<p>In a landmark initiative to preserve Ladakh’s ancient heritage, the Lieutenant Governor of the Union Territory of Ladakh, Vinai Kumar Saxena, today laid the foundation stone for India’s first Petroglyph Conservation Park, on the banks of the Indus River in Leh, on World Heritage Day.</p>



<p>The Petroglyph Park aims to serve as a dedicated conservation space for centuries-old rock carvings (petroglyphs) that are increasingly under threat due to unregulated tourism, rapid infrastructure development, and a lack of awareness. The park will house petroglyphs collected from vulnerable and isolated locations across Ladakh, ensuring their preservation for future generations while also making them accessible to visitors in a curated and educational setting. Notably, Petroglyphs are&nbsp;prehistoric images, symbols, or carvings etched, pecked, or engraved directly onto rock surfaces.</p>



<p>On this occasion, a Memorandum of Understanding (MoU) was signed between the Department of Archives, Archaeology and Museums and the Archaeological Survey of India (ASI) for the preservation of heritage for future generations through joint intervention.</p>



<p>Officials informed that nearly 400 sites across Ladakh contain petroglyphs, found either in clusters or in isolation. While cluster sites are relatively easier to conserve, isolated petroglyphs — especially those along the banks of the Indus River and Zanskar River — face significant risk of damage due to construction activities and lack of awareness among people. These endangered artefacts will be carefully relocated to the Petroglyph Conservation Park for protection and display. Officials said some of the oldest petroglyphs have inscriptions in Chinese, Arabic, Sanskrit and other ancient languages.</p>



<p>The Lieutenant Governor emphasised that the Petroglyph Conservation Park would serve as a vital step towards preserving the region’s ancient art and history for generations to come. He termed Ladakh as a “repository of ancient heritage” and said the region hosts one of the most extensive collections of prehistoric rock art in South and Central Asia.</p>



<p>“Beyond natural weathering and climate stress, human activities, such as road construction, blasting of rocks, and unregulated tourism, pose serious risks to these petroglyphs. Conservation of these heritage sites must be treated as an ethical responsibility and integrated into development planning,” Saxena said, while addressing a workshop on the occasion of World Heritage Day, themed “Ancient Art, Modern Challenges: Safeguarding Petroglyphs and Shaping Tourism Circuits in Ladakh.”</p>



<p>He noted that these rock carvings depicted early human life, including hunting scenes, animals like ibex and snow leopards, and later, symbols of Buddhist faith such as stupas and inscriptions. This, he said, showcased the cultural transition over the centuries.</p>



<p>The Lieutenant Governor also emphasised the creation of curated heritage circuits, including petroglyph and Buddhist circuits, to manage tourist flow responsibly while promoting lesser-known sites.</p>



<p>He described the petroglyphs as “open-air museums” and “civilisations carved on stone,” representing a continuous record of human history from the Palaeolithic Age to later historic periods. Found in regions such as Domkhar, Dah Hanu, Alchi, Chilling, and Tangtse, these carvings depict ancient trade routes, migration patterns, belief systems, and ecological histories.</p>



<p>Calling for community participation, the Lieutenant Governor urged local residents, monks, youth, and stakeholders to act as custodians of Ladakh’s heritage. He reiterated that sustainable preservation requires collective effort, awareness, and respect for cultural and ecological sensitivities.</p>

<p>Just three weeks after his visit to Stok village on March 26, during which he had instructed the renovation of the reservoir at Phikar, Stok, the Lieutenant Governor of the UT Ladakh, Vinai Kumar Saxena, today inaugurated the first water body under Project Him Sarovar. He also operationalised the water body by releasing glacial melt into it. The operationalisation of the first water body comes just a week after the launch of Project Him Sarovar, which envisages the creation of small water bodies across Ladakh to conserve snowmelt and ensure long-term water security in Ladakh. Project Him Sarovar was launched on April 10.</p>



<p>During his visit to Stok, the Lieutenant Governor also announced adopting the village to develop it as a model village that is self-reliant, culturally vibrant, and sustainable. He further informed that Stok, along with Likir, is being envisioned as a model for holistic, sustainable rural development in Ladakh.</p>



<p>The water body has been created by restoring a heavily silted depression in the village. During his first visit to the site on March 26, the Lieutenant Governor had directed to clean, dredge and de-silt the depression. The depression was also stone-pitched by the administration with the active support of the locals to prevent the seepage of water. Spread over 1,824 sq mtr, the water body will hold nearly 35 lakh litres of water, benefiting approximately 150 hectares of land within its command area.</p>



<p>Addressing the gathering, the Lieutenant Governor expressed satisfaction at witnessing the realisation of his vision, within a short span of three weeks, with the successful remodelling and operationalisation of the reservoir at Phikar, Stok. He stated that Stok village is leading the implementation of Project Him Sarovar, which will play a crucial role in ensuring water security and addressing water scarcity challenges in Ladakh. Describing it as a critical initiative, he called for active public participation to ensure its success.</p>



<p>Saxena informed that under Phase I of the project, 50 water bodies—30 in Leh and 20 in Kargil—are proposed to be developed, covering nearly 25 percent of villages in Ladakh. He further expressed optimism that nearly 50 percent of villages would be covered under Project Him Sarovar within a year. Emphasising the importance of scientific water management, he highlighted the need for innovative and sustainable solutions to address the growing challenges of climate change and water scarcity in the region. He stated that the project will serve as a shield against climate change while ensuring water security, and will stand as a model of convergence involving government departments, armed forces, and local communities.</p>



<p>Announcing the adoption of Stok village, the Lieutenant Governor remarked that he now considered himself a member of the village and assured full support for its sustainable and inclusive development. He emphasised that with active community participation, Stok can be developed into a premier tourist destination. Shri Saxena also launched work on block-paving the roads in Stok and noted that the proposed infrastructure improvements, including paving roads with blocks on both sides, would enhance the village&#8217;s aesthetic appeal and provide a clean, dust-free environment for visitors.</p>



<p>He further stated that tourists visiting Stok should return with a memorable and enriching experience of Ladakhi hospitality, emphasising the importance of treating visitors as part of the community. He outlined key focus areas for developing Stok as a model village, including promoting organic farming, harnessing solar energy, and strengthening tourism infrastructure.</p>

<p>The unique Ladakhi Apricots, famous for their exceptionally rich sweetness and flavour, are all set to make a grand foray in the global markets this season. Consequent to a major push by Lieutenant Governor, Vinai Kumar Saxena, for promoting the branding and export of Ladakh’s GI-tagged “Raktsey Karpo” apricot variety, as well as the region-specific “Halman variety”, the UT Administration today signed a Memorandum of Understanding (MoU) with global conglomerate, UAE-based Lulu Retail, for export of 1000 MT of apricots this season, which is a historic first for Ladakh. This export volume is a quantum jump from just 1500 kg of apricots that were exported during the last two years.</p>



<p>Saxena held a meeting with representatives of the Lulu Retail and APEDA to finalise the export potential. The MoU has been signed with Lulu Retail through the Agricultural and Processed Food Products Export Development Authority (APEDA) and the Ministry of Food Processing Industry (MOFPI), Government of India.</p>



<p>The MoU was signed by Bhupesh Chaudhary, Secretary, Horticulture, UT Administration and Salim MA, Group Director- Global Operations, Lulu Retail, in the presence of Lieutenant Governor Saxena.</p>



<p>It was agreed upon in the meeting with the Lieutenant Governor that Lulu Retail will procure at least 1000 MT of apricots from the farmers in Ladakh this season and process, package and market the product in international markets, while upholding the identity of Ladakh.</p>



<p>As of now, the farmers face a tough time sorting, cleaning, packaging and marketing apricots using traditional methods that often lead to heavy losses during processing and packaging. However, with the MoU in place, the farmers, at the time of harvest, will hand over their apricot fields to the exporter that will be responsible for plucking, sorting, processing, packaging, transporting and marketing of the product in the international markets.</p>



<p>This, the Lieutenant Governor said, would ensure minimal loss of the produce and would also earn fair pricing for the farmers. “The unique apricots of Ladakh are an agricultural heritage of this region. The MoU aims at tapping the immense yet under-utilised potential of apricot cultivation in Ladakh, which is known for producing the finest apricot varieties in the world. This will eliminate the processing and marketing struggles of the farmers and will ensure enhanced pricing for the farmers. At the same time, this initiative will strengthen Ladakh’s recognition at the national and international levels,” Shri Saxena said, while addressing a two-day national workshop on “Enhancing Apricot Cultivation and Value Chain in Ladakh” organised by the UT Administration.</p>



<p>Terming the MoU as “historic,” the Lieutenant Governor described it as a major achievement for Ladakh’s horticulture sector and said that the MoU will ensure direct economic benefits to farmers by opening international export channels. He added that talks are also going on to market Ladakhi apples abroad.</p>



<p>Saxena also underscored the need to establish processing units in Ladakh to minimise wastage and enhance value addition. He assured that the Administration would take all necessary steps to support infrastructure development and promote Ladakhi products in international markets. He further announced plans to launch Ladakh’s own e-commerce portal, on the lines of major platforms like Amazon and Flipkart, to provide farmers with direct market access.</p>



<p>The Lieutenant Governor also inspected the stalls showcasing horticulture and handloom/handicrafts products by self-help groups (SHGs) and entrepreneurs.</p>

<p>During the discussion, Shashi Ranjan Kumar emphasised the importance of well-defined Recruitment Rules and transparent promotion mechanisms to strengthen governance and institutional effectiveness.</p>



<p>The meeting was attended by P.T. <p>In a landmark development, the Lieutenant Governor of the Union Territory of Ladakh, Vinai Kumar Saxena, today handed over renewed lease deeds to 79 residents of Housing Colony at a function held at the District Panchayat Resource Centre, Agling.</p>



<p>The renewal of lease deeds, which was pending for several years, will bring significant benefits to residents by ensuring legal ownership and security of tenure, enabling access to banking services such as loans, facilitating smooth property transactions, and allowing land to be sold at fair market value. In the first phase, 79 lease deeds have been renewed, benefiting numerous families.</p>



<p>Addressing the beneficiaries, the Lieutenant Governor termed the occasion historic, stating that the renewed lease deeds would ensure legal security, peace of mind, and financial empowerment. He emphasised that homes represent the aspirations and hard work of families, and that providing legally valid documents is essential for their stability and future.</p>



<p>Highlighting that the initiative aligns with the vision of Prime Minister Narendra Modi for “Housing for All” and improved ease of living, he stated that the renewal of lease deeds is a significant step towards realising this vision, particularly in a geographically challenging region like Ladakh, by ensuring that citizens have secure housing rights and access to essential services.</p>



<p>He informed that special camps were organised under his direction to expedite the resolution of pending cases. The process has been carried out under the provisions of the Jammu and Kashmir Land Grants Act, 1960, ensuring full legal validity and enabling beneficiaries to access banking services and undertake property transactions.</p>



<p>Reiterating the Administration’s commitment to transparent and people-centric governance, he assured that similar camps would be organised to clear all pending cases of expired lease deeds, reduce the government backlog, and bring relief to the people, ensuring that no genuine beneficiary is left behind.</p>



<p>On behalf of the residents, Nambardar, Housing Colony, Stazin Otsal expressed gratitude to the Lieutenant Governor and the UT Administration for resolving the long-standing issue and benefiting hundreds of families. He informed that some residents, who have been residing in Housing Colony since 1975, had expired lease deeds, due to which they were unable to avail banking loan facilities or sell their land.</p>



<p>Nambardar Ibex Colony, Sonam Rigzin, also informed that around 1,000 households reside in Ibex Colony, many of whom had served in the Indian Army in different wars. He requested the Lieutenant Governor to also look into their land-related issues, which will bring much-needed relief to the residents of Ibex Colony.</p>

<p>The Lieutenant Governor of Ladakh, Vinai Kumar Saxena, today launched the “Ladakh Trans-Himalayan Cold Desert Urban Forestry and Food Forest Initiative” at Khandiyal in Drass, marking a significant step towards enhancing green cover, environmental sustainability, and food security in the region.</p>



<p>Addressing a gathering of public representatives, officials, and local residents, the Lieutenant Governor highlighted the unique ecological challenges of Ladakh as a cold desert with less than one per cent green cover. He emphasised the need for collective efforts to increase greenery and urged citizens to treat tree plantation as a shared responsibility, stating that nurturing a tree should be akin to raising a child.</p>



<p>The plantation site, spread over approximately one hectare, includes species such as willow, apricot, poplar, and robinia. The Lieutenant Governor described the initiative as a forward-looking approach to sustainable development, integrating ecological balance, community participation, and climate resilience.</p>



<p>He noted that the initiative would act as a “green lung” for the region by promoting carbon neutrality, improving soil health, conserving water, and strengthening local food security. He also termed the Khandiyal project a pilot model that can be replicated across Ladakh.</p>



<p>Appreciating the collaborative efforts of the Forest Department, district administration, LAHDC Kargil, and local communities, the Lieutenant Governor reiterated the Administration’s commitment to addressing environmental and developmental challenges, including water scarcity, through sustainable and innovative solutions.</p>



<p>He called upon all stakeholders, especially the youth, to actively participate in such initiatives to transform Ladakh into a greener and more sustainable region.</p>

<p>The Lieutenant Governor of the Union Territory of Ladakh, Vinai Kumar Saxena, today visited the Eastern Portal of Zoji-La Tunnel to inspect the ongoing construction work during his visit to Drass, reviewing progress on one of the most significant infrastructure projects aimed at ensuring all-weather connectivity to Ladakh.</p>



<p>During the inspection, the Lieutenant Governor was given a detailed presentation on the project. He was informed that the tunnel, being executed by Megha Engineering &amp; Infrastructure Ltd at a sanctioned cost of Rs 6,808.69 crore, is expected to be completed by February 2028. It was further apprised that the breakthrough of the tunnel is anticipated by mid-2026.</p>



<p>The project incorporates modern engineering features, including lay-bys at intervals of every 750 metres and three ventilation shafts to ensure operational efficiency and safety. The Lieutenant Governor was also briefed on the use of the New Austrian Tunnelling Method (NATM) from both the western and eastern portals for excavation. However, officials highlighted that poor rock quality in certain stretches has posed challenges, impacting the pace of progress.</p>



<p>Expressing satisfaction over the progress achieved so far, the Lieutenant Governor directed the concerned officials to further expedite the work to ensure timely completion and early operationalisation of the tunnel, which will be crucial for ensuring year-round connectivity to Ladakh. He also emphasised the importance of maintaining the highest safety standards during construction and in the final structure, keeping in view the safety and security of commuters.</p>



<p>Describing the Zoji-La Tunnel as one of the dream projects of Prime Minister Narendra Modi, Saxena commended the dedication and resilience of the workforce engaged in the project, acknowledging their efforts in challenging terrain and harsh weather conditions.</p>



<p>He observed that upon completion, the tunnel will not only ensure seamless connectivity between Ladakh and the rest of the country but will also significantly boost tourism in the region. Highlighting its strategic importance, he noted that the project would contribute to enhanced economic growth and socio-cultural integration between the Union Territories of Jammu &amp; Kashmir and Ladakh.</p>



<p>The Lieutenant Governor further stated that the completion of the Zoji-La Tunnel would mark a transformative milestone for the region, opening new avenues for development and positioning Ladakh as a major destination for tourism.</p>

<p>In a significant development addressing the long-pending public demand, residents of Ladakh can now see their identity reflected in Aadhaar records, with “Ladakh” replacing “Jammu &amp; Kashmir” in the State field, following the intervention of the Lieutenant Governor of UT Ladakh, Vinai Kumar Saxena. </p>



<p>Despite the formation of the Union Territory of Ladakh in 2019, after being carved out of Jammu &amp; Kashmir, the Aadhar records of the people of Ladakh continued to reflect the erstwhile State name – J&amp;K, instead of Ladakh &#8211; causing widespread concerns and hassles. The Lieutenant Governor, taking a serious note of prolonged pendency in this important matter, directed the UT Administration to resolve the issue at the earliest.</p>



<p>Subsequently, the Administration took up the matter with the Unique Identification Authority of India (UIDAI), at higher levels. This long-awaited correction has now been successfully implemented, ensuring that Ladakh’s distinct regional identity is accurately represented in Aadhar.</p>



<p>The continued reflection of “Jammu &amp; Kashmir” in Aadhaar records of Ladakh residents had been causing considerable inconvenience to the people. Residents were facing difficulty in using Aadhar as a valid document for identity and address, while availing various services, as the “State” field in Aadhar, did not correspond to the post-reorganisation status of Ladakh. The issue not only created hardship for citizens but also affected the proper representation of the Union Territory in Aadhar-linked records and progress reports.</p>



<p>The Lieutenant Governor said that the development would greatly benefit the residents of Ladakh by removing procedural hurdles and enabling seamless access to services. “Ensuring that the identity of Ladakh is accurately reflected in official records, is not only an administrative necessity, but also a matter of the identity and convenience for our people. The successful resolution of this long-pending issue, reflects the UT Administration’s commitment to responsive governance, ease of living, and ensuring that the unique identity of Ladakh is properly represented across all official platforms,” Shri Saxena said.&nbsp;</p>



<p>To resolve the issue, the UT Administration, in coordination with UIDAI, devised an innovative mechanism to update the State field centrally. Instead of requiring each resident to individually visit Aadhar centres for correction, the updation of records was carried out on the basis of PIN codes specific to Ladakh. These PIN codes were verified in coordination with the Department of Posts and shared with UIDAI.</p>



<p>This development has brought significant relief to the people of Ladakh, as they no longer need to visit Aadhar centres individually for updating their records. Residents can now easily download their updated e-Aadhaar from the official UIDAI portal, and those wishing to obtain a PVC Aadhaar card may order it online by paying a nominal fee.</p>

<p>In a proactive step towards ensuring long-term water security in the cold desert region, the Lieutenant Governor of the Union Territory of Ladakh, Vinai Kumar Saxena, today launched Project Him Sarovar. The project aims at scientific snow harvesting and the creation of water bodies to address the pressing challenge of water scarcity in Ladakh.</p>



<p>The initiative focuses on harvesting snow and conserving snowmelt to strengthen water security across Ladakh, where water availability remains a critical concern due to unique climatic and geographical conditions.</p>



<p>Saxena launched the project with the beginning of excavation works for the creation of 50 water bodies, simultaneously in Leh and Kargil. These water bodies, measuring 40&#215;30 meters and 2 meters deep, are designed to store the snowmelt / glacial-melt that otherwise goes to waste every year. This will provide the people of Ladakh a reliable source of water for irrigation.</p>



<p>Describing the initiative as historic, the Lieutenant Governor stated that Project Him Sarovar marks a decisive and scientific intervention to tackle the growing issue of water availability in Ladakh, where water is not merely a resource but a lifeline for the people.</p>



<p>Notably, soon after assuming office as Lieutenant Governor of Ladakh on March 13, Shri Saxena had directed the Chief Secretary to identify locations and prepare an action plan for the construction of 50 small water bodies across the Union Territory.</p>



<p>Highlighting the importance of the project, the Lieutenant Governor said that it is directly linked to Ladakh’s water security and will play a crucial role in addressing irrigation challenges faced by farmers who depend on limited water sources. He emphasised that these water bodies will help conserve both rainwater and the annual snowmelt, which otherwise goes to waste, thereby creating a reliable source of water for agricultural purposes.</p>



<p>He stated that Project Him Sarovar will not only fulfil irrigation needs but also generate sustainable livelihood opportunities for local communities. The project is being designed using scientific methods, taking into account Ladakh’s fragile ecosystem and climatic conditions.</p>



<p>The Lieutenant Governor said Project Him Sarovar would serve a larger goal of reversing the degradation of land, which is aligned with Hon’ble Prime Minister Shri Narendra Modi’s vision of restoring 2.6 crore hectares of degraded land by 2030.</p>



<p>The Lieutenant Governor further stated that the initiative has received strong support from various stakeholders, including the Indian Army, Indo-Tibetan Border Police (ITBP), Border Roads Organisation (BRO), and the local population. He also lauded the people of Ladakh for their encouraging support of Project Him Sarovar.</p>



<p>Saxena informed that Project Him Sarovar has been conceptualised keeping in mind Ladakh’s unique geographical and climatic conditions. He also highlighted that these water bodies will be developed in consultation with local communities to ensure that they meet specific regional requirements. In addition to water conservation, the project will also support plantation efforts along roadsides and enhance green cover.</p>



<p>Addressing the broader environmental context, the Lieutenant Governor pointed out the visible impacts of climate change in Ladakh, including declining snowfall, melting glaciers, rising temperatures, and falling water tables. He stressed the urgent need for sustainable water management practices to mitigate these challenges.</p>



<p>The Lieutenant Governor also underscored the importance of preserving traditional irrigation systems while simultaneously developing modern water-harvesting and conservation mechanisms. He called for collective efforts to enhance Ladakh’s natural landscape by creating new “green and blue assets” that will contribute to long-term ecological balance.</p>

<p>Lieutenant Governor of the Union Territory of Ladakh, Vinai Kumar Saxena on Thursday visited the Kushok Bakula Rimpochee Airport to review the progress of the upcoming New Terminal Building being constructed at an estimated cost of Rs 640 crore.</p>



<p>The Lieutenant Governor reviewed the facilities at the New Terminal Building, including baggage carousels, waiting lounge, public amenities and the parking space.</p>



<p>The Lieutenant Governor was informed that the state-of-the-art terminal, spread over approximately 19,000 square metres, is being developed as a three-level structure and will be completed in two phases. Phase I includes the construction of 20 check-in counters, an inline baggage handling system (BHS), provision for a 700 kWp rooftop solar power system, two arrival carousels, 15 lifts and 12 escalators. In Phase II, the existing old terminal building will be demolished to facilitate the construction of an apron along with four additional aircraft bays and three aerobridges.</p>



<p>It was further informed that the addition of four new bays will significantly enhance operational capacity, enabling the airport to handle up to 54 flights per day, as against the current 18 flights. The New Terminal Building is designed to cater to 3.5 million passengers annually, with a peak-hour capacity of handling 2,000 passengers per hour (1,000 arrivals and 1,000 departures).</p>



<p>Highlighting the project’s innovative features, officials stated that gradient floor heating using geothermal technology will be implemented on a large scale for the first time in the country. The project also integrates sustainable elements such as solar rooftop systems to reduce carbon emissions.</p>



<p>It was informed that the completion timeline for the New Terminal Building has been revised, with the project now expected to be completed by August 2026.</p>



<p>During the inspection, the Lieutenant Governor emphasised that the New Terminal Building would be a major catalyst in boosting tourist footfall in Ladakh, especially with the anticipated increase in flight operations. He described the project as a dream initiative of the Hon’ble Prime Minister Narendra Modi and directed officials to expedite the pace of work by deploying additional manpower and ensuring round-the-clock execution, with a target to complete the project by July 2026.</p>



<p>Shri Saxena lauded the adoption of cutting-edge and eco-friendly technologies, particularly the use of geothermal energy for heating and cooling, as well as solar power systems. He also appreciated the incorporation of locally inspired architectural elements, including prayer wheels, stupas and culturally themed departure and arrival gates, which would offer visitors an authentic glimpse of Ladakh’s rich heritage upon arrival.</p>



<p>The Lieutenant Governor assured full support from the UT Administration for the early operationalisation of the New Terminal Building and the expansion of flight operations. He noted that the enhanced infrastructure would play a pivotal role in positioning Ladakh as a leading tourist destination in the country, while also generating significant economic opportunities for local communities associated with the tourism sector.&nbsp;</p>

<p>Lieutenant Governor of the Union Territory of Ladakh, Vinai Kumar Saxena, chaired a high-level meeting with venerable Rinpoches, monks from various monasteries, government officials and concerned stakeholders, to review the arrangements for the upcoming Sacred Exposition of the Holy Relics of Lord Buddha in Leh and Zanskar.</p>



<p>His Eminence Drukpa Thuksey Rinpoche, His Eminence Palga Rinpoche, His Eminence Stakna Rinpoche, Ven Sanghasena from Mahabodhi International Meditation Centre (MIMC) and monks and representatives from various monasteries were present in the meeting with the Lieutenant Governor. The meeting also deliberated on preparatory rituals and ceremonial aspects. It was informed that the All Ladakh Gonpa Association will oversee the conduct of chanting recitals by monks from 16 monasteries.</p>



<p>During the meeting, venerable Rinpoches shared valuable suggestions to make the event more inclusive and spiritually enriching. The suggestions included organising a combined chanting of mantras by all 16 monasteries. It was proposed to showcase the life events of Lord Buddha — from birth to enlightenment — through drone-based visual presentations, and create awareness through distribution of pamphlets and QR-code-enabled information at the Tourist Facilitation Desk at Kushok Bakula Rinpoche Airport and other prominent tourist places.</p>



<p>Suggestions were also made to install informational standees at hotels and guest houses and to organise a special prayer offering at Khardung La. Additionally, it was recommended that the official Tathagata website should include information in Hindi as well, to ensure wider accessibility.</p>



<p>Agreeing with the suggestions of the Rinpoches, the Lieutenant Governor stressed the need for coordinated efforts to ensure a world-class experience for devotees and visitors. Describing the exposition as a historic occasion for Ladakh, Shri Saxena directed that all arrangements be carried out in a seamless and coordinated manner and sought the active cooperation of the venerable Rinpoches and monastic institutions for the success of the event.</p>



<p>Saxena further directed that prominent landmarks such as Leh Palace, Namgyal Tsemo, forts and the Leh Main Market be illuminated with decorative lighting to create a festive ambience. He also stressed the need to leverage social media platforms to reach a wider audience with information about the event.</p>



<p>Highlighting his vision, the Lieutenant Governor stated that the event presents a unique opportunity to position Ladakh on the global map as a leading spiritual and wellness destination. He also emphasised the need for robust security arrangements, adequate drinking water and public convenience facilities, and installation of CCTV cameras along key routes to ensure the safety and comfort of devotees and delegates.</p>



<p>Notably, the Sacred Relics are expected to arrive in Leh on April 29, where they will be accorded a grand ceremonial reception. The 2569<sup>th</sup>&nbsp;Buddha Purnima will be celebrated with full religious fervour on May 1, at Jivetsal, followed by the public exposition of the holy relics from May 2 to May 9 for veneration at the same venue.</p>



<p>Thereafter, the relics will be taken to Zanskar for public veneration on May 11 and 12. Subsequently, the relics will be displayed at the Dharma Centre in Choglamsar on May 13 and 14, before being flown back to Delhi on May 15. It was also informed that simultaneous exhibitions showcasing Buddhist artefacts/scriptures will be organised at the Central Institute of Buddhist Studies and Leh Palace.</p>



<p>A series of parallel events will also be&nbsp;held&nbsp;at the Mahabodhi International Meditation Centre, including meditation and yoga sessions, as well as medical health camps. In addition, interfaith dialogues and seminars on themes such as “International Conference on Himalayan Buddhism,” “Peace in Times of Conflict,” and “Past, Present and Future of Buddhism in Ladakh” will be held. Film screenings on the life of Kushok Bakula Rinpoche, a Kushok Bakula Rinpoche Memorial lecturer series, and a talk on “Modern Science and Buddhism” by Geshe Namdak are also part of the programme.</p>

<p>On the occasion, the Lieutenant Governor also launched the official portal for the Sacred Exposition of the Holy Relics of Lord Buddha (<a href="https://tathagata.co.in/" rel="noreferrer noopener" target="_blank">https://tathagata.co.in/</a>), marking a significant step towards enhancing Ladakh’s global spiritual and cultural outreach.</p>



<p>The tourism website has been conceptualised on the directions of the Lieutenant Governor as a comprehensive digital platform to serve as a central hub for promoting Ladakh as a premier travel destination. The platform will provide authentic, reliable and updated information to tourists while facilitating the growth of the tourism sector.</p>



<p>The website has been designed to be dynamic and user-friendly, featuring a tourism calendar to enable visitors to plan their travel around key festivals and events. It showcases Ladakh’s diverse offerings, including its spiritual and cultural heritage, tribal traditions, petroglyphs and rock art, adventure tourism, wildlife, astro-tourism, eco-tourism, wellness tourism, cuisine, sports, as well as its potential as a film destination and winter tourism hub. It will also provide tourists with real-time advisory on health, travel and weather conditions.&nbsp;&nbsp;</p>



<p>The portal will also enable online registration of hotels, guest houses and homestays. In a major ease-of-doing-business reform, inspired by Hon’ble Prime Minister’s vision of “Minimum Government, Maximum Governance”, the number of documents required for registration has been reduced from 18 to just 2, while the validity period has been extended from one year to five years, thereby eliminating the need for annual renewals and reducing procedural burdens for the hotels/homestays/guest houses.</p>



<p>“These initiatives mark a significant step towards leveraging digital technology for tourism promotion, improving service delivery and preserving Ladakh’s cultural legacy, thereby reinforcing the UT Administration’s commitment to sustainable and inclusive development,” the Lieutenant Governor said.</p>



<p>The Ladakh Tourism portal, that has been launched for the first time since the inception of Ladakh as a Union territory, would enable AI-curated travel planning, allowing tourists to customise their itineraries based on their personal interests and budget. The primary objective is to promote tourism in Ladakh in a manner that benefits local communities while positioning Ladakh as a leading destination for adventure, spiritual and wellness tourism. Also, the digital platform would help showcase the region’s offerings globally, reaching audiences across the world.</p>



<p>The Lieutanant Governor also launched the website for the Sacred Exposition of the Holy Relics of Lord Buddha. This assumes significance in view of the upcoming historic event, which will commence on May 1 on the occasion of Buddha Purnima. The platform will provide detailed information about the exposition and associated programmes such as interfaith dialogues and seminars. It will also enable devotees to book online slots and obtain priority passes for the veneration of the sacred relics.</p>

<p>In a significant move aimed at benefitting aspiring youth, particularly those residing in border areas of Ladakh, Lieutenant Governor of the Union Territory of Ladakh, Vinai Kumar Saxena, has directed age relaxation to candidates for the upcoming recruitment of 34 posts of Sub-Inspectors in Ladakh Police.</p>



<p>With this decision, the aspiring candidates belonging to areas adjoining the Actual Line of Control (ALC) will get the age relaxation of 5+2 years. As per the Ladakh Police (Subordinate) Service Recruitment Rules, the prescribed age limit for direct recruitment to the posts of Sub-Inspector is 18–28 years. Following this move, candidates up to the age of 35 years will be able to apply for the posts of Sub-Inspectors. A fresh recruitment notice will be advertised to this effect.</p>



<p>The decision comes in wake of multiple representations received from aspirants and social and political groups seeking age-relaxation, citing limited recruitment opportunities and challenges specific to the region. Taking cognisance of the issue, the Lieutenant Governor directed the Chief Secretary, who also serves as Administrative Secretary of the Home Department, to examine the matter, initiate appropriate action and provide relief to the deserving candidates.</p>



<p>The decision is expected to provide significant relief to aspirants from ALC areas, enhance their participation in the recruitment process, and promote inclusivity and fair representation in the Ladakh Police.</p>



<p>“Candidates from border areas face unique challenges, including difficult terrain, limited infrastructure and restricted access to educational and preparatory resources. It is the responsibility of the Administration to ensure equal opportunities for all sections of society, particularly those residing in remote and strategically important regions. UT Administration is committed to responsive and inclusive governance, and proactive steps will be taken to address genuine public concerns and ensure that no eligible candidate is left behind due to circumstances beyond their control,” emphasised the Lieutenant Governor. &nbsp;</p>



<p>In line with the Lieutenant Governor’s directions, the Police Headquarters has been instructed to finalise and notify the Standing Order under Rule 6(3) of the Ladakh Police (Subordinate) Service Recruitment Rules and to issue the revised recruitment advertisement accordingly.</p>

<p>In a major relief to the large population facing uncertainty and hardships due to the non-renewal of expired lease deeds, Lieutenant Governor Vinai Kumar Saxena has cleared the deck for the renewal of the expired lease deeds, fulfilling the long-pending demand of the people of Ladakh.</p>



<p>Saxena has directed the Chief Secretary to organise special camps to settle the pending cases and hand over the renewed lease deeds to the eligible applicants. The Lieutenant Governor has directed to prioritise the matter and provide relief to the aggrieved families by resolving all pending cases at the earliest. Notably, these lease deeds were executed decades ago when Ladakh was a part of Jammu and Kashmir.</p>



<p>The first such camp will be organised on April 15, where, after verification of documents and processing of the licence fee, fresh lease deeds will be executed on the spot and handed over to the eligible applicants.</p>



<p>The Lieutenant Governor has also directed to renew the lease deeds where ground rent was unpaid, subject to their depositing double the applicable ground rent, as a one-time settlement. This will further bring greater relief and clarity on land title in these cases.</p>



<p>For several years, the non-renewal of lease deeds has caused considerable hardship to residents of Housing Colonies. The absence of valid lease documents created legal uncertainty and construction hassle, along with difficulty in securing bank loans. This prolonged pendency had led to anxiety among families and hindered planned development in these areas.</p>



<p>The Lieutenant Governor reiterated that resolving long-pending public grievances remains a top priority of the Administration. “Such initiatives are essential to build public trust, strengthen governance mechanisms, and ensure that citizens are not inconvenienced due to procedural delays. The handing over of renewed lease deeds is expected to bring much-needed relief and stability to the affected families and stands as a testament to the Administration’s commitment to responsive, transparent and people-friendly governance,” stated the Lt Governor.</p>



<p>Immediately after assuming the charge of the Lieutenant Governor of Ladakh, Saxena held a meeting with concerned officials to discuss land-related issues in Ladakh, including pending lease deed cases. He had also received representations from the affected people as well as several social and political groups, seeking his intervention in resolving the issues. Acting on the requests, the Lieutenant Governor directed the renewal of the expired lease deeds on an urgent basis.</p>



<p>The initiative marks a major administrative milestone in clearing the backlog of cases and streamlining land-related processes. It also aims at providing legal certainty and security of tenure to residents, while also enhancing efficiency in public service delivery.</p>

<p>Lieutenant Governor of UT Ladakh, Vinai Kumar Saxena, on Monday visited the Ladakh University campus at Taru, where he reviewed academic, research and infrastructure facilities and interacted with faculty and students.</p>



<p>The Lieutenant Governor was accorded a warm welcome by Vice-Chancellor Prof Saket Kushwaha, Administrative Secretary Higher Education Smt Bhanu Prabha, and faculty members.</p>



<p>During his visit, Saxena planted a sapling under the “Ek Ped Maa Ke Naam” initiative, reiterating his commitment to environmental conservation. He visited the Central Library and the Artificial Intelligence Data Centre, and also inspected exhibition stalls showcasing locally developed agricultural and technological products, including medicinal plants and millet-based items.</p>



<p>At the AWaDH Centre, the Lieutenant Governor witnessed a demonstration of Ladakh-specific Modelling and Space Applications (LAMA), along with a presentation by students of the Forensic Science Laboratory, who demonstrated sample collection, mapping, and on-the-spot testing techniques. He commended the professionalism and technical competence displayed by the students.</p>



<p>The Lieutenant Governor also visited the Science Block and interacted with students, assuring them that the UT Administration would take necessary steps for their welfare, including facilitating exposure visits to reputed institutions across the country.</p>



<p>Addressing the faculty and staff, Saxena expressed satisfaction over the infrastructure and academic environment at the University, describing the laboratories and facilities as exemplary. He noted that the University holds immense potential for growth and encouraged further strengthening of specialised areas such as forensic sciences.</p>



<p>Highlighting recent reforms in the criminal justice system through the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA), he emphasised the increasing importance of scientific evidence in investigations and the need to augment capacity in forensic science laboratories.</p>



<p>Praising the LAMA initiative, the Lieutenant Governor observed that such data-driven modelling systems would greatly assist the UT Administration in evidence-based planning and decision-making for future projects. He also highlighted the advanced laboratory facilities available at the University, noting their potential in identifying mineral resources in Ladakh, which he described as a mineral-rich region with vast untapped potential.</p>



<p>Saxena emphasised Ladakh’s immense opportunities in sectors such as tourism, food industry, handicrafts, handloom and floriculture. He remarked that only a fraction of Ladakh’s tourism potential has been explored and called for concerted efforts to develop the region into a global tourism hub, with active support from the University of Ladakh.</p>



<p>The Lieutenant Governor underscored the need to curb the migration of students from Ladakh to other states for education by strengthening local institutions. He noted that studying outside the region often places financial strain on families and may expose students to adverse influences. He stressed the importance of enhancing the University’s academic standards and courses to attract both local and outstation students, thereby fostering a vibrant academic ecosystem.</p>



<p>He also stated that increased footfall of students from outside Ladakh would help dispel misconceptions about the region’s challenging climate and terrain, while simultaneously boosting tourism. With the onset of tourist season in Ladakh, he informed that the number of daily flights to Ladakh is being increased from eight to eighteen in April, with additional flights under consideration, to boost footfall of tourists in the region.&nbsp;</p>



<p>Outlining his vision, Saxena emphasised the development of the University of Ladakh as a “Green University.” He called for sustained plantation drives and sought the University’s active cooperation in achieving the target of increasing Ladakh’s green cover to five percent within the next two years.</p>



<p>The Lieutenant Governor concluded by assuring full support of the UT Administration in strengthening the University and transforming it into one of the premier institutions in the country, equipped with world-class infrastructure and modern teaching facilities.</p>

<p>Chief Secretary of the Union Territory of Ladakh, Ashish Kundra, chaired a meeting to review the implementation of the Ladakh Electric Vehicle and Allied Infrastructure Policy, 2022, with particular focus on the establishment of Electric Vehicle Public Charging Stations (EV-PCS) under the PM E-Drive initiative.</p>



<p>During the meeting, the concerned departments made a detailed presentation on various aspects of the EV policy, including its targets, key definitions, incentives, and exemptions from road taxes.</p>



<p>The discussion also covered the provision of end-user subsidies for electric vehicle buyers registered in the Union Territory, including private transport operators and individual purchasers, during the policy period.</p>



<p>Special emphasis was laid on the Early Bird Incentive (EBI) Programme, aimed at encouraging the early adoption of electric vehicles in Ladakh.</p>



<p>Reviewing the progress under the policy, the Chief Secretary examined the status of charging infrastructure and related facilities across the region. He directed the departments to assess the availability of EV charging stations, including the categorisation of electricity connections for chargers under domestic and commercial consumer IDs. He also reviewed the installation status of charging facilities at fuel stations and stressed the need to ensure compliance by oil marketing companies with the mandated provision of EV charging infrastructure.</p>



<p>Highlighting the strategic importance of electrifying public and commercial transport in Ladakh, the Chief Secretary stressed the need to focus on cars, cabs, and buses, and called for the study of successful charging models adopted in other states. He also directed the concerned departments to engage in dialogue with taxi unions to strengthen awareness and messaging around the EV policy and its long-term benefits.</p>



<p>During the discussion, the Chief Secretary observed that Ladakh could gradually move towards a system where registered taxis are increasingly encouraged to shift to electric vehicles, replacing conventional models such as the Innova with EV alternatives. He also underscored the importance of exploring solar-powered charging infrastructure, considering Ladakh’s unique climatic and geographical advantages.</p>



<p>The meeting further discussed the applicability of the EV policy to school buses and airport buses, along with the need to undertake proper assessment and planning for electric bus deployment under relevant schemes. The Chief Secretary called for a comprehensive and practical approach to implementation, keeping in view Ladakh’s terrain, climate, and transport requirements.</p>

<p>Chief Secretary of the UT-Ladakh, Ashish Kundra, chaired the 3rd Coordination Committee meeting for the forthcoming Holy Exposition of the sacred relics of Tathagata Buddha at the Dharma Centre, Choglamsar.</p>



<p>During the meeting, detailed deliberations were held on the timeline of the relics’ arrival, the main exposition event, the closing ceremony, and a series of proposed secondary and parallel events.&nbsp;</p>



<p>Discussions also focused on organising the grand exposition across designated venues, including cultural performances, exhibitions, stalls, and activities such as health camps, yoga sessions, and a peace march.</p>



<p>The Chief Secretary reviewed arrangements for receiving the Holy Relics in Leh and overseeing the ceremonial procession from Delhi. He emphasised coordination with heads of monastic sects, along with ensuring adequate logistical support, security arrangements, and deployment of volunteers at all venues.</p>



<p>Special attention was given to the grand procession upon the arrival of the relics, key logistical planning, and the implementation of a staggered veneration schedule to facilitate smooth public participation. The meeting also discussed invitations to prominent leaders from Buddhist communities and preparations for the expected arrival of national and international guests and delegations.</p>



<p>The Chief Secretary urged the Ladakh Gompa Association to actively coordinate religious ceremonies and prayers by the monastic community throughout the exposition.</p>



<p>In addition, discussions were held regarding the planned public veneration of the Holy Relics in Zanskar. The Chief Secretary directed concerned communities to ensure comprehensive logistical arrangements, security measures, and effective crowd management during both the departure from Leh and the veneration events in Zanskar.&nbsp;</p>



<p>The Ladakh Gompa Association proposed that the relics be kept at the Dharma Centre for two days, on April 13 and 14. The Chief Secretary assured that the matter would be taken up with the concerned authorities. Following the meeting, he also visited the Dharma Centre to review on-ground arrangements for the upcoming exposition.</p>



<p>The meeting was attended by DGP Ladakh, DC Leh, senior government officers, eminent Rinpoches, and representatives from LBA, LGA, monasteries, Sowa Rigpa, Flowering Dharma, and other stakeholders.</p>

<p>Chief Secretary, Union Territory of Ladakh, Ashish Kundra, chaired a meeting to review the ongoing cleanliness drive in Leh town and to assess the preparedness of all stakeholder agencies in ensuring a clean, organized and welcoming environment ahead of upcoming important events and tourist arrivals.</p>



<p>During the meeting, Deputy Commissioner Leh, Romil Singh Donk, informed that the cleanliness mission in Leh town was launched nearly 15 days ago under the directions of the Chief Secretary and the Lieutenant Governor of Ladakh. He stated that the campaign has witnessed active participation from multiple agencies and institutions, reflecting a collective commitment towards maintaining cleanliness and civic responsibility in the town.</p>



<p>It was informed that Leh town has been divided into five operational zones for the effective implementation of the cleanliness drive. Various agencies including the Indian Air Force, Army, Indo-Tibetan Border Police (ITBP), Border Roads Organisation (BRO)/Project Himank, Merchant Association, All Ladakh Hotel and Guest House Association (ALGHA), and All Ladakh Tour Operators Association (ALTOA) have been assigned responsibilities in different zones to ensure coordinated action on the ground.</p>



<p>The Deputy Commissioner gave a detailed presentation covering the zonal structure of the cleanliness mission, implementation timeline, roles and responsibilities of stakeholders, Information, Education and Communication (IEC) activities, school engagement initiatives and competition plans, shramdaan in government offices, cross-cutting daily responsibilities for all zones, day-wise execution plans, and other key operational aspects of the campaign.</p>



<p>During the review, the Chief Secretary placed special emphasis on the upcoming public display of the sacred Buddha Relics, an event expected to draw a large number of tourists, devotees and high-level dignitaries from within and outside the country.</p>



<p>Stressing the need for intensive and visible cleanliness efforts, Kundra instructed the Border Roads Organisation (BRO) to ensure thorough cleaning and maintenance of the road stretch from Leh Airport to Jivetsal so that visitors and dignitaries are welcomed into a clean and aesthetically presentable town.</p>



<p>The meeting also discussed the status of dustbin distribution, the role of the Municipal Committee in strengthening the cleanliness mission, and the engagement of ex-servicemen as manpower under Green Ladakh initiatives and other maintenance-related works.</p>



<p>The Chief Secretary instructed all concerned agencies to improve inter-departmental coordination and ensure effective deployment of manpower, logistics support and heavy machinery wherever required. He further directed that all pending assessments and support requirements be addressed on priority to avoid any gaps in implementation.</p>



<p>Kundra urged all agencies and departments to work in close coordination and adopt a practical, collaborative and result-oriented approach in carrying out the mission. He emphasized that the cleanliness drive should not remain limited to a short-term campaign but should evolve into a sustained public movement with active community ownership and institutional support.</p>



<p>The meeting also provided an opportunity for key stakeholders to share their suggestions and field-level concerns. Representatives from the Merchant Association, ALGHA, Army, ITBP, Police and other participating agencies highlighted several issues related to waste management and cleanliness infrastructure and assured their full cooperation in taking the initiative forward in a collaborative spirit.</p>

<p>As part of the nationwide commemorative series marking 150 Years of the National Song “Vande Mataram”, Shaheedi Divas was solemnly observed today at the historic Rezang La War Memorial, Chushul. The programme was organized by the Ladakh Academy of Art, Culture &amp; Languages (LAACL) with enthusiastic participation from all sections of society.</p>



<p>A large number of school students from the adjoining villages of Chushul and Changthang, along with members of the general public, actively participated in the event. A mass singing of “Vande Mataram” was conducted on the occasion, creating a powerful atmosphere of patriotism and collective pride, while commemorating the enduring legacy of the national song.</p>



<p>While addressing the gathering, the speakers paid rich tributes to the supreme sacrifices of India’s war veterans and soldiers, acknowledging their courage and dedication in safeguarding the sovereignty and integrity of the nation. The dignitaries highly appreciated the noble initiative of observing Shaheedi Divas under the banner of Vande Mataram, describing it as a meaningful and fitting tribute to the martyrs who laid down their lives for the country.</p>



<p>The Commandant, 142 Brigade, Chushul graced the occasion as the Chief Guest, while the Nambardar (Goba) of Chushul Village attended as the Guest of Honour.</p>



<p>On the occasion, prominent speakers including the Commandant, 142 Brigade, Chushul; Tsewang Paljor, Deputy Secretary, LAACL, Leh; Angchuk, Nambardar (Goba), Chushul; and Nazir Hussain, Deputy Secretary, LAACL, Kargil, highlighted the historical significance of Shaheedi Devas and the relevance of celebrating it alongside the 150-year milestone of Vande Mataram.</p>



<p>The dignitaries elaborated on the historical background and enduring importance of “Vande Mataram”, emphasizing its pivotal role in India’s freedom struggle and its continued relevance in fostering national unity and identity. They also inspired the students and youth to uphold democratic values and contribute positively towards building a progressive, inclusive, and strong nation.</p>



<p>The 150 Years of Vande Mataram is a national commemorative initiative aimed at celebrating the spirit of the national song and its unique place in India’s history. Vande Mataram is not merely a song, but the collective consciousness of the nation, having served as the rallying cry of freedom fighters during India’s struggle for independence. In this regard, the Union Cabinet approved countrywide celebrations to ensure that the song’s revolutionary spirit and timeless message are passed on to future generations.</p>



<p>The programme concluded on a note of collective pride and renewed commitment, with participants reaffirming their dedication to the ideals embodied in the national song.</p>

<p>Chief Justice of India, Justice Surya Kant, on Saturday inaugurated the newly constructed District Court Complex at Melong Thang, Leh, in the presence of the Lieutenant Governor of Ladakh, Vinai Kumar Saxena and Chief Justice of the High Court of Jammu &amp; Kashmir and Ladakh, Justice Arun Palli.</p>



<p>Justice Sindhu Sharma, administrative Judge for District Leh, along with other Judges of the High Court, were present.</p>



<p>Upon arrival, the Chief Justice of India was accorded a traditional welcome showcasing the rich cultural heritage of Ladakh through a cultural troupe performance. The programme proceeded with the unveiling of a commemorative plaque marking the inauguration of the District Court Complex, followed by the formal reading of the inscription by court officials.</p>



<p>A comprehensive 3D presentation detailing the architectural design, facilities, and layout of the complex—including courtrooms, administrative offices, and residential quarters—was presented. This was followed by an inspection of the court facilities, including the Court of the Principal District and Sessions Judge, reflecting modern infrastructure and enhanced judicial amenities aimed at strengthening the justice delivery system in the region.</p>



<p>The Chief Justice of India also inaugurated the newly constructed Ladakh Legal Services Authority (LLSA) building at Melong Thang.</p>



<p>The construction of the District Court Complex has been completed at an estimated cost of Rs.54.85 crore, while the Ladakh Legal Services Authority building has been constructed at an estimated cost of Rs.5.70 crore.</p>



<p>The inauguration ceremony was also attended by the Chief Secretary of Ladakh, Director General of Police, Ladakh, General Officer Commanding, 14 Corps, Registrar General and other senior civil and judicial officers.</p>



<p>The newly inaugurated District Court complex marks a significant milestone in the advancement of Ladakh’s judicial infrastructure, symbolizing enhanced accessibility, efficiency, and the continued strengthening of the rule of law in the region.</p>

<p>At least seven people were reportedly killed and several injured as more than 20  Kargil bound vehicles were trapped under an avalanche at the Zojila Pass in Ladakh on Friday. Among the killed was a child and a woman, reports said.</p>



<p>Reports said that condition of four of the injured was serious. The injured have been shifted to the hospitals at Drass and Sonamarg.</p>



<p>However, official confirmation about the casualties was awaited.</p>



<p>These vehicles were on their way towards Kargil when a massive avalanche hit them near the Zojila Pass.</p>



<p>SDRF Kashmir said that an avalanche struck Zojila Pass, leaving several vehicles stranded along the Gumri-Zojila axis. Teams from SDRF Gund, Ganderbal, along with J&amp;K Police and CRPF, are actively engaged in evacuating the stranded vehicles.</p>



<p>Lt. Governor of Ladakh Vinai Kumar Saxena is personally monitoring the situation.</p>



<p>He wrote on X; “Tragic news coming from ZojiLa pass. Dozens are vehicles bound to Kargil trapped under snow avalanche. Rescue operations underway by @BROindia &amp; District Administration Kargil.</p>



<p>LG Ladakh:&nbsp; Heard the unfortunate news of an avalanche at Zoji La. I have directed the DC &amp; SSP of Kargil to visit the spot immediately and mobilise relief and rescue operations. All government agencies including disaster relief forces and BRO have been put on high alert”.</p>

<p>In a landmark, employee-centric reform aimed at improving administrative efficiency and addressing long-standing concerns of people of Ladakh, Lieutenant Governor VK Saxena has directed the removal of a major hurdle – the criterion of possessing <em>nautor</em> land – for granting vigilance clearance in service-related matters.</p>



<p>As per the revised framework, vigilance clearance will now be decided based on the guidelines of the Government of India, the Central Civil Services Conduct Rules and clearly defined and objective parameters such as posting details, Annual Property Return statements, integrity certificates, antecedent reports from Police Headquarters and Anti-Corruption Bureau, and apportionment/deputation orders. Importantly, the details pertaining to&nbsp;<em>nautor</em>&nbsp;land will continue to be disclosed in annual property returns as per rules, but they will not hinder the processing of vigilance clearances.</p>



<p>This reform will provide major relief to employees who were previously facing delays or obstacles in Departmental Promotion Committees (DPCs), foreign visit permissions, retirement clearances, and other essential service matters due to this issue.</p>



<p>Saxena stressed that this decision has been taken after a holistic review, keeping in view the larger interest of efficient governance and public service delivery. “This reform reflects the Administration’s commitment to fostering a fair, transparent, and employee-friendly governance environment, ensuring that genuine employees are not subjected to undue procedural hurdles and harassment. This will also significantly expedite administrative processes, enabling timely promotions and improved workforce morale,” the LG said.</p>



<p>In line with this progressive step, Shri Saxena has further directed that all pending Departmental Promotion Committees be fast-tracked, thereby paving the way for career advancement of eligible employees as well as facilitating fresh recruitments.</p>



<p>Notably, this matter had come to the notice of Shri Saxena while reviewing the functioning of various departments after taking over as the Lieutenant Governor of UT Ladakh on March 13. Also, representations were received from several government servants who were facing difficulties in obtaining vigilance clearance—particularly due to issues linked with possession of&nbsp;<em>nautor</em>&nbsp;land—thereby impacting their career progression, including departmental promotions and other service-related matters.</p>



<p>Taking cognisance of these concerns, the LG had directed the Chief Secretary to examine the issue and ensure its prompt resolution in a fair and pragmatic manner. Acting on these directions, the Chief Secretary, in his capacity as the Chief Vigilance Officer, conducted a comprehensive review and issued orders for removing the&nbsp;<em>nautor</em>&nbsp;land criterion.</p>

<p>Chief Justice of India, Justice Surya Kant, arrived in Leh today on an official visit to the Union Territory of Ladakh.</p>



<p>Upon his arrival, the CJI was accorded a warm reception by Lieutenant Governor of Ladakh, Vinai Kumar Saxena, and Chief Justice of the High Court of Jammu &amp; Kashmir and Ladakh, Justice Arun Palli, along with other Hon’ble Judges of the High Court.</p>



<p>The reception was also attended by senior dignitaries, including the Chief Secretary of Ladakh, the Director General of Police, Ladakh, General Officer Commanding 14 Corps, Registrar General, and senior officers from the civil administration, judiciary, Army, and police.</p>



<p>The Chief Justice of India was presented with a ceremonial Guard of Honour, followed by a traditional welcome showcasing the rich cultural heritage of Ladakh. Thereafter, His Lordship interacted with the Hon’ble Lieutenant Governor, Hon’ble Judges, and senior district officials of Leh.</p>



<p>During the visit, the CJI is scheduled to inaugurate the newly constructed District Court Complexes at Leh and Kargil, along with the office of the Ladakh Legal Services Authority, which will ensure enhanced access to justice with state-of-the-art facilities.</p>



<p>A Mega Legal Services Camp and Awareness Programme is also being organised as part of the visit, aimed at enhancing legal awareness and outreach among the local population.</p>



<p>This visit is also a sequel to the North Zone conference held in July, 2025 at SKICC, Srinagar, on the theme “Reaffirming the Constitutional Vision of Justice for Defence Personnel &amp; Tribals: Bridging the Gaps”. In this regard, the CJI shall be interacting with Army personnel to further strengthen institutional engagement and address their legal concerns.</p>



<p>The visit marks a significant step towards strengthening judicial infrastructure and promoting access to justice in the remote and challenging terrains of Ladakh. It underscores the continued commitment of the judiciary to ensure inclusive and effective justice delivery across all regions.</p>

<p>In pursuance of the directions of Lieutenant Governor of Ladakh, Vinai Kumar Saxena, the Regional Transport Officer (RTO), Ladakh, has issued a circular mandating the wearing of traditional Ladakhi attire by all commercial drivers while on duty across the Union Territory, including Leh and Kargil.</p>



<p>The directive applies to all categories of transport vehicles, including taxis, buses, tempo travellers, trucks, mini trucks, 207 vehicles and other commercial carriers. The initiative aims to promote Ladakh’s rich cultural heritage and enhance the overall experience of tourists visiting the region.</p>



<p>This decision follows a meeting held on March 17 at the Lieutenant Governor’s Secretariat, wherein a delegation of tourism stakeholders comprising members of the All Ladakh Tour Operators Association (ALTOA), All Ladakh Hotel and Guest House Association (ALHGHA) and All Kargil Travel Trade Association (AKTTA) called on the Hon’ble Lieutenant Governor.</p>



<p>During the interaction, the Lieutenant Governor underscored the importance of preserving and promoting Ladakh’s unique cultural identity. He suggested that drivers associated with the tourism sector adopt traditional attire, such as the Goncha, while on duty, as a reflection of pride in local culture and heritage.</p>



<p>Reiterating his vision, the Lieutenant Governor has appealed to all commercial drivers to adhere to the directions in letter and spirit. He emphasised that the initiative is not merely regulatory in nature but an opportunity for stakeholders to actively showcase Ladakh’s vibrant traditions and cultural richness to visitors from across the country and the world.</p>



<p>Saxena stressed that such initiatives will contribute significantly towards strengthening cultural tourism, enhancing the authenticity of visitor experiences, and reinforcing Ladakh’s identity as a unique and culturally rich destination.</p>

<p>Chief Secretary of the Union Territory of Ladakh, Shri Ashish Kundra, chaired a meeting today to review and streamline the distribution of commercial LPG under the allocated quota across the region, with a special focus on ensuring transparency, equitable allocation, and uninterrupted supply for essential sectors.</p>



<p>During the meeting, detailed discussions were held on strengthening the monitoring mechanism for commercial LPG distribution through a centralized Google Sheet/Excel-based digital system linked directly to consumer IDs and supply details. The Chief Secretary reviewed the status of the existing data management system, including dispatch records, auto-populated distribution entries, and district-wise supply details, particularly for Leh and Kargil districts.</p>



<p>Emphasizing the need for proper documentation and real-time monitoring, the Chief Secretary directed that daily dispatch and distribution data, especially for the hotel sector, be maintained systematically. He instructed the concerned departments to ensure that lifting data, market-wise supply, and daily allocation records are updated regularly in the digital database for better oversight and transparency.</p>



<p>During the review, it was decided that 70 percent of the available commercial LPG quota shall be reserved for hotels, while the remaining 30 percent shall be allocated to other commercial consumers, keeping in view the current demand pattern and sectoral requirements.</p>



<p>The Chief Secretary further instructed the Secretary, Food, Civil Supplies &amp; Consumer Affairs (FCS&amp;CA) to issue necessary orders based on the consolidated average daily distribution data from April to June of the previous year, so that future allocations can be made on a rational and need-based basis.</p>



<p>In order to regulate supply and avoid undue pressure on the existing quota, the Chief Secretary also directed that new commercial LPG registrations/connections for hotels shall remain temporarily closed until further review. He also took stock of LPG reservation and supply requirements for key public service sectors such as hospitals and educational institutions.</p>



<p>Mr. Himanshu Sharma, State Level Coordinator (SLC), Oil Industry, J&amp;K and Ladakh, joined the meeting virtually and assured the administration that the oil industry would work closely with the UT Administration to address all supply and distribution-related concerns in a timely manner.</p>



<p>Representatives from IOCL, BPCL, and HPCL, along with other stakeholders from the oil and LPG sector, raised several operational concerns during the meeting.</p>



<p>These included issues related to criteria for supply to hotels, required documentation, consumption assessment, OTP-based delivery challenges in remote areas, and concerns regarding black marketing and misuse.</p>



<p>The Chief Secretary assured all stakeholders that these issues would be taken up with the concerned authorities and resolved through appropriate administrative intervention and policy support.</p>



<p>The meeting was attended by Secretary, Food, Civil Supplies &amp; Consumer Affairs, Rahul Sharma; Deputy Commissioner Leh, Romil Singh Donk; Additional Deputy Commissioner Leh, Mukul Beniwal; Assistant Director, FCS&amp;CA Leh; representatives from HPCL, IOCL, BPCL; and officers from the concerned departments.</p>

<p>Lieutenant Governor Vinai Kumar Saxena today visited Sindhu Ghat, the venue for the upcoming First Sindhu Mahakumbh, and reviewed the ongoing preparations at the site.</p>



<p>During the inspection, the Lieutenant Governor stressed the importance of providing a world-class experience to tourists and pilgrims expected to visit Ladakh for the Sindhu Mahakumbh. He suggested aesthetic improvements, including placing large decorative pots with local flowers along the approach routes to enhance the visual appeal of the Ghat.</p>



<p>Saxena directed the concerned departments to undertake a comprehensive makeover of the site. The directions included removal of debris, repair and restoration of the Ghat, aesthetic landscaping of the riverfront, sprucing up of the approach road, trimming of existing shrubs, and development of footpaths wherever feasible to ensure safety and convenience of visitors. He also emphasised the need for adequate lighting, sanitation and other essential amenities at the venue.</p>



<p>Reiterating Ladakh’s immense natural beauty and tourism potential, the Lieutenant Governor underscored that well-planned development, environmental preservation and robust civic infrastructure are key to strengthening tourism and improving the quality of life of the people of Ladakh.</p>



<p>He further stressed the importance of public convenience at the site, including provision of adequate drinking water facilities and cleaning of the riverbanks to ensure that visitors and pilgrims have a pleasant and memorable experience during the Sindhu Mahakumbh.</p>



<p>The Lieutenant Governor also directed officials to ensure regular monitoring of the ongoing works, with a clear emphasis on maintaining high standards of quality in civic infrastructure while preserving Ladakh’s unique heritage and ecological balance.</p>



<p>Among those present during the visit were DGP Ladakh Mukesh Singh, Administrative Secretaries Sanjit Rodrigues and Ms Shashanka Ala, Deputy Commissioner Leh Romil Singh Donk, and other senior government officials.</p>

<p>Lieutenant Governor Vinai Kumar Saxena today launched the Indus River Green Corridor Eco-Restoration Plantation at Spituk Pharka, an initiative aimed at restoring the ecological integrity of the Indus riverbanks and creating green buffers in the fragile desert landscape of Leh-Ladakh. This initiative is a one-of-a-kind Cold Desert River Bank Restoration Project in India.</p>



<p>As part of the exercise, nearly 1000 saplings of indigenous species like Oleaster, Sea buckthorn, Indian Willow, Black Poplar and White Willow were planted on the riverbank through collaborative efforts of civil administration, military, paramilitary, police, and local communities, especially Spituk Gonpa and its monastic fraternity, which gave 1 hectare of land for the plantation.</p>



<p>Apart from this, 1000 saplings of Cherry Blossom and Apricot were also planted along the roadside in Leh city, aimed at enhancing the green aesthetics of the city.</p>



<p>The event was organised by the Department of Forest, Ecology and Environment in collaboration with Spituk Monastery and the University of Ladakh. The initiative witnessed active participation from civil administration, defence forces, local communities and students, reflecting a model of convergence and collective action.</p>



<p>Describing the occasion as historic, the Lieutenant Governor stated that with the support of the local communities, this project would emerge as an instrument of resilience, stability and a global model for high-altitude river ecosystem restoration. He said that the launch of the Indus River Green Corridor in a fragile ecosystem like Ladakh represents a major step towards sustainable development. He emphasised that the initiative would not only enhance the aesthetic appeal of Leh but also help address pressing ecological challenges of Ladakh.</p>



<p>The LG underlined the need to recognise the deep interconnection between nature, development and culture, stating that forests and rivers in Ladakh are not merely ecological assets but integral to the region’s identity and sustainability.</p>



<p>Highlighting the vision of Prime Minister Narendra Modi, the Lieutenant Governor spoke about India’s commitment to sustainable development and combating land degradation and desertification. He reiterated the national goal of restoring 2.6 crore hectares of degraded land by 2030 and expressed confidence that Ladakh can play a pivotal role in achieving this target.</p>



<p>Emphasising the importance of community participation, the Lieutenant Governor appreciated the contribution of Spituk Monastery for donating one hectare of land for the project, terming it a commendable example of collaborative governance. He shared his experiences of similar ecological initiatives undertaken in Udaipur and Delhi, including large-scale plantation drives and innovative urban greening projects, highlighting their success despite initial scepticism.</p>



<p>The Lieutenant Governor described the Indus River Green Corridor as not merely a government initiative but a “civilisational project” aimed at restoring the ecological integrity of the Indus River while ensuring a harmonious balance between development and environmental conservation. He also called for amplifying the Prime Minister’s “Ek Ped Maa Ke Naam” campaign in Ladakh and urged the Forest Department to identify suitable land for large-scale plantation.</p>



<p>Drawing attention to Ladakh’s low forest cover—currently less than one per cent—he termed it a matter of concern and set an ambitious target of increasing it to five per cent in the coming two years. He highlighted the scientific benefits of plantation, including reduction in wind speed through shelter belts, prevention of soil erosion along riverbanks, improvement in biodiversity and micro-climatic stability, and enhancement of oxygen levels.</p>



<p>The Lieutenant Governor also stressed the use of scientific and innovative techniques, such as gravity-based solar submersible strip irrigation and drip irrigation systems, to ensure efficient water use in plantation activities.</p>



<p>Calling upon the youth to lead sustainability efforts, he urged them to adopt innovative practices and contribute actively to environmental conservation. He reaffirmed his vision of transforming Ladakh into one of the world’s most sought-after tourist destinations by leveraging its natural beauty and ecological wealth.</p>



<p>On the occasion, the Lieutenant Governor released a special postal cover and felicitated individuals and organisations contributing to environmental conservation, including “Go Green, Go Organic”, Range Officer Stanzin Gelek, and Shri Namgyal. Winners of a hackathon were also felicitated.</p>



<p>Among those present on the occasion were Chief Executive Councillor, LAHDC Kargil, Mohd Jaffer Akhoon, Chief Secretary, Ashish Kundra, GOC 14 Corps Lt Gen Hitesh Bhalla, DGP Ladakh Mukesh Singh, District Principal and Sessions Judge Spalzes Angmo, senior officials of the Indian Army, ITBP, Border Roads Organisation (BRO), former MP Ladakh Jamyang Tsering Namgyal, Abbot of Spituk Monastery Ven. <p>Crowds lined up on both sides of the road outside the Kushok Bakula airport as climate activist Sonam Wangchuk on Sunday returned after his release from Jodhpur Central Jail following the revocation of his detention under the National Security Act. He was accompanied by his wife Gitanjali J Angmo.</p>



<p>He was welcomed by members of the Leh Apex Body and a large number of supporters.</p>



<p>People lined up outside the airport to greet Wangchuk who remained in the prison for nearly six months on the charges of anti-national activities. Wangchuk was on a hunger strike seeking Sixth Schedule for Ladakh and three other demands when he was arrested under the NSA on 26 September after violent protests in which four people were killed last year.</p>



<p>He was recently released after the government revoked his detention under the National Security Act.</p>



<p>Addressing a largely attended rally, Wangchuk said “I am feeling very good. After 170 days, coming to these mountains and meeting people, I hope that a new sun will rise for the cause for which we are working. We are moving forward with hope. We hope that there will be such an atmosphere from all sides, and I would like to thank the people of the entire country who supported us in this struggle.”</p>



<p>He said that “without the fear of the government having accused me of indulging in anti-national activities, people in Delhi and Jodhpur treated my wife with kindness”.</p>



<p>Wangchuk said that the Centre has extended its hand to build trust for a meaningful dialogue with the people of Ladakh and he underlined a “win-win” dialogue without looking for a “win-lose” situation. &nbsp;</p>



<p>He stressed for constructive, flexible dialogue regarding Ladakh&#8217;s demands for statehood and the Sixth Schedule.</p>



<p>He announced intentions to hold consultations with the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) to plan further steps in their movement.</p>



<p>He said the Centre has offered a constructive, meaningful dialogue. This is what we have wanted, and we had to struggle so much, walk to Delhi, sit on hunger strike. All movements in Ladakh are for starting the dialogue process, he said.</p>



<p>The LAB and KDA have remained engaged in talks with the Ministry of Home Affairs over their key demands of statehood and Sixth Schedule inclusion, issues that have simmered since the region was carved out of Jammu and Kashmir as a Union Territory in 2019.</p>

<p>The second UT-Level Coordination Meeting for the Sacred Exposition of the Holy Relics of Tathagata Buddha was chaired on Thursday by the Chief Secretary of UT Ladakh, Ashish Kundra. The meeting reviewed arrangements and execution planning for the exposition.</p>



<p>Administrative Secretary, Tourism, Sanjit Rodrigues, presented a detailed briefing on the proposed timeline and programme flow, including the inaugural and closing ceremonies, seminars, interfaith dialogue, meditation and yoga sessions, Buddhist chanting and prayer sessions, and cultural programmes and exhibitions at venues such as CIBS, Dharma Centre, MIMC, Leh Palace, and Leh Main Market.</p>



<p>The Chief Secretary stressed the need to finalise the lists of dignitaries, including Rinpoches from different Buddhist sects in Ladakh and representatives of the Ladakh Buddhist Association (LBA), Ladakh Gompa Association (LGA), and other associated organisations to receive the Holy Relics in Delhi and at Leh Airport.</p>



<p>He informed that the exposition has been permitted by the Ministry of Culture for 14 days from May 1 to May 14. It has also been proposed to take the Holy Relics to Zanskar from May 10 to May 12 for public exposition, for which permission has been sought from the Ministry.</p>



<p>The Chief Secretary emphasised the timely preparation of the shatterproof casket to carry the relics and reviewed arrangements for the main celebration on May 1, marking the 2569th Buddha Purnima. He also reviewed the exhibition plan at Jivetsal, where the Holy Relics will be placed for public exposition.</p>



<p>The Chief Secretary further informed that the Lieutenant Governor of Ladakh has written to the concerned Ministries of the Government of India to invite ambassadors of Buddhist nations to participate in the exposition. He added that the official website of the event will soon be launched to ensure wider outreach and dissemination of information regarding the exposition.</p>



<p>The Chief Secretary directed the Culture Department to prepare a day-wise cultural programme schedule, including foreign troupes&#8217; participation in coordination with IBC. He further stressed proper visitor management, including arrangements for photography with the relics and a designated area for prostration.</p>



<p>He also directed all stakeholders, including the International Buddhist Confederation (IBC), to work in close coordination to organise various exhibitions and the successful conduct of the event, which he&nbsp; described as a significant opportunity to promote spiritual and cultural tourism in Ladakh.</p>



<p>Directions were also given to finalise various associated activities such as Interfaith Harmony Dialogue, medical camps, exhibitions, live screenings, an ice-hockey match, Chöd performances, mass Buddhist chanting, and cultural programmes proposed to be organised during the exposition.</p>



<p>The meeting was attended by Councillors from Zanskar, DGP Ladakh, IG ITBP, DC Leh, SSP Leh, senior government officers, eminent Rinpoches, and representatives from LBA, LGA, monasteries, CIBS, Sowa Rigpa, Flowering Dharma, and other stakeholders.</p>

<p>The meeting focused on expediting promotions through Departmental Promotion Committees (DPCs) to address stagnation and create vacancies, ensuring timely referral of direct recruitment vacancies to UPSC, and reviewing ongoing recruitment processes along with future hiring plans. A consolidated status of recruitments, promotions, and vacancies across departments was also examined.</p>



<p>During the meeting, Administrative Secretaries presented detailed updates on the current recruitment scenario, including ongoing processes, vacancies in the pipeline at various stages such as referral and advertisement, and projections for the next cycle of direct recruitment.&nbsp;</p>



<p>The status of both gazetted and non-gazetted promotional vacancies was thoroughly reviewed, along with an assessment of departmental staffing gaps.</p>



<p>The Chief Secretary also reviewed preparations for upcoming examinations to be conducted by the Ladakh Subordinate Services Selection Board and the Ladakh Subordinate Services Recruitment Board.</p>



<p>Officials informed that examinations for various posts are scheduled to commence from March 28 and continue till May. To ensure transparency and fairness, the Chief Secretary directed Deputy Commissioners of both districts to interchange invigilators during examinations.</p>



<p>Emphasizing efficiency in recruitment processes, the Chief Secretary reviewed long-pending posts across departments and highlighted the importance of organizing Rozgar Melas in both districts to enhance employment outreach. He also underscored the need to adhere to established recruitment norms, including those aligned with UGC principles, as applicable to Ladakh’s recruitment boards.</p>



<p>A comprehensive review of departmental issues revealed critical vacancies in sectors such as Culture Academy, Health (particularly non-gazetted posts), and School Education. The Chief Secretary instructed the General Administration Department (GAD) to develop a standardized Recruitment Rule (RR) framework for multitasking posts across departments. He stressed the importance of identifying common categories of posts and creating unified recruitment rules to streamline procedures and improve administrative efficiency.</p>



<p>Further, he directed all departments to compile and update a centralized digital database, preferably through a shared Google Sheet, capturing department-wise vacancies, dates of DPCs, and current vacancy positions within 15 days. This step aims to enhance transparency, coordination, and real-time monitoring of human resource requirements.</p>



<p>In view of the proposed creation of new districts in Ladakh, the Chief Secretary advised departments to conduct a detailed assessment of manpower requirements, particularly in key sectors such as education, health, and infrastructure, to ensure adequate staffing and effective service delivery in the new administrative units.</p>



<p>The meeting also included discussions on service-related matters such as CGHS rules, old pension scheme, new pension scheme, and other administrative concerns affecting employees.</p>
