Jammu and Kashmir reported a whopping 2.12 lakh dog bite cases

Jammu and Kashmir has reported a whopping 212968 cases of dog bites during the year 2022-25, the J&K Assembly was informed on October 28, 2025.

The government also stated that a total number of 48,998 dogs have been sterilized, vaccinated across the UT. While 13,730 dogs were sterilized by Jammu Municipal Corporation, 27,237 were vaccinated by Srinagar MC.

The government stated that in addition to it, Srinagar Municipal Corporation has been consistently working to raise public awareness about the safety measures to prevent dog bites, educate the public about the Animal Birth Control & Anti Rabies Vaccination Programme and adoption of street dogs.

The awareness efforts have been disseminated through various mediums including print & electronic media. To further this cause, the SMC has distributed approximately 25000 posters related to the ABC-ARV Programme in various wards of SMC besides hoardings are being installed in SMC Ward were ABC Programme is scheduled as per the devised ward wise calendar.

Additionally a jingle promoting the dog sterilization/vaccination programme routinely broadcasted through public address system installed on waste collection vehicles of SMC besides it in order to comply with the directions imparted by the Court an advisory indicating Do’s and Don’ts in order to avoid dog bites has also been issued for wide publicity among general masses. It is also reiterated here that Srinagar Municipal Corporation is committed to complying with all the rules and regulation outlined by the Animal Welfare Board of India and Animal Birth Control Rules,2023 to ensure the effective implementation of the Animal Birth Control and Anti Rabies Vaccination Programme within the territorial limits of the Srinagar Municipal Corporation.

ABC Centre Srinagar: The facility has the capacity to carry out 45-50 dog sterilizations/ immunizations per day (monthly capacity of 1350 dog sterilizations/ immunizations). The ABC Centre has in-house 52 post-operative kennels, 12 community kennels and 07 kennels kept for quarantine purpose along-with other supporting infrastructure required for smooth implementation of ABC/ARV program.

ABC Centre SKUAST-K: SMC in collaboration with SKUAST-K performs dog sterilizations immunizations of street dogs with a daily capacity of 15-20 sterilizations/ immunizations. The facility has 30 post-operative kennels and 20 community kennels (out of which 03 kennels have been designated for quarantine purpose) along with other supporting infrastructure required for smooth implementation of ABC/ARV program.

ABC Centre Ahal Chatterhama: The work of the facility is presently under progress and more than 90% of the work has been completed. The Centre shall be utilized for year-round operations with a daily capacity of more than 60 dog sterilizations/ immunizations (with approx. 1800 dog sterilizations immunizations per month). This centre has 60 kennels (out of which 04 kennels shall be designated for quarantine purposes) along with other supporting infrastructure required for the smooth implementation of ABC/ARV program.

Directorate of Urban Local Bodies, Kashmir, is in the process of establishing ABC centers in all the districts of Kashmir Division, for which the matter for identification of land has already been taken up with the District Development Commissioners of respective districts. Besides vide Communication dated 11.08.2025 all Deputy Commissioners were requested for identification/allotment of suitable patch of land for establishment of ABC Centers. In the first phase land/building has already been identified for 03 clusters at (Baramulla, Kulgam & Sumbal) for establishment of these centers.
