Delineation of Gair Mumkin Khads in J&K gets delayed, deadline extended

Since the process of demarcation and delineation of Gair Mumkin Khads/ Daryas/ Nallahs in Jammu and Kashmir is not completed, government has extended timeline for the same.

Procedure for the demarcation of Gair Mumkin Khads which are not the part of water channels but have been recorded in revenue records is yet not finished by the concerned authorities raising pointers towards the lackadaisical approach of concerned officials in J&K.

As per Daily Excelsior, particularly delay in hiring the private agencies for generating digital maps even as the maximum area falling within the jurisdiction of Jammu Municipal Corporation (JMC) has been covered and put to public domain for inviting public objections and claims, very less work has been completed.

The approved procedure provides for Khasra-wise delineation by the internal departmental committees using GPS for generation of digital maps, conducting actual spot verification to establish desirable width of water course/channels especially in the proprietary lands, and removal of illegal encroachments on identified water courses through remedial action. The exercise is being conducted in a phased manner, starting from districts of Jammu, Samba and Kathua and then remaining districts in one year.

 The scheduled time period for the procedure for demarcation of Gair Mumkin Khads in Jammu, Samba and Kathua was to be completed within three months i.e. by or before May 4 but there very less work has been done in all the three districts, except in the area under the jurisdiction of JMC.

Vijay Kumar Bidhuri, Commissioner /Secretary of the Revenue Department told Excelsior that due to some technical reasons field agencies had to face difficulties but all the impediments have been now removed and the concerned authorities have been directed to speed up the work for completion of the task within one month.
