Delay in finalizing transfers under ATD, teachers posted in 3rd zone suffers

There has been two years since the introduction of the Annual Transfer Drive (ATD) by the School Education Department (SED). Jammu and Kashmir government made tall claims to streamline the Pupil Teacher Ratio (PTR) in schools but ground reality seems to be different.

But yet the process for transfer of teachers, masters and lecturers have not been started which should have commenced in January and February months when the schools were closed for winter vacations, as per Greater Kashmir.

However the department is yet to order the transfers while the academic session in schools has already started. The ATD was started in the 2021 against the manual transfer system but this initiative seems to be off the target.

As per reports, system of streamlining teaching staff seems to be delayed and government has failed to execute the process as required in schools. Moreover, government claimed to issue transfer orders in March through ATD but it also got delayed.

Due to the failure of finalizing ATD-2022, teachers posted in hard (3rd) zones from past two years have been facing lot of troubles as they have not been relieved to normal zones.

Earlier, after a year, teachers posted in 3rd zones were shifted back to their parent schools and were replaced by an equal number of teachers deputed to the school in 3rd zones.

But since ATD has been initiated the teachers posted in 3rd zones have still not relieved as the transfers are delayed by the department.
