<p class="wp-block-paragraph">In a significant pro-people deregulation initiative, Lieutenant Governor VK Saxena has approved an interim land-use regulatory framework allowing the utilisation of land up to two kanals within Municipal Committee limits, for residential, commercial, industrial or mixed-use purposes, without requiring any approval. The move aims at removing long-standing uncertainty over land use and ensuring that citizens do not face hardship in obtaining building permissions in the absence of notified Master Plans in Ladakh.</p>



<p class="wp-block-paragraph">The decision addresses a major regulatory gap that existed due to the absence of notified Master Plans and Zonal Development Plans, under which there was no clearly defined distinction regarding the nature of activities – residential, commercial, industrial or mixed-use – that could be undertaken on land within municipal areas. This often resulted in uncertainty for citizens seeking building permissions and undertaking legitimate developmental activities.</p>



<p class="wp-block-paragraph">Recognising the inconvenience being faced by the people, the Lieutenant Governor intervened to establish a transparent, demand-driven interim framework that enables development while ensuring proper regulation, until statutory planning instruments are notified.</p>



<p class="wp-block-paragraph">“For the areas falling under the Municipal Committees in the Union Territory of Ladakh, the developmental proposal and building permission/application shall not be restricted solely on the ground of the non-availability of the Master Plan/Zonal Development Plan….Land up to 02 kanals, within the municipal area, can be used for residential/commercial/industrial/mixed use for which no approval shall be required from any authority,” the order said.</p>



<p class="wp-block-paragraph">&#8220;Planned urban development is essential for the long-term growth and sustainability of Ladakh. At the same time, the absence of notified Master Plans should not become a hurdle for citizens seeking to construct homes, establish businesses or undertake legitimate developmental activities. This interim framework balances developmental needs with environmental safeguards and provides much-needed regulatory clarity until the Master Plans are finalised,&#8221; said L-G Saxena.</p>



<p class="wp-block-paragraph">Presently, there are no Urban Development Authorities in Ladakh, which is a statutory prerequisite for the preparation and notification of Master Plans and Zonal Development Plans. Consequently, urban development and building permissions in Ladakh are presently regulated through the Ladakh Building Bye-laws, 2025.</p>



<p class="wp-block-paragraph">While no approval will be required for residential/commercial/industrial or mixed use on land up to two kanals, the following activities shall not be permitted without prior approval, on land up to 02 kanals:</p>



<p class="wp-block-paragraph">Residential areas: Red, Orange and Green category industries; slaughterhouses; commercial animal rearing; stone quarries and similar activities; storage of inflammable materials; and burial grounds/crematoria.</p>



<p class="wp-block-paragraph">Commercial areas: Red and Orange category industries; slaughterhouses; and burial grounds/crematoria.</p>



<p class="wp-block-paragraph">Mixed-use areas: Red, Orange and Green category industries; slaughterhouses; commercial animal rearing; stone quarries and similar activities; storage of inflammable materials; and burial grounds/crematoria.</p>



<p class="wp-block-paragraph">The approved framework is also aligned with the Hon’ble Prime Minister, Narendra Modi’s broader deregulation exercise, based on the principle of &#8220;Everything is permitted unless specifically prohibited,&#8221; thereby facilitating ease of doing business, reducing procedural delays and ensuring that genuine developmental activities continue in a transparent and regulated manner while the statutory planning framework is being prepared.</p>



<p class="wp-block-paragraph">Municipal Committees have been directed to issue detailed operational guidelines for the effective regulation of land use and building construction in accordance with these directions. The interim framework shall remain in force until the Master Plans, Zonal Development Plans and related statutory regulations are notified, after which all future development shall be governed by the provisions of the notified planning framework.</p>

<p class="wp-block-paragraph">Former chairman and chief executive councillor of the Ladakh Autonomous Hill Development Council (Leh), Rigzin Spalbar, has welcomed the Centre&#8217;s in-principle consensus on constitutional safeguards for Ladakh but voiced strong concern over the exclusion of provisions for Autonomous District Councils (ADCs) for the districts from the proposed framework.</p>



<p class="wp-block-paragraph">In a statement, Spalbar described the consensus reached between the Government of India, the Apex Body, the Kargil Democratic Alliance (KDA) and other stakeholders as a significant step towards addressing Ladakh&#8217;s long-pending demands. However, he said the deletion of the ADC proposal during the July 3 meeting in Leh with senior officials of the Union Territory administration and the Ministry of Home Affairs had hurt public sentiment across Leh, Zanskar, Drass, Sham, Nubra, Changthang and other remote regions.</p>



<p class="wp-block-paragraph">He maintained that while he has consistently supported the inclusion of Ladakh under the Sixth Schedule, constitutional safeguards would remain incomplete without empowered district-level institutions. According to him, Autonomous District Councils are essential for decentralised governance, equitable development, protection of tribal land and culture, and addressing the distinct geographical challenges of the Himalayan region.</p>



<p class="wp-block-paragraph">Spalbar urged the Government of India to begin drafting the proposed Ladakh safeguards framework in consultation with local stakeholders and ensure that provisions for Autonomous District Councils for intending districts are incorporated into the final model. He said any framework without ADCs would fall short of the aspirations of the people of Ladakh.</p>



<p class="wp-block-paragraph">However, I express my deep concern and strong resentment over the deletion of the provision for creation of Autonomous District Councils for the intending districts in the latest meeting held on 3rd July at Leh with the Chief Secretary, UT Ladakh and the Additional Secretary, Ministry of Home Affairs, Government of India.&nbsp;</p>



<p class="wp-block-paragraph">This has hurt the sentiments of the people of Leh, Zanskar, Drass, Sham, Nubra, Changthang and other remote areas, who have been standing firm &amp; in the forefront&nbsp; of&nbsp; supporting this cause and the movement.</p>



<p class="wp-block-paragraph">Why Autonomous District Councils (ADCs) are non-negotiable for Ladakh:</p>



<p class="wp-block-paragraph">Grassroots Empowerment: ADCs will delegate real decision-making powers to the tribal and local people of each district, ensuring governance is by the people, for the people.</p>



<p class="wp-block-paragraph">Geographic Necessity: Ladakh is a huge, sparsely populated, remote and mountainous UT with extreme weather and poor connectivity. One centralized power centre &amp; super administration cannot address the diverse needs of Zanskar, Nubra, Changthang, Drass and Sham. Decentralization is not a choice, it is a necessity.</p>



<p class="wp-block-paragraph">Equitable Development &amp; Less Bureaucracy: ADCs will cut red-tapism &amp; vested political interference to ensure need based equitable distribution of resources, and prevent&nbsp; anti-district interference from the top. Every district will get to plan and execute as per its own needs.</p>



<p class="wp-block-paragraph">Protection &amp; Harmony: Elected ADCs will safeguard the land, language, culture and employment of tribal communities and will be the best guarantee for long-term communal harmony and peace in this strategically located border area.</p>



<p class="wp-block-paragraph">Completing the Vision: It is illogical to seek constitutional safeguards for Ladakh and at the same time deny the very institution — the ADC — that delivers those safeguards at the grassroots.</p>



<p class="wp-block-paragraph">Now that an in-principle consensus has arrived , the drafting of the Ladakh model for safeguards must begin immediately by the Government of India in consultation with Ladakh’s bodies.</p>



<p class="wp-block-paragraph">“I urge that this drafting process must include the provision for Autonomous District Councils for the intending districts, in line with the people’s aspirations. Anything less would be incomplete and unacceptable.”</p>



<p class="wp-block-paragraph">“Ladakh is different in every respect. What works for tropical mainland India cannot be imposed here. We need a model that respects our geography, demography, and unique Himalayan identity”, he said.</p>

<p class="wp-block-paragraph">A breakthrough study by Dr. Sajad Hussain, Assistant Professor of Environmental Science at Government Degree College Dras, has demonstrated how discarded apricot seed shells can be converted into biochar, a soil enhancer that boosts fertility, conserves moisture, and supports sustainable farming in Ladakh.</p>



<p class="wp-block-paragraph">Dr. Sajad Hussain has successfully in his doctoral research, titled “Use of Prunus armeniaca Shell Biochar Collected from the Cold Desert Climatic Area of Ladakh as a Soil Enhancer,” presents an innovative and sustainable approach to converting agricultural waste into a valuable resource for improving soil health.</p>



<p class="wp-block-paragraph">The study focuses on transforming discarded apricot seed shells—an abundant agro-waste generated in the Ladakh region—into biochar through controlled pyrolysis. The resulting biochar enhances soil fertility, improves water-holding capacity, promotes nutrient retention, and supports sustainable vegetable cultivation, offering an environmentally friendly solution for waste management in the fragile cold desert ecosystem of Ladakh, he said.</p>



<p class="wp-block-paragraph">Sajad Hussain&#8217;s research has received international recognition through the publication of three research papers in reputed Scopus-indexed international journals, including two journals published under the Nature Portfolio. These publications highlight the scientific quality, novelty, and global relevance of his work in the fields of biochar technology, sustainable agriculture, and environmental management, he said.</p>



<p class="wp-block-paragraph">His research demonstrates how locally available agricultural waste can be converted into a high-value soil amendment, contributing to climate-resilient farming, circular economy practices, and sustainable development in ecologically sensitive regions. The work is expected to benefit farmers, researchers, policymakers, and environmental practitioners by promoting resource conservation and eco-friendly agricultural practices.</p>

<p class="wp-block-paragraph">Lieutenant Governor, Vinai Kumar Saxena, in the first meeting of the newly constituted Ladakh Pashmina Development Board (LPDB), has approved two landmark decisions aimed at strengthening Ladakh&#8217;s globally renowned Pashmina industry and improving the livelihoods of Changpa pastoral communities.</p>



<p class="wp-block-paragraph">Saxena approved a major policy – “Livestock Development Incentive Programme” – introduced for the first time, that entails a top-up incentive of 25% on the total Pashmina procurement value to herders, for enhancing local Pashmina Production. The L-G also approved “Rs 8 crore Revolving Fund” to the All Changthang Pashmina Growers Cooperative Marketing Society Ltd. (ACPGCMS), for procurement of raw Pashmina from the nomadic herders and upfront payments to the herders for their produce.</p>



<p class="wp-block-paragraph">The twin initiatives seek to promote sustainable livestock development, increase the population of Pashmina goats, strengthen the cooperative procurement system, improve the quality and quantity of Ladakh Pashmina, ensure financial benefits to nomadic herders and eliminate distress sales. This would, in turn, also encourage younger generations to continue the traditional practice of Changthangi Pashmina goat rearing, by making it a profitable and more respectable enterprise.</p>



<p class="wp-block-paragraph">Ladakh is globally recognised for producing the world&#8217;s finest quality Pashmina from the indigenous Changthangi goat, reared by the Changpa nomadic pastoral communities of Changthang. However, rising costs of livestock rearing, harsh climatic conditions and fluctuating market returns have adversely affected livestock productivity and the incomes of pastoral families in recent years.</p>



<p class="wp-block-paragraph">Recognising these challenges, discussed during the first board meeting, Saxena approved the Livestock Development Incentive Programme, under which eligible Changpa herders will receive the 25% top-up incentive, to be paid over and above the procurement price paid by the Government. This incentive will be transferred directly to the beneficiary&#8217;s Aadhar-linked bank account through the Direct Benefit Transfer (DBT) system.</p>



<p class="wp-block-paragraph">This is the first-of-its-kind initiative, designed to make Pashmina goat rearing more profitable and sustainable. The policy has been carefully structured wherein 60 per cent of this top-up incentive received by the herder will be utilised for livestock improvement and scientific breeding. The other 20 per cent will be utilised for infrastructure development, such as improved combing equipment and facilities to enhance Pashmina production, while the remaining 20 per cent could be used for the personal and household needs of the herder, thereby improving their financial sustainability.</p>



<p class="wp-block-paragraph">It was also decided in the Board meeting that the population of Pashmina goats in Ladakh be increased from nearly 2 lakh at present to at least 4 lakh in three years&#8217; time. A target has been set to increase the raw Pashmina production from 200 grams per goat at present to at least 350 grams per goat, using scientific techniques and advanced tools for combing.</p>



<p class="wp-block-paragraph">To add to the Livestock Development Incentive Programme, the L-G has also approved the Policy for Creation and Management of Rs 8 crore “Revolving Fund” for the ACPGCMS, the apex cooperative responsible for procurement of raw Pashmina directly from nomadic herders.</p>



<p class="wp-block-paragraph">The Rs 8 crore fund will be utilised exclusively for procurement of raw Pashmina and making timely payments to producers. The most striking feature of this fund is that the cooperatives will pay 50 percent of the cost of the raw Pashmina upfront to the herders, while the remaining 50 percent amount will be paid in two months. Earlier, the herders were receiving such payments from the cooperatives in 8-10 months&#8217; time, forcing herders to take loans from other sources to meet their expenses on rearing the goats.</p>



<p class="wp-block-paragraph">Saxena said that the Changpa pastoral communities are the custodians of one of Ladakh&#8217;s greatest natural and cultural treasures, and the UT Administration is fully committed to securing their livelihoods, while preserving this unique pastoral heritage. “The Livestock Development Incentive Programme and the Revolving Fund, together represent a comprehensive strategy that addresses both ends of the Pashmina value chain – supporting herders in improving Pashmina productivity while simultaneously, ensuring assured procurement and timely payments. These initiatives would make Pashmina goat rearing more remunerative, encourage greater investment in scientific livestock management, eliminate exploitation by middlemen and position Ladakh as the world&#8217;s leading producer of premium-quality, ethically sourced and sustainably produced Pashmina,” Saxena said.</p>



<p class="wp-block-paragraph">The two decisions followed detailed discussions and suggestions from stakeholders across the Pashmina value chain, including Changpa Pashmina herders and cooperative societies, designers, industry experts and other stakeholders, aimed at promoting sustainable Pashmina production, strengthening procurement mechanisms and enhancing the global competitiveness of Ladakh Pashmina.</p>

<p class="wp-block-paragraph">In a first-of-its-kind initiative to bolster the overall environmental protection mechanism and safeguard Ladakh&#8217;s fragile ecosystem, 100 Ex-servicemen were today deployed into the Ladakh Environment Protection Force (EPF) by Lt. Governor, Vinai Kumar Saxena.</p>



<p class="wp-block-paragraph">The EPF personnel, comprising Ex-servicemen from the Army, paramilitary forces, and Ladakh Scouts, will be deployed across ecologically sensitive areas of the Union Territory to maintain strict checks on rising incidents of illegal off-roading, threatening the wildlife and harming the delicate ecology of Ladakh. To strengthen the EPF, these ex-servicemen have been authorised to issue on-the-spot challans for any such violation within their designated areas.</p>



<p class="wp-block-paragraph">The unique initiative has been launched in response to the growing incidents of illegal off-roading, unauthorised camping inside protected areas, disturbance to wildlife and pollution in Ladakh&#8217;s ecologically sensitive landscapes. The deployment of ex-servicemen is aimed at strengthening the enforcement mechanism against violations of environment and wildlife laws.</p>



<p class="wp-block-paragraph">The Environment Protection Force has been specifically entrusted with preventing violations inside protected wildlife areas like stalking and causing disturbance to wildlife, littering, using single-use plastic, throwing plastic waste in the open and other environmentally harmful activities.</p>



<p class="wp-block-paragraph">Besides strengthening environmental enforcement, the initiative also serves as a meaningful rehabilitation measure for Ex-servicemen by providing them an opportunity to continue serving society after retirement. Each member of the Environment Protection Force will receive a fixed monthly remuneration of Rs.25,000 while being deployed in and around their native or designated areas, enabling effective monitoring through their familiarity with the local terrain.</p>



<p class="wp-block-paragraph">Flagging off the Ex-servicemen, Saxena observed that Ladakh possesses one of the world&#8217;s most fragile high-altitude ecosystems and is home to several endangered wildlife species that require the highest level of protection. He stated that increasing tourism must go hand in hand with environmental responsibility and that the Environment Protection Force would play a pivotal role in maintaining a balance between human activities and ecological conservation, while guiding people to promote responsible tourism in Ladakh.</p>



<p class="wp-block-paragraph">&#8220;The Environment Protection Force brings together the discipline, integrity and commitment of our Ex-servicemen to protect this fragile ecosystem. I am confident that they will not only prevent violations of environmental and wildlife laws but also become ambassadors of cleanliness, biodiversity conservation and responsible tourism across Ladakh,&#8221; L-G Saxena said.</p>



<p class="wp-block-paragraph">The LG also administered an oath to the members of the Environment Protection Force, reaffirming their commitment to faithfully discharge their duties in protecting Ladakh&#8217;s environment, forests, wildlife and biodiversity. Every member of the Environment Protection Force also pledged not to use single-use plastic in their personal lives and to actively encourage their families, friends and local communities to adopt environmentally sustainable alternatives.</p>

<p class="wp-block-paragraph">Lieutenant Governor, Vinai Kumar Saxena, yesterday inaugurated a revitalised and rejuvenated Pond at Village Matho in Leh, under Project Him Sarovar, a flagship initiative aimed at ensuring long-term water security and agriculture sustainability across Ladakh. This is the third water body operationalised under Project Him Sarovar since its launch on April 10.</p>



<p class="wp-block-paragraph">The project, inspired by Prime Minister Narendra Modi’s vision of water conservation for future security, has been specially adapted to Ladakh&#8217;s unique geographical and climatic conditions, characterised by low precipitation, glacier dependency and increasing climate variability.</p>



<p class="wp-block-paragraph">The revival of Matho Pond was taken up following the Lieutenant Governor&#8217;s visit to Matho village on April 17, 2026, when the pond was lying dead and filled with muck. Having interacted with villagers and upon their requests, the LG directed the concerned departments for revival and strengthening of the pond.</p>



<p class="wp-block-paragraph">Implemented by the Irrigation and Flood Control Department, Leh, the project involved restoration, strengthening and enhancement of the existing traditional pond, through modern engineering interventions.</p>



<p class="wp-block-paragraph">With the completion of the project, the pond&#8217;s storage capacity has been increased from 15 million litres to 25 million litres, creating an additional storage capacity of nearly 10 million litres. The reservoir will irrigate nearly 150 acres (1,200 kanals) of agricultural land and directly benefit around 90 farming households in Matho village. Water is supplied to the pond through diversion from the Matho Nallah, ensuring a reliable and sustainable source for irrigation throughout the agricultural season.</p>



<p class="wp-block-paragraph">A key feature of the revitalised Matho Pond is its dual utility. While the reservoir will serve as a vital irrigation source during the summer months, ensuring reliable water availability for agriculture, it will be transformed into an ice hockey rink during winters, providing a dedicated sporting facility for local youth. The project, thus, seamlessly combines water conservation, agricultural sustainability and sports infrastructure, making it a unique model of optimal utilisation of public assets throughout the year.</p>



<p class="wp-block-paragraph">Speaking on the occasion, L-G Saxena highlighted that Project Him Sarovar was not merely about creating water bodies but about securing the future of Ladakh&#8217;s farmers while building climate-resilient and community-centric infrastructure. “The revitalised Matho Pond demonstrated how traditional water resources could be transformed into multi-purpose community assets. While the reservoir would ensure irrigation and strengthen agricultural livelihoods during the summer months, it would serve as an ice hockey rink during winters, encouraging sporting talent among the youth,” L-G Saxena said</p>



<p class="wp-block-paragraph">The L-G emphasised that efficient water management remains central to the Administration&#8217;s vision of sustainable development and agricultural prosperity.</p>



<p class="wp-block-paragraph">The project included extensive civil works such as dredging and excavation of the pond bed, levelling and grading, construction of PCC retaining walls, stone pitching, slope stabilisation, strengthening of the outlet structure and protection works to improve durability, operational efficiency and long-term sustainability.</p>

<p class="wp-block-paragraph">Chief Secretary of the Union Territory of Ladakh, Ashish Kundra, today chaired a review meeting to assess the implementation of various Central flagship schemes across the Union Territory. The meeting focused on physical and financial progress, beneficiary coverage, completion status and challenges in implementation.</p>



<p class="wp-block-paragraph">Administrative Secretaries and senior officers of various departments presented the progress of flagship schemes under their respective sectors. Emphasising effective governance, the Chief Secretary directed departments to focus on measurable outcomes, timely completion of projects and transparent reporting of achievements.</p>



<p class="wp-block-paragraph">Reviewing the School Education Department, the Chief Secretary sought reasons for the high dropout ratio and reviewed the retention rate, Performance Grading Index and PM SHRI Schools. He directed the department to separately present infrastructure and learning outcomes for a better assessment of the programme.</p>



<p class="wp-block-paragraph">Under the Skill Development sector, he reviewed the progress of Pradhan Mantri Kaushal Vikas Yojana, ITI upgradation and PM SETU, seeking details on enrolment, certification, bid evaluation, trainee incentives and district-wise implementation.</p>



<p class="wp-block-paragraph">Reviewing the Power Development Department, he assessed the implementation of PM Surya Ghar Muft Bijli Yojana, including rooftop solar installations, the proposed RESCO model and government participation under the scheme. He also reviewed progress under the Revamped Distribution Sector Scheme (RDSS), smart metering, remote electricity connections and prepaid and postpaid metering.</p>



<p class="wp-block-paragraph">The Chief Secretary also reviewed the implementation of BharatNet Phase-III, financial inclusion schemes including Pradhan Mantri Jan Dhan Yojana and Pradhan Mantri Jeevan Jyoti Bima Yojana, besides taking stock of Aadhaar linkage under the Labour Department.</p>



<p class="wp-block-paragraph">During the review of the Rural Development Department, he assessed the progress of Pradhan Mantri Matru Vandana Yojana and POSHAN 2.0. Expressing concern over vacant posts of Anganwadi Workers and Helpers, he suggested exploring the integration of Bal Vatikas with Anganwadi Centres wherever feasible to optimise available manpower. He also reviewed Saksham Anganwadi projects and AMRUT initiatives.</p>



<p class="wp-block-paragraph">The meeting also reviewed Pradhan Mantri Awas Yojana (Urban) and Swachh Bharat Mission (Urban), with discussions focusing on housing targets, garbage-free city certification, and legacy waste remediation and mechanised desludging.</p>



<p class="wp-block-paragraph">In the Health sector, the Chief Secretary reviewed the implementation of Ayushman Bharat Digital Mission, ABHA card registrations, Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, National Health Mission, PM Ayushman Bharat Health Infrastructure Mission and TB Mukt Bharat Abhiyan. He emphasised transparent reporting of beneficiary data and fund utilisation, strengthening healthcare services in remote villages, availability of specialist doctors, elimination of tuberculosis, promotion of Sowa-Rigpa, expansion of Yoga and Wellness Centres and improved digital monitoring.</p>



<p class="wp-block-paragraph">The Chief Secretary further reviewed the progress of Swadesh Darshan projects, Pradhan Mantri Matsya Sampada Yojana, Swachh Bharat Mission (Gramin), Jal Jeevan Mission and the development of EV charging infrastructure. He directed departments to prepare clear implementation roadmaps, timelines and sustainable strategies for promoting electric mobility in Ladakh.</p>



<p class="wp-block-paragraph">Reviewing Civil Aviation infrastructure projects, he instructed that future presentations should clearly indicate the present status of works, completion timelines and other relevant implementation details. He also discussed promotion-related planning and power distribution matters, directing the General Administration Department to take necessary follow-up action.</p>



<p class="wp-block-paragraph">The meeting was attended by Secretary, Rural Development, Nidhi Malik; Secretary, Power Development Department, Himanshu Gupta; Secretary, School Education, Bhanu Prabha; Secretary, Tourism, Sanjeet Rodrigues; Secretary, Transport, Rahul Sharma; Secretary, General Administration Department, Rudra P.T. <p class="wp-block-paragraph">A month-long impasse over Ladakh&#8217;s political future ended on Friday as the Ministry of Home Affairs and leaders of the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA) signed the minutes of their May 22 meeting, endorsing the proposal for a Union Territory-level elected body with executive, financial and legislative powers.</p>



<p class="wp-block-paragraph">The consensus emerged after the Ministry of Home Affairs and Ladakh&#8217;s civil society groups signed the minutes of the May 22 High-Powered Committee meeting at the Leh Secretariat, ending weeks of disagreement over changes in the draft minutes that had sparked protests and a shutdown in Leh and Kargil last month. The minutes were signed by leaders of the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA). These organisations had earlier accused the centre of altering the previously agreed minutes particularly pertaining to Ladakh’s elected body’s control over the bureaucracy.</p>



<p class="wp-block-paragraph">Ladakh Chief Secretary Ashish Kundra in a post on X said “Today’s meeting in Leh with political leaders of LAB and KDA along with senior officers of MHA was held in a positive and constructive spirit. It ended on a note of optimism, with a consensus on the broad framework as agreed in the last meeting of 22nd May in New Delhi”.</p>



<p class="wp-block-paragraph">“We discussed and unanimously finalized the May 22 minutes of the meeting. We deliberated on all issues cordially. It was a fruitful meeting. The MHA will come up with the final draft on the UT elected body’s framework,” said Co-chairman of the Kargil Development Alliance (KDA) Sajjad Kargili.</p>



<p class="wp-block-paragraph">He said that LBA and KDA will also submit a draft outlining the framework for the elected body to the MHA.</p>



<p class="wp-block-paragraph">The signed minutes of the meeting released by Kargili following the meeting said that the MHA committee gave a presentation showing the probable structure of self-governance in Ladakh with an elected body vested with executive, legislative and financial powers.</p>



<p class="wp-block-paragraph">“It was unanimously decided that while statehood would remain the long-term aspiration of Ladakh, in the present situation, as a first step, an appropriate customised model of governance by establishing a UT-level elected body with executive, financial and legislative powers would be established,” it said.</p>



<p class="wp-block-paragraph">The MHA and Ladakh leaders “agreed” the UT-level elected body will exercise control and supervision, including APR of bureaucracy.</p>



<p class="wp-block-paragraph">“Further details will be finalised in future meetings as per the Transaction of Business Rules,” said the draft.</p>

<p class="wp-block-paragraph">In a first-of-its-kind initiative to enhance employability and create sustainable livelihood opportunities for the youth of Ladakh, Lieutenant Governor, Vinai Kumar Saxena, has initiated a unique employment-linked skill training programme for Ladakhi youth. As part of it, 36 shortlisted youth (34 girls and 2 boys) from all seven districts of Ladakh are set to undergo the skill training programmes at the GMR Varalakshmi Centre for Empowerment &amp; Livelihoods (CEL) in New Delhi, starting in the first week of July.</p>



<p class="wp-block-paragraph">The initiative, conceived by Saxena, aims at providing the Ladakhi youth with ample exposure, equipping the youth with market-oriented skills aligned with industry requirements while creating pathways for gainful employment in the organised sectors. The initiative holds more significance as most of these candidates are stepping out of Ladakh for the first time.</p>



<p class="wp-block-paragraph">The selection of 34 girls out of the total 36 candidates is aligned with Prime Minister, Narendra Modi’s call for empowering women through skill development. These 36 candidates were today flagged off from Leh to New Delhi by L-G Saxena.</p>



<p class="wp-block-paragraph">The selected candidates include 2 from Leh, 7 each from Kargil and Drass, 6 from Zanskar, 8 from Sham, 5 from Nubra and 01 from Changthang districts. They will undergo two to three months of intensive residential training in high-demand sectors – Advanced Computing and Data Visualisation, Cargo and Logistics Associate, Customer Service Associate, Customer Service Executive, Beauty and Spa, Business Banking Associate, Food Production and Service, and Front Office Associate.</p>



<p class="wp-block-paragraph">The UT Administration is facilitating the transportation of the trainees from Ladakh to New Delhi to enable their participation in the programme. The entire residential training, including boarding, lodging and training costs, is being funded by GMR under their CSR initiative, ensuring that financial constraints do not become a barrier to quality skill development for the youth.</p>



<p class="wp-block-paragraph">Upon successful completion of the programme, all trainees will receive placement assistance through the Foundation&#8217;s extensive network of industry partners such as Schneider Electric, Voltas, CELBI, Relaxo, etc. This would significantly enhance their prospects for sustainable employment. In the second batch, another 50 students from Ladakh would be sent for vocational training.</p>



<p class="wp-block-paragraph">L-G Saxena, calling the youth of Ladakh its greatest strength, said that empowering them with industry-relevant skills is one of the most meaningful investments towards building a bright future of Ladakh. “Our priority is to ensure that the youth of Ladakh are not only educated but also equipped with practical skills that match the evolving needs of industry and the modern economy. By providing quality, employment-linked training and facilitating placement opportunities, the Administration is creating pathways for sustainable livelihoods, promoting self-reliance and building a skilled, confident and future-ready workforce that will contribute to Ladakh&#8217;s long-term development,” Saxena said.</p>



<p class="wp-block-paragraph">Students, going for the training, expressed their happiness at getting the opportunity, mentioning that it would help them to inculcate requisite skills and make them future-ready and employable in different sectors. They thanked the Lieutenant Governor for providing them with this unique opportunity.</p>



<p class="wp-block-paragraph">The L-G thanked the Chairman of GMR Group, GM Rao, for volunteering to bear the entire cost of boarding, lodging and training for this skill development program for these Ladakhi youth, and said this reflected the foundation’s commitment to society at large. The curriculum gives nearly 65% of its focus to practical, hands-on learning, so trainees can build workplace competencies and industry-ready skills.</p>

<p class="wp-block-paragraph">A fresh round of talks between the Centre and Ladakh&#8217;s leadership is set to begin on Thursday as a delegation from the Ministry of Home Affairs (MHA) arrived in Leh for an informal meeting aimed at reviving dialogue over the Union Territory&#8217;s long-pending demands. The discussions come after differences emerged over the implementation of assurances made during the previous round of talks, with Ladakh&#8217;s representatives expected to press for constitutional safeguards, a democratically elected governance structure and a clear roadmap towards statehood.</p>



<p class="wp-block-paragraph">“We have been invited by the MHA for informal talks in Leh on July 2,” LAB co-chairman Chering Dorjay said. It is for the first time that an MHA team will visit Ladakh to hold talks after the start of a dialogue process between the Centre and leaders of LAB and KDA, who are spearheading an agitation for grant of 6th Schedule status and statehood with legislature for the Ladakh UT.</p>



<p class="wp-block-paragraph">“No agenda has been set for the July 2 meeting, but we will focus on issues that were agreed upon during the May 22 sub-committee meeting in New Delhi,” Dorjay said.“We will emphasise that commitments made by the MHA, including constitutional safeguards under Article 371 A, G and F, and establishment of a democratic governance structure for Ladakh with legislative, administrative and financial powers and proposed executive body to be headed by a chief minister, should be fulfilled,” he said.</p>



<p class="wp-block-paragraph">According to Dorjay, the LAB has prepared a draft proposal for a new Union Territory-level elected body vested with legislative, financial and executive powers along with constitutional safeguards under Article 371.The draft will first be shared with the KDA, which has also prepared its own proposal. “Both the groups will discuss the drafts, arrive at a consensus and submit a joint proposal to the MHA for further deliberations,” he said.</p>



<p class="wp-block-paragraph">The LAB and KDA leaders have also urged the MHA to honour the “in-principle” agreements reached during the May 22 meeting and make the official minutes of meeting (MoM) public. The Ladakh MP Haji Haneefa Jan was also present during the talks.</p>



<p class="wp-block-paragraph">According to the joint statement, MHA officials explained that the only reason why Ladakh cannot be made a state at the moment is that it currently lacks adequate revenue generation to meet the revenue expenditures like salaries of employees.However, the new setup will lead Ladakh towards full statehood when it meets the revenue criteria, it said. The KDA co chairman and LAB co chairman had stated that they look forward to working out finer operational details with the MHA in consultation with legal and constitutional experts.</p>



<p class="wp-block-paragraph">&nbsp;On June 23, a shutdown was observed across Ladakh UT in response to a bandh call by the LAB and the KDA, amalgam of political, social, religious, trade, students and civil society groups of Leh and Kargil districts, to protest against the Centre’s alleged backtracking on key decisions by failing to incorporate key points agreed during May 22 talks.</p>

<p class="wp-block-paragraph">The work on India&#8217;s first Petroglyph Conservation Park at Sindhu Ghat in Leh, has commenced in full swing, with the systematic and meticulous relocation of petroglyphs (ancient rock art) from vulnerable sites across Ladakh. This marks a historic step towards preserving Ladakh&#8217;s priceless archaeological and cultural heritage.</p>



<p class="wp-block-paragraph">Lt. Governor, Vinai Kumar Saxena, on April 18, on the occasion of World Heritage Day, had laid the foundation stone of the Petroglyph Conservation Park, to serve as a dedicated conservation space for centuries-old rock carvings, that are increasingly threatened by natural weathering, unregulated tourism, infrastructure development, human interference and lack of awareness. The park will house petroglyphs collected from vulnerable and isolated locations across Ladakh, ensuring their preservation for future generations, while also making them accessible to visitors, in a curated and educational setting. The Park is targeted to be completed by September this year.</p>



<p class="wp-block-paragraph">So far, 31 petroglyphs from Saboo Thang have been relocated to the Petroglyph Conservation Park. These petroglyphs measure from 4 feet to 17 feet in circumference and weigh from 500 KG to 10 MT. The rock carvings predominantly depict distinctive Ladakhi wildlife such as ibex, yak, argali, blue sheep, dogs and other wildlife, along with scenes of hunting, hunters, warriors, footprints and other symbolic representations. The distribution of the carvings also reflects the ecological diversity of Ladakh, with ibex figures commonly found in the lower valleys of Sham and Purig, while yak and argali dominate the higher reaches of Changthang.</p>



<p class="wp-block-paragraph">The first phase of the conservation works includes the relocation of 155 petroglyphs, including 13 petroglyphs from Phyang Thang, 30 from Stakmo Thang, 28 from Likir Hill, 14 from Likir Thang, 10 from Taru Thang, besides petroglyphs from Thiksey, Igoo, Ganglas, Khaltse, Saspol, Ranbirpur, Nimoo, Spituk, Tsogsti and several other locations. These invaluable artefacts are being carefully shifted and curated at Sindhu Ghat to ensure their long-term preservation, while making them accessible for research, education and public appreciation, through setting up an interpretation Centre.</p>



<p class="wp-block-paragraph">“The Petroglyph Conservation Park is a historic initiative to preserve Ladakh&#8217;s priceless archaeological heritage for future generations. By relocating vulnerable petroglyphs to a scientifically managed conservation park, we are protecting an invaluable chapter of India&#8217;s civilisational legacy from the threats of natural degradation and human activities. This initiative reflects our commitment to preserving Ladakh&#8217;s unique cultural heritage while creating a world-class centre for heritage education, research and responsible cultural tourism,” said L-G Saxena.</p>



<p class="wp-block-paragraph">Notably, Ladakh is regarded as one of the richest repositories of prehistoric rock arts in South and Central Asia. Spread across an altitude ranging from 2,500 metres to over 5,000 metres, these petroglyphs offer a remarkable visual record of the region&#8217;s early human history and cultural evolution.</p>

<p class="wp-block-paragraph">The training was conducted by SM Tsewang Mingur and his team from 4 Ladakh Scouts.</p>



<p class="wp-block-paragraph">During the programme, Instructor Nk/Tsewang Namgyal delivered an informative presentation on fire safety, prevention, and emergency response procedures. The team also conducted practical fire drill demonstrations, providing participants with hands-on knowledge and skills to respond effectively during fire emergencies.</p>



<p class="wp-block-paragraph">Dr. Stanzin Passang, Project Manager, DMRRR-SEOC, UT Ladakh, along with the staff of SEOC-DMRRR, was present on the occasion. He appreciated the efforts of the resource team and emphasized the importance of regular training, preparedness, and coordination in strengthening emergency response capacity.</p>



<p class="wp-block-paragraph">The programme enhanced the participants&#8217; understanding of fire safety measures, emergency preparedness, and the effective use of firefighting techniques, contributing to a safer and more resilient workplace.</p>

<p class="wp-block-paragraph">Tibetan spiritual leader Dalai Lama was on Sunday accorded a rousing reception at Leh where he has arrived for summer sojourn.</p>



<p class="wp-block-paragraph">Hundreds of people lined up on both sides of the road from the Leh airport to Dalai Lama’s abode to greet him.</p>



<p class="wp-block-paragraph">Thousands of devotees, Tibetans, Ladakhis, monks, nuns, students and tourists gave a jubilant welcome to the Dalai Lama.</p>



<p class="wp-block-paragraph">Large crowds gathered along the route from the airport to offer traditional khatags and prayers in reverence to His Holiness. Students from various schools, members of the Tibetan community, and local Ladakhi residents lined the roads, waving ceremonial scarves and expressing their heartfelt devotion and respect.</p>



<p class="wp-block-paragraph">While departing from Delhi in the morning, Dalai Lama was &nbsp;given a farewell by the Tibetan community. Dalai Lama had undergone a knee surgery during his Delhi visit.</p>



<p class="wp-block-paragraph">During his stay in Leh, Dalai Lama will deliver religious teachings, meet the locals and also visit Kargil.</p>

<p class="wp-block-paragraph">The Ladakh Administration has imposed a total penalty of Rs 2 lakh on four tourists for illegally driving vehicles into Pangong Lake and protected wildlife areas, in its first major enforcement action against off-roading in ecologically sensitive zones.</p>



<p class="wp-block-paragraph">Acting strictly against the rising menace of illegal off-roading, including cases of tourists driving cars in the ecologically sensitive lakes and river streams in Ladakh, the Ladakh Administration, on the directions of Lieutenant Governor VK Saxena, has, for the first time, begun prosecuting and imposing hefty penalties on erring drivers.</p>



<p class="wp-block-paragraph">On June 26, the Wildlife Department of Ladakh imposed a penalty of Rs 50,000 each on four vehicles that were found violating the provisions of the Wildlife (Protection). The offending vehicle owners from Himachal Pradesh, Chandigarh, Punjab and Uttar Pradesh were penalised for driving their cars illegally into the Pangong Lake and other protected wildlife zones in Changthang and Nubra in the last few days.</p>



<p class="wp-block-paragraph">The total penalty imposed on them amounts to Rs 2 lakh. The penalty imposed on offending drivers reaffirms the Administration&#8217;s commitment to protecting Ladakh&#8217;s fragile ecosystem and endangered wildlife.</p>



<p class="wp-block-paragraph">While cases of such illegal off-roading and stunts have been on the rise in recent times in Ladakh, it is for the first time that such a strict penalty has been imposed on the miscreants. In these cases, all four vehicles were impounded by officials after a thorough investigation, and their vehicles were released only after the penalty was paid.</p>



<p class="wp-block-paragraph">The action follows a series of violations detected by wildlife officials during routine patrolling and through social media surveillance and reported to the LG Secretariat. The violations were reported at four separate locations under the Leh Wildlife Division—Merak and Lukung along the ecologically sensitive shores of Pangong Lake, Nurboo La in Hanle, and Sumur in Nubra Valley.</p>



<p class="wp-block-paragraph">L-G Saxena reiterated that while Ladakh warmly welcomes visitors from across the country and the world, tourists must be responsible and environmentally conscious. He urged tourists, adventure enthusiasts and vehicle owners not to venture into protected wildlife habitats, as such activities not only disturb endangered species and damage fragile ecosystems but also harm the sanctity of tourist places.</p>



<p class="wp-block-paragraph">In the latest incident, on 23 June 2026, wildlife staff detected a Mahindra Thar (PB 11DD 7773) being driven off-road near Merak into the waters of the Pangong Lake. The driver had deliberately taken the vehicle into the water for stunt purposes, causing damage to critical wildlife habitat and polluting the lake. The driver was found prima facie guilty under the Wildlife (Protection) Act, and later, the vehicle was seized.</p>



<p class="wp-block-paragraph">Similarly, on 21 June 2026, wildlife authorities acted swiftly after a video surfaced showing a Hyundai Creta (UP 81DD 4592) engaged in off-road driving near Lukung along Pangong Lake, within the Changthang Cold Desert Wildlife Sanctuary. The vehicle was finally intercepted at Zingral, Changla Pass, the same day and impounded.</p>



<p class="wp-block-paragraph">Earlier, on 20 June 2026, another social media video showed a Mahindra Thar (PB-65BL-8698) driving through a stream inside the Karakoram (Nubra-Shayok) Wildlife Sanctuary, causing damage to the habitat and ecological integrity of the protected area. Following sustained intelligence gathering through local police, the vehicle was later intercepted and impounded at Kharu on 21 June.</p>



<p class="wp-block-paragraph">Similarly, on 17 June 2026, a viral video circulating on social media showed a Toyota Fortuner (HP 37H 7888) being driven off-road near Nurboo La inside the Changthang Cold Desert Wildlife Sanctuary, with the driver reportedly chasing a Tibetan Gazelle. Wildlife officials immediately launched an overnight search in coordination with the Police and traced the vehicle outside a homestay in Hanle on the morning of 18 June.</p>



<p class="wp-block-paragraph">Subsequently, the four offenders paid the penalty of Rs 50,000 each and got their vehicles released.</p>



<p class="wp-block-paragraph">The Lieutenant Governor emphasised that off-road driving within or in the vicinity of protected areas is a punishable offence under the Wildlife (Protection) Act, 1972, and warned that stringent action would continue against all such violators.</p>

<p class="wp-block-paragraph">During the visit, the Union Ministers interacted with local residents, MY Bharat volunteers, ITBP personnel, Army officers, and other stakeholders at the Community Hall, reaffirming the Government of India&#8217;s commitment to the holistic development of border villages and empowering youth through active community participation.</p>



<p class="wp-block-paragraph">As part of the programme, they participated in a plantation drive, emphasizing the importance of environmental conservation and sustainable development in the ecologically sensitive border region. The initiative reflected the Government&#8217;s commitment to promoting a greener and more sustainable future for the Vibrant Villages.</p>

<p class="wp-block-paragraph">The Army Chief General Upendra Dwivedi reviewed the security situation and operational preparedness in Ladakh, urging troops to remain mission-focused amid evolving security challenges while recognising exemplary soldiers and veterans for their distinguished service.</p>



<p class="wp-block-paragraph">He was briefed on the prevailing security situation, operational preparedness, infrastructure development and ongoing initiatives to enhance surveillance, mobility and integrated operational capabilities.</p>



<p class="wp-block-paragraph">During the visit, the Army Chief commended all ranks of the Corps for their exceptional professionalism, unwavering dedication and steadfast commitment while operating in one of the world&#8217;s most challenging terrains. He exhorted them to remain mission-focused, operationally agile and ever prepared to meet emerging security challenges.</p>



<p class="wp-block-paragraph">General Dwivedi also felicitated five distinguished Veterans – Colonel Tondup Wangail (Retd), Major Rinchen Dolma Kolto (Retd), Subedar Major (Honorary Captain) Sonam Morup (Retd), Subedar Major (Honorary Captain) Tashi Chhepal, VrC (Retd) and Naik Ghulam Haider (Retd), during his visit to the Fire and Fury Corps, in recognition of their exceptional contributions towards veterans&#8217; welfare, healthcare, community development and nation building.</p>



<p class="wp-block-paragraph">Through their selfless initiatives, the awardees have transformed healthcare delivery in remote regions of Ladakh, expanded outreach to Ex-Servicemen and Veer Naris, promoted skill development and self-reliance, secured land and welfare measures for veteran families, strengthened community welfare, and provided steadfast support to veterans requiring medical care.</p>



<p class="wp-block-paragraph">General Dwivedi visited the LADAKH SCOUTS Regimental Centre where he was briefed on training initiatives, operational capabilities, regimental developments and civil-military synergy with the Ladakh Administration. He also reviewed the upgraded Mutup Sanghralaya, including the newly established “Chief&#8217;s Corner”, showcasing the legacy of the Chief of the Army Staff.</p>



<p class="wp-block-paragraph">The Army Chief commended the training faculty and staff for their dedication and professionalism in shaping disciplined &amp; resilient soldiers. He also lauded all ranks of the LADAKH SCOUTS for their operational excellence, unwavering commitment and high state of readiness in the challenging terrain of Ladakh.</p>

<p class="wp-block-paragraph">The Union Territory of Ladakh is all set for a massive transformation in the Power Sector, with completion of three major power transmission projects, connecting strategically significant areas like Zanskar, Nubra and Siachen Base Camp, by September-end this year.</p>



<p class="wp-block-paragraph">The key power infrastructure projects being implemented under the Prime Minister&#8217;s Development Package (PMDP), will ensure an uninterrupted power supply to Zanskar and Nubra up to Siachen Base Camp, reducing the dependence on diesel generators for electricity, and contributing to the Hon’ble Prime Minister’s vision of carbon-neutral Ladakh. With this achievement, six out of the seven districts in Ladakh, barring Changthang, will be connected to power grid.</p>



<p class="wp-block-paragraph">Lt. Governor VK Saxena was recently briefed about the status of these power infrastructure projects by the Chairman and Managing Director, REC Limited, and Joint Secretary (Transmission), Ministry of Power, Government of India, in a review meeting.</p>



<p class="wp-block-paragraph">These projects include the construction of a 189-kilometre-long 220 KV transmission line from Drass to Padum and a 79-kilometre-long 220 KV transmission line from Phyang to Disket, both targeted for completion by September 2026. The sanctioned cost of the projects stands at Rs 1,925 crore. Under these projects, remote and strategic areas such as Siachen and Padum will be electrified round-the-clock, providing power connectivity in strategic border areas.</p>



<p class="wp-block-paragraph">Saxena underscored the critical importance of completing all projects within the stipulated timelines to ensure uninterrupted and reliable electricity supply to every part of Ladakh, particularly its remote and border areas.</p>



<p class="wp-block-paragraph">The Lieutenant Governor was informed that several strategically important regions, including Nubra, Changthang and Zanskar, are presently not connected to the national power grid and continue to depend on limited local generation sources, resulting in constrained and intermittent power supply. The projects will significantly expand power infrastructure across Ladakh&#8217;s remote regions. In Zanskar, four substations will be established to ensure that electricity reaches all parts of the valley.</p>



<p class="wp-block-paragraph">Similarly, two substations at Siachen Base Camp and Partapur will be constructed in Nubra. In Changthang, eight substations are proposed under the 66 KV transmission network, including Durbuk, Phobrang, Chushul, Mudh-Nyoma, Korzok, Hanle, Koyul and Chumathang, which will substantially improve power accessibility across the vast high-altitude plateau.</p>



<p class="wp-block-paragraph">“Reliable and uninterrupted electricity is not merely an infrastructure necessity; it is critical for education, healthcare, livelihoods, tourism, digital connectivity and economic opportunities, along with supporting tourism, entrepreneurship and local economic activities in these remote areas. Connecting areas like Nubra and Zanskar to the grid for the first time will mark a historic milestone in Ladakh&#8217;s development journey. These projects are of immense strategic and developmental significance, which will benefit every household and every village in Ladakh from round-the-clock electricity and the opportunities it brings,” said Saxena.</p>



<p class="wp-block-paragraph">Emphasising the strategic importance of the projects, Saxena noted that the transmission lines and substations would significantly strengthen infrastructure in border areas, improve the living conditions of local communities and contribute to inclusive development across Ladakh&#8217;s farthest regions. The Lieutenant Governor directed all implementing agencies to maintain close coordination and ensure the timely execution of the projects so that the people of Ladakh, particularly those residing in remote and border areas, can benefit from a reliable, round-the-clock electricity supply at the earliest.</p>

<p class="wp-block-paragraph">In a significant step towards bolstering the response to drug trafficking in UT of Ladakh, Lieutenant Governor, Vinai Kumar Saxena, has approved the constitution of a Screening Committee, under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act, 1988.</p>



<p class="wp-block-paragraph">The Screening Committee will conduct a prior scrutiny of detention proposals from sponsoring agencies, such as police, NCB, customs, etc. in drug trafficking-related cases. It will examine evidence, the gravity of offenses, assess the adequacy of material placed on record and make appropriate recommendations to the competent authority as to whether the accused poses a genuine threat to public order and if preventive detention is strictly necessary. The Committee will also facilitate inter-agency coordination and strengthen the overall enforcement framework against organised drug trafficking in the Union Territory.</p>



<p class="wp-block-paragraph">The PITNDPS Act, 1988, provides for preventive detention of persons engaged in illicit trafficking of narcotic drugs and psychotropic substances. However, at present, the Union Territory of Ladakh does not have a formally constituted Screening Committee for prior scrutiny of detention proposals under the PITNDPS Act. The absence of such an institutional mechanism could potentially lead to procedural inconsistencies and increase the likelihood of detention orders being challenged on legal and procedural grounds.</p>



<p class="wp-block-paragraph">Recognising this gap, and drawing upon the best practices adopted across the country, L-G Saxena has approved the constitution of the Screening Committee to ensure due diligence, procedural uniformity and reinforce the legal sustainability of preventive detention orders.</p>



<p class="wp-block-paragraph">“Drug abuse poses a serious threat to our youth, and the social fabric of Ladakh. While rehabilitation and awareness remain equally important, there can be no compromise in our resolve to act firmly against those involved in illicit trafficking of narcotic substances. Preventive detention under the PITNDPS Act is an extraordinary legal measure and, therefore, every proposal must undergo rigorous scrutiny and legal examination, before such powers are invoked. The constitution of this Screening Committee will ensure procedural consistency, objective assessment and legal robustness in detention proposals. It will also ensure that every preventive action taken by the Administration, stands on the strongest legal footing,” said L-G Saxena.</p>



<p class="wp-block-paragraph">Over the past few months, Ladakh has witnessed an alarming rise in cases related to drug abuse and narcotic substances. Recognising the far-reaching consequences of drug abuse on individuals, families and society, the Administration has been pursuing a multi-pronged strategy encompassing prevention, awareness, rehabilitation and stringent enforcement measures to curb the menace.</p>



<p class="wp-block-paragraph">The move is also in line with evolving practices adopted by several States and Union Territories, which have constituted similar committees comprising senior police officers, legal experts and representatives of enforcement agencies to scrutinise detention proposals before they are placed before the competent authority. Such mechanisms have emerged as important procedural safeguards to ensure that preventive detention powers, which are exceptional in nature, are exercised only after careful and objective examination of all relevant material.</p>

<p class="wp-block-paragraph">Illegal mining, long a concern in Kashmir and Jammu, has now surfaced in the sensitive border regions of Ladakh near the Line of Actual Control (LAC) with China. Acting against the menace, authorities in Durbuk launched a major enforcement drive, seizing three JCB machines and seven tippers allegedly involved in unauthorized extraction and transportation of minerals.</p>



<p class="wp-block-paragraph">The sand and mineral mafia has not spared even the ecologically fragile and strategically sensitive areas near the India-China Line of Actual Control (LAC) that are no more immune to illegal mining.</p>



<p class="wp-block-paragraph">In a decisive move to curb illegal mining activities and ensure strict compliance with environmental regulations, the Sub-Divisional Magistrate (SDM), Durbuk, in coordination with the Deputy Director Mining, Ladakh, conducted a major enforcement drive across the sub-division.</p>



<p class="wp-block-paragraph">During the operation, authorities seized 03 JCB machines and 07 transport tippers that were found operating without valid minor mineral transit passes. The action was taken to prevent unauthorized extraction and transportation of mineral resources.</p>



<p class="wp-block-paragraph">The enforcement team also imposed substantial financial penalties on the violators based on the quantity of illegally extracted material, reinforcing the administration&#8217;s zero-tolerance approach towards illegal mining.</p>



<p class="wp-block-paragraph">Additionally, strict warnings were issued to local contractors and commercial operators, directing them to adhere to all mining regulations and environmental protection guidelines. The administration emphasized that any future violations will invite stringent legal action.</p>



<p class="wp-block-paragraph">The SDM Durbuk reiterated the administration&#8217;s commitment to safeguarding natural resources, maintaining ecological balance, and ensuring that all mining activities within the sub-division are carried out in accordance with the law.</p>

<p class="wp-block-paragraph">The banks of the sacred Sindhu River came alive with chants, prayers, and vibrant cultural performances as the 30th Sindhu Darshan Yatra and the inaugural Pratham Sindhu Kumbh 2026 began at Sindhu Ghat in Leh on Tuesday.</p>



<p class="wp-block-paragraph">Hundreds of devotees, spiritual leaders, diplomats, and visitors from across India and abroad gathered for the five-day festival celebrating spirituality, national unity, and Ladakh&#8217;s rich cultural heritage.</p>



<p class="wp-block-paragraph">The 30th edition of the Sindhu Darshan Yatra and the inaugural Pratham Sindhu Kumbh 2026 being organised by the Sindhu Darshan Yatra Samiti, will continue until June 27, bringing together devotees, spiritual leaders, dignitaries, and visitors from across the country.</p>



<p class="wp-block-paragraph">The inaugural ceremony was attended by the Union Minister of State for Consumer Affairs, Food and Public Distribution, Smt. Nimuben Jayantibhai Bambhaniya, who joined the devotees in celebrating India&#8217;s rich spiritual and cultural heritage. The event is being organised under the theme “One India, Shreshtha Bharat”, reflecting the values of national unity, cultural diversity, and social harmony.</p>



<p class="wp-block-paragraph">A grand Kalash Yatra, carrying sacred waters from different parts of the country, marked the beginning of the celebrations. Devotees ceremonially offered the holy waters to the sacred Sindhu River, symbolising national integration and the spiritual bond that unites people across regions, languages, and traditions.</p>



<p class="wp-block-paragraph">Lieutenant Governor of UT Ladakh attended the Pratham Sindhu Kumbh, commemorating the 30th anniversary of the annual Sindhu Darshan, and highlighted the event as a unique opportunity to experience Ladakh&#8217;s rich culture, vibrant traditions, and spiritual heritage.</p>



<p class="wp-block-paragraph">Addressing the gathering, the LG urged visitors to support the ban on single-use plastics and maintain cleanliness to preserve Ladakh&#8217;s pristine environment and the sanctity of the sacred Sindhu River.</p>



<p class="wp-block-paragraph">Artists from Ladakh, Odisha, Punjab, Tamil Nadu, Manipur, Gujarat, and Uttar Pradesh enthralled the audience with vibrant cultural performances, showcasing the rich diversity of India&#8217;s traditions and adding colour and grandeur to the celebrations.</p>



<p class="wp-block-paragraph">The Pratham Sindhu Kumbh stands as a confluence of spirituality, culture, and community spirit, showcasing the timeless traditions and warm hospitality of Ladakh.</p>



<p class="wp-block-paragraph">LG Saxena said that the Sindhu River, the cradle of the Indus Valley Civilization and a lifeline of ecology and livelihoods, symbolises India’s unity, heritage&nbsp; and spirituality.</p>



<p class="wp-block-paragraph">Since 1997, Sindhu Darshan has grown into a vibrant Mahakumbh, embodying Ek Bharat Shreshtha Bharat, envisioned by Hon’ble PM Shri Narendra Modi. Devotees merging waters from rivers across India with the Sindhu, reflect our diversity flowing into one national stream, alongside giving a call for environmental sustainability.</p>



<p class="wp-block-paragraph">“I am confident that events like Sindhu Darshan, apart from positioning Ladakh as a hub of eco-spiritual tourism, would strengthen local economies, and enhance Ladakh’s global popularity as a land of peace and reflection”, he said.</p>



<p class="wp-block-paragraph">&nbsp;He urged visitors to preserve Ladakh&#8217;s fragile ecosystem by maintaining cleanliness and respecting the region&#8217;s environmental regulations, including the ban on single-use plastic.</p>



<p class="wp-block-paragraph">Speaking on the occasion, Vijender Gupta said that the Sindhu Darshan Yatra continues to strengthen the emotional and cultural bond among the people of India and has grown into a significant national event over the years.</p>



<p class="wp-block-paragraph">The programme was attended by the Lieutenant Governor of Ladakh, spiritual leaders, public representatives, and several distinguished guests, including former Chief Executive Councillor of LAHDC Leh Tashi Gyalson, His Eminence Palga Rinpoche, Vijender Gupta, Speaker of the Delhi Legislative Assembly, renowned spiritual leader Swami Avdheshanand Giri Ji Maharaj, Dr. Indresh Kumar, and other eminent personalities.</p>

<p class="wp-block-paragraph">Among those present to receive the Hon’ble Minister were Director, FCS&amp;CA, Tahir Hussain; Assistant Director, FCS&amp;CA, Ruth Mary; General Manager, FCI J&amp;K (Region), L. <p class="wp-block-paragraph">Lieutenant Governor, Vinai Kumar Saxena, today inaugurated a newly created water body under Project Him Sarovar at Spituk Pharka in Leh, paving the way for the commencement of agricultural activities in the region after ages. This is the first of the four water bodies being created at the site under Project Him Sarovar. Another three water bodies are nearing completion and will be operationalised soon.</p>



<p class="wp-block-paragraph">Saxena, immediately upon assuming charge as L-G Ladakh on 13 March 2026, had adopted a mission-mode approach to address Ladakh&#8217;s water scarcity challenges and strengthen long-term water security in the region and conceptualised Project Him Sarovar.</p>



<p class="wp-block-paragraph">Project Him Sarovar was launched by Saxena on April 10. The water body at Spituk Pharka, at an altitude of 11,500 feet, has been completed and inaugurated in just 60 days. The newly created reservoir is expected to benefit thousands of farmers by ensuring an adequate water supply to irrigate agricultural fields in the Spituk area, which has been barren for ages.</p>



<p class="wp-block-paragraph">Measuring 60 x 40 metres and 2 metres deep, this pond can hold nearly 60 lakh litres of water for long-term water security in the region. The locals, led by the Numberdar (village head), expressed sincere gratitude to the LG, saying this initiative was unprecedented in Ladakh and would help ensure water and agricultural security and sustainability in the high-altitude villages of Ladakh.</p>



<p class="wp-block-paragraph">Reflecting on his 100-day journey, LG Saxena, while addressing the gathering, described Project Him Sarovar as a historic initiative and the result of collective efforts towards efficient water management, climate resilience and prosperity of the people of Ladakh. He observed that in a region where water availability has become one of the most pressing challenges, the project represents a practical and scientific solution to strengthen water security and safeguard livelihoods.</p>



<p class="wp-block-paragraph">Saxena expressed satisfaction that the reservoir, initially scheduled for completion in ninety days, had been completed in just sixty days, reflecting the dedication, sincerity and hard work of engineers, field staff and local communities.</p>



<p class="wp-block-paragraph">The Lieutenant Governor noted that the completion of the reservoir on the day he completed one hundred days in office was symbolic of the Administration&#8217;s commitment to translating vision into action and delivering tangible benefits to the people in a time-bound manner.</p>



<p class="wp-block-paragraph">Noting that the true strength of Ladakh lies in its people, LG Saxena highlighted that meaningful development requires active community participation and collective ownership.</p>



<p class="wp-block-paragraph">Highlighting key achievements of the Administration, Saxena informed that under the Sindhu Jal Samriddhi Abhiyan, the country&#8217;s first Himalayan Rock Check Dam has been constructed to strengthen water and agricultural sustainability in Ladakh, with four additional check dams planned in the near future. He also referred to the revival of the 43-kilometre-long Igoo-Phey Canal and the 2.1-kilometre-long Mahey Canal, which are enhancing irrigation and agricultural productivity in high-altitude regions.</p>



<p class="wp-block-paragraph">Saxena reiterated that environmental protection has remained one of the foremost priorities of his Administration. Recognising Ladakh&#8217;s fragile ecology and increasing vulnerability to climate change, he informed that more than 35,000 saplings have been planted in just one hundred days, laying the foundation for a greener and more climate-resilient Ladakh.</p>



<p class="wp-block-paragraph">The Lieutenant Governor further highlighted initiatives aimed at strengthening tourism, improving livelihoods and accelerating economic development, including simplified licensing and registration procedures for hotels and tour operators, integration of twenty-three government services across thirteen departments on a digital platform under Ease of Doing Business reforms, agreements for export of Ladakhi apricots and improving livelihoods in border villages, development of Chumur under the Vibrant Village Programme and the preparation of Ladakh&#8217;s first-ever Master Plan.</p>

<p class="wp-block-paragraph">In a remarkable display of endurance and camaraderie, Indian Army personnel and their canine companions observed International Yoga Day at the Siachen Glacier, the world&#8217;s highest battlefield, on Sunday.</p>



<p class="wp-block-paragraph">The event took place at an altitude exceeding 18,000 feet, where soldiers and military working dogs braved freezing temperatures and harsh weather conditions to participate in yoga activities. The Army’s specially trained sniffer dogs, deployed in the challenging Siachen sector, joined their handlers in the observance, creating a rare spectacle amid the snow-covered Himalayan landscape.</p>



<p class="wp-block-paragraph">Surrounded by towering peaks and vast expanses of ice, the participants highlighted the significance of yoga in maintaining physical fitness, mental strength and emotional balance under extreme conditions. The session reflected the values of discipline, concentration and resilience that are essential for personnel serving in one of the toughest operational environments in the world.</p>



<p class="wp-block-paragraph">The celebration also showcased the close bond between the handlers and their canine partners, whose contributions are vital in various operational roles in the high-altitude region.</p>



<p class="wp-block-paragraph">The unique Yoga Day observance at Siachen served as a testament to the determination and indomitable spirit of the Indian Army and its four-legged warriors, demonstrating that the pursuit of well-being transcends even the harshest of terrains</p>



<p class="wp-block-paragraph">The International Yoga Day was celebrated by the troops of the Fire &amp; Fury Corps across the Ladakh region, including Leh and Kargil.</p>



<p class="wp-block-paragraph">The troops practiced Yoga across some of Ladakh&#8217;s most challenging high-altitude locations, including Pangong Tso, Galwan, Marsimik La, Durbuk, Tangtse and Karu.</p>



<p class="wp-block-paragraph">Amidst rugged terrain and extreme weather conditions, soldiers performed yoga sessions, embracing the values of resilience, mental fortitude, physical fitness and self-discipline that underpin operational readiness. The observance reflected the harmony between physical endurance, mental well-being and a balanced way of life.</p>



<p class="wp-block-paragraph">Yoga was also practiced across the remote Changthang Region of Ladakh, including Rezang La, Tangtse, Punguk, Hanle, Karzok, Mudh, Chumathang, Hemya and Kiari.</p>



<p class="wp-block-paragraph">Practising yoga amidst the rugged high-altitude terrain, soldiers embraced the holistic benefits of yoga that extend beyond physical fitness to mental well-being, emotional stability and inner balance.</p>

<p class="wp-block-paragraph">Using or selling “single-use Plastic” and littering at public places in Ladakh will now attract a stringent penalty, with the Lt. Governor, Vinai Kumar Saxena, ordering a strict ban on identified Single-Use Plastic items across the UT of Ladakh. Now, any individual or commercial establishment and institutions like hotels/eateries, found violating the single-use plastic ban, will be imposed an environmental penalty of Rs 10,000, while littering would attract a penalty of Rs 5,000.&nbsp; Besides, random checks for single-use plastics will be done at the Leh Airport and the entry points to Ladakh.</p>



<p class="wp-block-paragraph">This comes as a firm, decisive step towards strengthening environmental protection and preserving Ladakh&#8217;s fragile Himalayan ecosystem that is facing challenges due to the rampant disposal of hazardous single-use plastic and littering in the open, particularly around popular tourist spots.</p>



<p class="wp-block-paragraph">The approved framework strictly prohibits the use, sale, storage, stocking, distribution, transportation and supply of all identified Single-Use Plastic items, including plastic cutlery, cups, plates, straws, trays, wrapping films, thermocol decorations, plastic flags, plastic stirrers and plastic banners below the prescribed thickness.</p>



<p class="wp-block-paragraph">Recognising the need for a robust and effective enforcement mechanism, the Lieutenant Governor, for the first time, has also authorised a wide range of district and field-level functionaries to inspect, detect violations, issue challans, and recover penalties for such littering and plastic-related violations. The new enforcement framework also permits inspections, surprise checks, videography, photography, CCTV footage and other legally admissible electronic evidence for initiating proceedings against violators.</p>



<p class="wp-block-paragraph">The officers authorized to prosecute the violators for littering and plastic-relation violations, include: Sub Divisional Magistrates, Tehsildars, Executive Magistrates, District Officers of the Ladakh Pollution Control Committee, Assistant Directors of the Tourism Department, District Panchayat Officers (DPOs), Block Development Officers (BDOs), Executive Officers Municipal Committees, Range Officers, Foresters and Guards of the Forest Department and the Environment Protection Force comprising of ex-servicemen and wildlife stewards.</p>



<p class="wp-block-paragraph">LG VK Saxena said that the ban on Single-Use Plastics and littering is aimed at promoting responsible tourism in Ladakh and ensuring that Ladakh&#8217;s breathtaking landscapes remain clean, unspoilt and ecologically resilient, despite increasing tourist footfall. He urged locals as well as tourists to refrain from littering and spoiling the serene landscapes of Ladakh.</p>



<p class="wp-block-paragraph">&#8220;Ladakh’s pristine environment and natural beauty are our greatest treasures, and it is our collective responsibility to preserve them for the tourists visiting Ladakh. As we strive to develop Ladakh into a world-class tourist destination, we must ensure that development goes hand in hand with environmental responsibility. The strict enforcement against Single-Use Plastics and littering is not merely a regulatory measure, but a commitment to safeguarding Ladakh&#8217;s ecological heritage and promoting a culture of environmental responsibility and sustainability,&#8221; said Saxena.</p>



<p class="wp-block-paragraph">Ladakh, known globally for its pristine landscapes, high-altitude wetlands, glaciers and unique biodiversity, remains particularly vulnerable to plastic pollution due to its fragile ecosystem. Being non-biodegradable, Single-Use Plastics persist in the environment for decades, contaminating soil, air and water resources and causing long-term ecological damage. Improper disposal and burning of plastic waste also release hazardous chemicals and toxic substances, posing serious risks to human health, livestock and wildlife.</p>



<p class="wp-block-paragraph">Plastic waste entering streams, wetlands and glaciers is adversely impacting water quality and ecological processes, while littering degrades natural habitats and diminishes the aesthetic and environmental value of the region&#8217;s landscapes.</p>

<p class="wp-block-paragraph">A high-level preparatory meeting regarding the upcoming visit of His Holiness the 14th Dalai Lama to Ladakh on June 28 was held today under the chairmanship of Assistant Commissioner Revenue (ACR), Leh, Delex Namgyal to review arrangements and ensure smooth coordination among all concerned departments.</p>



<p class="wp-block-paragraph">The meeting was attended by the President, Ladakh Buddhist Association (LBA); President, Ladakh Gonpa Association (LGA); Chief Medical Officer (CMO), Leh; Additional Superintendent of Police (ASP), Leh; Chief Representative Officer, Tibetan Refugee (TR), Leh; Officers and officials from Traffic Police, Security, Public Works (R&amp;B), Public Health Engineering (PHE), Rural Development, Municipal Committee (MC), Department of Information and Public Relations (DIPR), along with other concerned officers and officials.</p>



<p class="wp-block-paragraph">During the meeting, detailed discussions were held on the various preparatory measures required for the visit of His Holiness. Special emphasis was laid on route arrangements, security deployment, crowd management, traffic regulation, and logistical coordination to ensure the visit is conducted in a smooth, dignified, and well-organized manner.</p>



<p class="wp-block-paragraph">LBA President, Tsering Dorjay Lakrook highlighted several important requirements and requested timely arrangements for the successful conduct of the visit. He also apprised the meeting of subsequent coordination meetings to be held in the coming days for further planning and execution.</p>



<p class="wp-block-paragraph">The LBA was requested to submit a formal list of requirements to facilitate coordinated arrangements by the concerned departments. Medical preparedness was also reviewed in detail, with the Health Department being asked to share duty rosters and ensure the availability of adequate medical personnel and emergency response facilities.</p>



<p class="wp-block-paragraph">The meeting further stressed the importance of maintaining cleanliness and proper upkeep of all venues associated with the visit, including the teaching venue at Jivetsal and the residence of His Holiness. Departments concerned were directed to ensure sanitation, water supply, and related civic amenities are maintained at the highest standards.</p>



<p class="wp-block-paragraph">It was also decided that another review meeting would be convened to assess security upgradation measures, rechecking of CCTV surveillance systems at both the residence and Jivetsal, and arrangements related to vehicle passes and access control.</p>



<p class="wp-block-paragraph">Additionally, preliminary discussions were held regarding the grand celebrations of the 91st birthday of His Holiness the Dalai Lama on July 6, with stakeholders emphasizing coordinated efforts to ensure the event is observed in a befitting and memorable manner.</p>



<p class="wp-block-paragraph">All departments were directed to maintain close coordination and ensure timely execution of assigned responsibilities for the successful conduct of these significant events.</p>
