The Community Information Centres (CICs) operators working in the Rural Development Department of J&K since 2004 on a contractual basis. For around 17 years they have been kept away from being regularized and claimed that their cases were cleared from time to time, but in reality nothing is working and their wait is not coming to an end.
Regularization of services is being sought by these workers since long, which made the department to submit a proposal regarding the same. However due to red tapism, the proposal is still stuck in General Administration Department for the past two months.
Its been more than 65 days, no progressive step has been taken in this matter and there are no such reasons for the same but just the excuses.
At least 172 operators claim that they are qualified with degrees like MCA, M.Sc IT, B.E, B.Tech and M.Tech. They also claimed that they have been seeking action by the administration on the issue for the past 17 years. These workers are handling the online work web portals of the Ministry of Rural Development & Panchayati Raj viz e-Gram Swaraj, Swachh Bharat Mission, PMAY, Peoples Plan Campaign (Sabki Yojna Sabka Vikas), GPDP, Mission Antyodaya, PFMS and other eGovernance related activities.
Around 170 contractual employees working as operators of community information centres (CIC) has sought the intervention of Lieutenant Governor Manoj Sinha for regularisation of their services. G Venkatesh, MP, Rajya Sabha and Chairman Parliamentary Standing Committee on Tourism, Transport and Culture after his visit to Srinagar from January 21-23, 2021 also wrote to LG Manoj Sinha on February 15 asking him to sort out the matter of regularizing the CIC operators. He seeked for his personal indulgence in the matter.
