Only two persons from outside Jammu & Kashmir have bought properties in the Union Territory since the abrogation of Article 370 in August 2019. This was informed to the Lok Sabha by Union Minister of State for Home Affairs Nityanand Rai.
After the abrogation of article 370, the former state’s special status was removed which made a way for people from other states to buy land.
But as per the reports only two people from outside J&K have purchased two properties since August 2019.
The minister was asked whether the government or people from other states faced any hardship while buying properties in J&K. It was informed that no such instance has been reported to the government.
It is pertinent to mention that on August 5, 2019, central government scrapped special status to J&K. So when Article 370 was in effect, only the residents of the state were permitted to buy land and immovable assets in J&K. In October last year, the Centre made way for people from outside J&K to buy land in the UT.
After the abrogation of special status, administration framed a new definition of domicile for J&K that a person residing there for at least 15 years will be eligible to be a permanent resident of the UT. The government notification also extended domicile rights to central government employees who have served in the state for 10 years and also to their children.
