Issues of hotel and guest house owners of UT Ladakh discussed

A meeting was convened by Commissioner Secretary, Tourism, Rigzin Sampheal to discuss various issues for hotels and guest houses at UT Secretariat today. 

Issues such as no objection certificate (NOC), fire and pollution safety norms and incentives-based issues were discussed during the meeting. Comm/ Secy informed that the matter would be taken up with the Central Pollution Control Board (CPCB) and directed Chief Wildlife Warden to put up/ follow up the case to address the pollution-related issues in UT of Ladakh.

He also informed that a local PCC Pollution Control Committee would be set up in the next two months.

He further directed the concerned officers of the Tourism Department to organize counseling sessions, awareness camps and meetings to sensitize people about the prevailing fire and pollution norms. 

The meeting was attended by Chief Wildlife Warden, Sajjad Hussain Mufti; Director Tourism UT Ladakh, Kunzes Angmo; S.P, Fire and Emergency Service, LadakhKamleshPuri; Senior Scientific/ District Officer, Pollution Control Board, Leh; AD Tourism, Leh, JigmetNamgyal and AD Tourism Kargil Syed Aga Tawha, besides the President and Executive members of All Ladakh Hotel and Guest House Association were also present during the meeting.

Superintendent Police, Fire Department, Ladakh informed that guidelines under the fire act, have been listed for the convenience of application of fire NOCs. He also mentioned that basic norms should be fulfilled for obtaining the NOC. 

Pollution of NOC includes Project Report, Tourism NOC, Fire and Emergency NOC, Site Plan, Building Plan, Land Papers, Shajra, Khasara, STP (Above 20 Rooms), Affidavit, Land Valuation /Ownership Certificate (PDD, PHE, Neighbor NOC, Municipal and Building Permission.

Similarly, Fire Safety Requirement for NOC includes Fire Extinguisher, Fire Exit/ Escaped Route,Smoke Detector, Hose, Hydrant System,Yard system, Water reserves in shape of underground tank , sand bucket and Luminous ‘Fire Exit’ sign, Manual/electric alarm system, LPG cylinder bank, wooden parts be coated with fire retardant paint, automatic electric circuit breaker, staircase and corridor lighting shall be on separate circuit, nothing be stored near the electric wiring or the electrical installation, main gate, easy to enter the fire tender in case of emergency, sprinkler system, requirement to keep all windows without grill for any emergency, telephone numbers of Fire and Emergency Services be displayed on prominent place, wet riser, Electric wiring system as per electric rules, security staff on duty should be given training of handling / operating fire equipment.
