JKSSB calls preference from candidates for posts under PM Package

Jammu and Kashmir Services Selection Board (JKSSB) upon receipt of indent/requisition from Department of Disaster Management, Relief and Rehabilitation, advertised 1997 posts of 07 categories under PM Package for Kashmiri Migrants and Non-Migrant Kashmiri Pandits vide Notification No 03 of 2020 dated 01.12.2020.

A notification by JKSSB reads, “Whereas, the (JKSSB), conducted Computer Based Written Test (CBT) examination for posts advertised vide aforesaid notification from 29th March, 2021 to 05th of April 2021 in multi sessions/slots”.

The result/score sheets for the said posts have been notified vide this office Notice No. SSB/Secy/Sel/2021/3556-64 dated 22-04-2021 on the basis of Percentile Score by using Normalization Procedure; and, whereas, the provisional shortlist of candidates for the said posts was notified vide this office Notice No. SSB/Secy/Sel/2021/3708-13 dated 30 .04.2021.

“JKSSB vide Notice No. SSB/Secy/Sel/2021/3811-19 dated: 18.05.2021 called upon all such candidates who are figuring either in two or all three aforementioned posts to indicate their order of preference for allotment against posts of Field Assistant-III, Field Supervisor Mushroom, Assistant Store Keeper, Depot Assistant and Class IV in order to fill up all advertised vacancies which have been unfilled over the years over and have been requisitioned over and over again” the notification reads.

Due to surge in COVID-19 cases across the Union Territory of Jammu and Kashmir and rapidly changing circumstances, lockdown restrictions including social distancing norms and health considerations, Jammu and Kashmir Services Selection Board (JKSSB) vide Notice No.SSB/Secy/Sel/2021/3820-30 Dated:18-05.2021, called candidates for Counselling-cum-Document Verification through “Online Mode” in Phase-I.

Keeping in view the requirement, to fill all requisitioned vacancies /posts, Jammu and Kashmir Services Selection Board (JKSSB) decided to call additional candidates for Document Verification in 2nd Phase, vide Notice No.SSB/COE/Mig/2021/5280-89 Dated: 30.07.2021.

Meanwhile the JKSSB analysed the available data of candidates called for document verification in two phases as mentioned herein above, and observed that there is overwhelming repetition of candidates called for document verification in respect advertised posts which may eventually lead to figuring of same candidates in select lists for the advertised posts and leave significant number of posts unfilled/vacant.

The process of conducting written test examinations for the purpose of selection is a cumbersome one involving mobilisation of men & machinery and making of massive arrangements for ensuring transparency, fairness & integrity.

“The PM Special Package posts for Kashmiri Migrants and Non-Migrant Kashmiri pandits, were initially referred to the Jammu and Kashmir Services Selection Board in the year 2012. The selection process was initiated and completed the year 2017. However, sizeable number of posts remained unfilled due to non-availability of eligible candidates which were returned to the aforesaid Indenting Department in 2017” JKSSB notification reads.

Subsequently, the said department again requisitioned 1997 unfilled vacancies for making appointment in October, 2020.

JKSSB examined all the aforementioned aspects in adequate details and decided to seek preferences from all such candidates who are figuring in consideration zone of more than one post(s), for filling up of all the requisitioned/ advertised vacancies given that this approach won’t cause prejudice to any of the candidates and also does not militate against the principles of uniformity, equity & fairness.

“Now, therefore, in view of the above, all such candidates in Annexure “A to G” to this notification whose name(s) are figuring in more than one of the following posts are hereby called upon to indicate their order of preference for allotment against aforesaid posts for filing up of all vacancies / posts. The order of preference for allotment against the posts can be filled” read the notification.
