Ignoring seniority while assigning charge in J&K Animal Husbandry Dept?

Postings and assigning of charge in the Animal Husbandry department has come under scanner as there are allegations of favoritism and nepotism in the process.

Veterinary Assistant Surgeons (VAS) are appointed by Public service commission. Promotion to higher posts from Veterinary Assistant Surgeon (VAS) to Livestock Development Officer / Poultry Development Officer (PDO) equivalent to Deputy Director equivalent to Joint Director, selection post, Director (Livestock Dev Officer / Poultry Dev Officer) is done on basis of seniority at entry level. Seniority list is issued by administrative department Animal / Sheep Husbandry Department from time to time.

It has been reliably learnt that no Departmental Promotion committee (DPC) has been conducted by administrative department since last more than 20 years. “So all the orders for assignment to higher cadre posts are done on pretext of in-charge, temporally, stop gap arrangement, look after to run day to day affairs. These temporary order does not give them right / claim for preferential  claim for posts or hold the post on substantial basis which are filled in  accordance with rules by DPC/PSC” said sources in the department.

Sources further said that this period does not count for their claim to superior posts.

A senior doctor of the department told JK Newsline, “This adhoc system is going for years and years which results in denying right of carrier progression of deserving person, injustice to senior doctors who are forced to superannuate in lower cadre. This is willfully done by administrative department to favour some doctors; this also shows incompetence, lack of work culture or other motives of officers / officials posted in administrative department”.

“In this recent Govt order of transfers and postings – assigning of various charges vide No 72 ASH of 2021 dated: 29-04-2021 seniority has been ignored and pick and choose method applied where in junior doctors have been assigned charge of Higher posts” alleged the doctor of Animal Husbandry department.

There are also allegations that some of the doctors from Kashmir division were given higher charge leaving the ones from Jammu below them.

There is great resentment among the senior Doctors who want this ‘promotion’ order to be kept in abeyance immediately.

“Formation of JKUT had given hope for justice to all and it was earnestly believed that under Lt Governor Manoj Sinha adhocism prevalent for years will be brought to end and law of land instead of anarchy will prevail but this type of working and treatment under UT government has bellied our hopes. The administrative department of Animal / Sheep Husbandry is still working with old system. Not conducting the DPC for last 20 years have destroyed carrier prospects of many deserving candidates. The practice of assigning charge on temporary / stop gap / look after basis has been going since last so many years” said another senior doctor on condition of anonymity.

Doctors have also requested the LG Manoh Sinha that action against those officials of the department who have thrown all rules to the winds must be taken.
