While there is a time frame of transfers and postings in every government departments in all states and Union territories, Jammu and Kashmir seems to be a special case.
Certain employees in the Skill Development Department have been staying at selective places whereas others are suffering in peripheries in spite of several years of stay. Vocational Instructors posted in various ITI colleges who come under Skill Development Department residing in peripheral areas of the Jammu province have completed more than three years of stay in these colleges.
despite this they have not been shifted to other areas according to the transfer policy of UT administration.
On the other hand there are other vocational instructors who are blue eyed boys of top officials and enjoy their stay in the ITI colleges located in the capital cities or the colleges near their residential areas.
As per reports, in ITI transfers could only be done in the beginning of the academic session while transfers in mid-term have been restricted by the administration. But the Department of Skill Development transferred very few vocational trainers during the beginning of academic sessions across the Union Territory that means that those holding posts in city areas are not willing to get transferred to hilly and far off areas and by using their influence to retain their posts in cities.
Sajjad Hussain Ganai, director of Skill Development said that session was going to close in a few months after that transfers will take place of those whose stay has been matured or who have been staying at one place for a long time.
