Civil and electrical works in the new Central University of Kashmir (CUK) university campus coming up in Ganderbal district have been affected by the chaos within the ranks of the institution.
It has been more than three years since civil and electric works worth crores were executed in the university’s new campus. The payments are yet to be paid in the favor of the executing agencies because the engineering wing has allegedly refused to validate the said works.
The matter is getting worse as varsity in order to delay the process of payments has been seeking third party certification for the civil and other works. But the R&B department as per the reports has rejected the varsity’s proposal stating in detail that the varsity already has an autonomous engineering wing which is competent enough to verify the works executed within its premises.
An insider informed that mismanagement is getting at its peak, though the work has been completed but no one within the university is ready to verify it.
As per reports every year the university loses crores of rupees because of not having a permanent campus and this is one of the few universities in the country that functions through the rented buildings. “The delay in the construction of the permanent campus has resulted in the non-utilization of funds released by University Grants Commission (UGC) under General Development Assistance (GDA) in its 12th Allocation Plan for the past three financial years”, insiders revealed.
A senior official said that the Government of India should consider this mismanagement going on within the University. “If the anarchy is left untamed, it will consume the knowledge centre to the core in the coming time” , said a senior official.
