the name of this fund has been changed from Medical Assistance Fees to Local Fund of the Health Centre.

All the departments of the University Health Centre, including the rooms of the medical doctors, dental room, blood laboratory already have ACs in working order. The physiotherapy section do not require AC, since  the treatments are heat therapy based and no cooling is required which can hamper the treatment.

The Finance department , Govt. of J&K on 22.05.2026, vide Government Order No. 198 F of 2026, issued economy and austerity measures for rationalization of the Expenditure. In which it was clearly stated that that the Local Funds available with various departments, Universities, authorities, boards, corporation, and agencies shall also be governed by these austerity measures.

The health centre of the Jammu University allegedly violated this Govt. order and continued with the process of purchasing the ACs, which are not at all the priority as all the major departments of health centre already have working ACs.

Since the amount of this local fund comprises mostly by the Medical Assistance fees collected from the students, therefore, it is meant to be utilised for the welfare of the students, organising health camps, awareness lectures, support to students during medical emergencies. But purchasing ACs out of this local fund and when the Government of J&K has already ordered austerity measures for rationalization of the Expenditure, it seems as if the University is above all the orders of the J&K Government.

Seven members of two families, including two children and three women, were buried alive in a landslide on a dhok in the Loren area of Poonch while two passengers were killed after shooting stones smashed into a bus in Doda. Many other people were injured in the incident.

Officials said large boulders from a hill struck the passenger bus and multiple vehicles at Raggi Nallah in Doda district.

Seven bodies have been retrieved from debris in Loren village by locals and men of the police and SDRF. Those killed in Loren have been identified as Tanveer Ahmad (27), Zaida Begum (38), Shamim Akhtar (33), Shabnam Bano (31), Mohammad Irfan (17), Manan Rafiq (6) and Aleesa (4). Manan Rafiq and Aleesa were children of Zahida Begum, all of three who were among those killed.

Three injured in the Doda mishap have been shifted to the Government Medical College at Jammu. They have been identified as Rajesh Kumar (46) and his wife Satya Devi (38), residents of Bhaderwah, and Saleem Mohammad (45). Condition of Saleem Mohammad, resident of Garnai Udhampur, was stated to be critical.

Once completed, the Burma–Sumoor Bridge will reduce the distance between Sumoor and the villages of Burma, Charasa, Kuri and Murgi from nearly 70 kilometres to just about 500 metres, drastically reducing travel time and ensuring faster access to healthcare, education, markets, government services and the district headquarters at Diskit. Similarly, the Tongsted Bridge will provide reliable all-weather connectivity to several remote villages, bringing essential services closer to the people.

The two projects, being executed under the Special Development Package (SDP) of the UT Administration, will significantly transform connectivity in the border region. The Burma–Sumoor Bridge Project, sanctioned at Rs.64.10 crore, comprises 470 metres of bridges at three locations, a 2.5-kilometre approach road and six RCC culverts. Besides reducing the travel distance from nearly 70 kilometres to just 500 metres, the project will directly benefit around 848 residents by improving access to healthcare, education, government services and markets. It will also provide a major boost to agriculture, tourism and local livelihoods by enabling farmers to transport their produce quickly and efficiently.

Similarly, the Tongsted Bridge Project, sanctioned at Rs.19.29 crore, involves the construction of a 160-metre Steel Plate Girder Bridge over the Siachen River. Designed to withstand the challenging conditions of the high-altitude region, the bridge will provide year-round connectivity to the villages of Tongsted, Yarma Gonbo, Dongsa, Nungsted, Henachy, Changlung and Sasoma, directly benefiting more than 500 residents. The bridge will facilitate easier movement of people, agricultural produce and essential supplies while ensuring convenient access to Yarma Gonbo, an important religious and cultural centre for the region.

Addressing the gathering, the Lieutenant Governor said it was a privilege to visit the breathtakingly beautiful Nubra Valley for the first time and dedicate two transformative infrastructure projects to its people. He congratulated the residents of Nubra and said the projects reflected the Administration’s unwavering commitment to strengthening infrastructure and ensuring inclusive and balanced development in Ladakh’s border areas.

He said the construction of these all-weather bridges would ensure safe, reliable and uninterrupted connectivity throughout the year while making the lives of people living in remote villages significantly easier.

Saxena also highlighted Nubra’s immense tourism potential, and said that the improved road infrastructure and bridge connectivity would further boost tourism, create new livelihood opportunities for local youth through homestays, transport, handicrafts and adventure tourism, and stimulate economic growth across the valley.

In the first operation, Army troops responded swiftly to reports of nine civilians, including five children, stranded across a flooded Nala near Churung Village, south of Thanamandi. Despite strong currents and challenging weather conditions, the rescue teams reached the site promptly and safely evacuated all the stranded civilians.

In a parallel rescue operation, troops of Engineer Regiment rescued two youths, aged between 17 and 20 years, who had become marooned on a river island in the Naushera Tawi River near Dhangri, approximately 12 km from Rajouri. Displaying exceptional courage and skill, the rescue team braved strong water currents and successfully brought both youths to safety. They were subsequently handed over to their families in the presence of officials from the civil administration, Rajouri.

These timely rescue operations underscore the Indian Army’s unwavering commitment to safeguarding lives and extending assistance to the people during natural disasters and emergencies. The seamless coordination between the Army, Police, SDRF and civil administration ensured the successful execution of both rescue missions without any loss of life.

The Indian Army remains steadfast in its resolve to serve the nation and its citizens, standing shoulder to shoulder with the people in times of crisis.

Meanwhile, the SDRF personnel rescued three youths caught in the strong currents of the Tawi river in Jammu.

A cloudburst struck the Surnoo (Kiyar) area of Dachhan in Kishtwar district, causing damage to property and agricultural land.

According to initial reports, no loss of human life has been reported. However, two cow sheds were damaged, while agricultural land suffered extensive damage due to the incident.

According to the Srinagar based meteorological centre, 135 mm rainfall was recorded in Rajouri, 106 mm in Reasi, 77 mm in Poonch, 101.6 mm in Udhampur and 85 mm in Katra in the past 24 hours.

MET has predicted heavy rainfall at many places between 19 to 23 July.

The Amarnath, Vaishnodevi and Shiv Khori yatras have been suspended in view of the inclement weather advisory.

Flash floods triggered by incessant overnight rain inundated parts of Rajouri town in Jammu and Kashmir early on Sunday, forcing hundreds of residents to evacuate as overflowing rivers submerged low-lying areas, including the new bus stand, officials said.

Dozens of vehicles were swept away or submerged after rivers breached their banks, causing widespread disruption. Rescue and relief teams, assisted by the local administration, launched evacuation operations while officials assessed the extent of the damage.

Rajouri town was hit by flash floods following incessant overnight rainfall, forcing hundreds of residents to move to safer locations as floodwaters inundated low-lying areas, including the new bus stand early Sunday, officials said.

The Darhali River breached a flood protection wall near Bela Colony, sending floodwaters into the new bus stand where dozens of vehicles were either washed away or left submerged. The slum settlement near Abdullah Bridge was among the worst-hit areas, with more than 50 families forced to leave their homes after floodwaters entered the locality.

Acting on these directions, JMC has launched an intensive, round-the-clock desilting drive, with teams working day and night to clear major drains and nallahs before heavy rains intensify. The Corporation is undertaking extensive cleaning of 29 major nallahs under its jurisdiction, particularly in flood-prone and waterlogging-sensitive areas including Greater Kailash, Sainik Colony, Valmiki Colony, Sanjay Nagar, Gandhi Nagar, Gadi Garh, Gujjar Basti, Nanak Nagar, Gangyal, Trikuta Nagar, Railway Station, Model Town, Jeevan Nagar, Ambedkar Nagar, Channi Himmat, Shanti Nagar, Kunjwani, Bathindi, Sunjwan, Preet Nagar, Talab Tillo, Anand Nagar, and other vulnerable localities.

As part of JMC’s comprehensive monsoon preparedness plan, Dr. Devansh Yadav personally inspected several wards to review the progress of desilting operations and assess the condition of the city’s drainage network. During the inspection, he also reviewed the ongoing construction of new drainage infrastructure being executed by the Urban Environmental Engineering Department (UEED) under the SASCI Scheme at Jallo Chak, Digiayna and Greater Kailash.

The Commissioner instructed the executing agencies to ensure that construction materials are properly safeguarded during the monsoon and are not wasted or washed away due to rainfall. He directed that all ongoing works be carried out with meticulous planning, strict quality control, and adequate protective measures so that construction activities continue efficiently despite adverse weather conditions.

Emphasizing the importance of preventive action, Dr. Devansh Yadav said that regular desilting of drains, timely completion of drainage infrastructure, and continuous monitoring are vital to preventing urban flooding, protecting residential areas, and ensuring the uninterrupted flow of stormwater during the monsoon.

Reiterating JMC’s commitment to public safety and civic resilience, the Commissioner stated that the Corporation has put in place all necessary measures to safeguard the lives and property of citizens during the rainy season. He appealed to the public to extend full cooperation by refraining from dumping garbage, plastic waste, construction debris, or any other material into drains and nallahs, as such practices obstruct the natural flow of water, choke the drainage network, and significantly increase the risk of flooding.

Dr. Devansh Yadav further assured that the Jammu Municipal Corporation will continue to closely monitor the city’s drainage system and deploy additional manpower, machinery, and emergency response teams wherever required to ensure swift action and effective management throughout the monsoon season.

The initiative is expected to substantially improve inter-departmental coordination, eliminate duplication of records, enhance transparency and ensure faster, more efficient delivery of welfare benefits and public services.

The meeting was attended by the concerned Administrative Secretaries including Commissioner Secretary, PD&MD; MD, J&K Bank; DG, E&S; SIO, NIC; Director, Planning and HoDs from other concerned Departments.

Reviewing the proposed framework, the Chief Secretary underscored that effective governance in the digital era rests on the availability of authentic, standardized and secure data.

He observed that while Government departments generate large volumes of valuable data, its true potential can only be realised when such information is managed under a common governance framework and shared securely across departments for improving public service delivery.

The Chief Secretary further stressed that the Government’s endeavour is to ensure that citizens are not required to submit the same information repeatedly for availing benefits under different schemes.

He reiterated that the objective is to build an integrated digital governance ecosystem where authenticated data, once available with the Government, can be securely utilised by authorized departments for delivery of eligible services, while fully safeguarding privacy, confidentiality and data security, he added.

The Chief Secretary directed all Administrative Departments to extend full cooperation in implementation of the strategy and ensure standardization of departmental datasets in accordance with the prescribed data governance framework.

Dulloo also called for adoption of uniform metadata standards, robust quality assurance mechanisms and secure interoperability protocols to facilitate seamless exchange of information across departments.

During the meeting, a detailed presentation was made by the Planning Department on the five strategic pillars of the proposed Data Management Strategy comprising Data Governance & Standards, Base Registries & Unique Identifiers, Interoperability & Harmonization, Data Security & Privacy and Institutional Capacity & Coordination.

The strategy aims to establish a “Single Source of Truth” by preserving original departmental datasets while enabling secure, API-based exchange of information among authorized users, thereby supporting evidence-based governance, efficient planning and better monitoring of developmental programmes.

The Chief Secretary also reviewed the proposed initiative involving integration of the Civil Registration System (CRS) with J&K Bank for automatic initiation of insurance claims under PMJJBY and PMSBY immediately after issuance of a death certificate. Once operational, the mechanism will enable eligible claim settlements without requiring bereaved families to submit separate applications, thereby reducing procedural delays and ensuring timely financial assistance.

The meeting also discussed integration of the Civil Registration System with the Health, Social Welfare and School Education Departments to enable automatic activation of welfare interventions from birth onwards.

Under this mechanism, registration of every birth would trigger enrolment for nutrition support, immunization and other eligible welfare schemes, while subsequent integration with APAAR ID would facilitate seamless linkage with school admissions, scholarships and other educational entitlements.

The Chief Secretary further reviewed the proposal for creation of an integrated institutional database of schools, hospitals, Anganwadi centres and other public institutions through adoption of common geographical identifiers to facilitate better planning, infrastructure mapping and resource allocation.

The Chief Secretary directed the concerned departments to prepare a time-bound implementation roadmap with clearly defined milestones for phased rollout of the strategy and emphasized strict adherence to data privacy, cybersecurity and governance standards at every stage.

He expressed confidence that the proposed initiative would mark a significant step towards building a modern, integrated and citizen-centric governance ecosystem in Jammu and Kashmir. He said the initiative would strengthen evidence-based planning, improve inter-departmental coordination and ensure seamless delivery of Government services and welfare benefits by enabling secure and efficient sharing of authenticated data across departments.

In Kashmir, the Chinar is a living symbol of patience, beauty, and endurance. Writers and their books share this same lasting spirit, guiding human civilization through the ages. Together, we share the responsibility to restore Jammu Kashmir as a leading hub for education, literature, and youth empowerment,” the Lieutenant Governor said.

The Lieutenant Governor observed that Chinar Book Festival has become a strong national platform of ideas, debates and knowledge exchange. Its identity is no longer confined to stalls and book launches; it has become a means to generate new ideas, encourage dialogue and empower youth. He said in past editions, workshops, panel discussions and literary conversations have given new energy to Jammu Kashmir’s rich literary tradition.

“During this festival we have also witnessed an inspiring effort to revive our cultural heritage’s priceless treasure, the Sharada script. We have seen the spirit of “Ek Bharat, Shreshtha Bharat” take shape through initiatives such as Tamil–Kashmiri dialogues, and today this festival has become a strong bridge linking regions, languages and generations,” he said.

The Lieutenant Governor also emphasised that the success of a book festival should not be measured by sales figures.

“I believe the true success of any book festival lies in the ideas and conversations it generates. If a discussion that begins at this festival reaches a college or university, then our goal is successful. If a dialogue held here and the ideas that emerged during the festival become the basis for future collaborations, then I will consider the festival and its objectives successful. If a young person finds a book at this festival that changes the course of their life, that will be the greatest achievement of the Chinar Book Festival,” the Lieutenant Governor said.

The Lieutenant Governor urged youth to read at least one book beyond their textbooks every month, and he asked every young writer to resolve to write at least one page daily.

“Through the Chinar Book Festival we are ensuring that our children have roots to their identity as well as wings for future flight. I want to see this as a platform where local libraries and small-town book clubs also connect with the spirit of this festival, so that this celebration of knowledge reaches the public throughout the year and fosters exchanges among literary, musical and visual art forms, where words become voice, poetry takes color and stories become our shared experiences,” the Lieutenant Governor said.

This landmark decision, aimed at transforming Ladakh into a fully organic region, comes at the direction of Lieutenant Governor, Vinai Kumar Saxena. With the order coming into force, the procurement, distribution, sale, marketing and use of chemical/synthetic fertilisers will be strictly prohibited with immediate effect, across the Union Territory. Any violation in this regard, will attract a minimum fine of Rs 10,000.

“The Administration of Union Territory of Ladakh imposes prohibition on the procurement, distribution, sale, marketing and use of chemical/synthetic fertilizers for agricultural practices in the Union territory of Ladakh, with immediate effect, with the objective to safeguard organic certification, protect soil and water resources, promote sustainable agricultural practices and to establish Ladakh as a model organic region, thereby, ensuring the long-term sustainability and resilience of its agricultural sector,” the order said.

Farmers and agriculture units have been advised to use only on-farm/off-farm organic inputs for agricultural practices in the Union territory of Ladakh.

The decision marks a major milestone in Ladakh’s journey towards sustainable agriculture, reinforcing Prime Minister Narendra Modi’s vision of promoting natural farming, environmental conservation, improving soil health and climate-resilient agriculture, LG said.

The move is aimed at safeguarding Ladakh’s fragile Himalayan ecosystem, preserving soil and water resources, strengthening organic value chains, and establishing the Union Territory as a model organic region.

“Ladakh has been blessed with a pristine environment, rich biodiversity, unique agro-ecological conditions and traditional farming practices that have remained largely free from excessive chemical intervention. The prohibition on chemical and synthetic fertilisers marks a transformative step towards making Ladakh a fully organic Union Territory. This initiative will protect our fragile Himalayan ecosystem, enhance the value of Ladakh’s organic produce, improve farmers’ incomes through premium markets and establish Ladakh as a global model of environmentally sustainable high-altitude agriculture,” said Saxena.

Notably, Ladakh has been actively promoting organic agriculture in view of its unique agro-ecological conditions and traditional farming practices for ages. In order to develop Ladakh as a certified organic region, organic certification activities have been undertaken, and so far, 207 revenue villages of Ladakh have already been brought under Organic Certification.

The Agriculture Department has been designated as the nodal department for the implementation of the order. The Departments of Horticulture, Cooperatives and Rural Development & Panchayati Raj have been directed to facilitate the transition through awareness programmes, capacity building and improved availability of organic inputs. The enforcement agencies will ensure compliance, and strict penalties will be imposed for violations.
