There has been no progress on working out of pay scale for several categories of various posts created in newly developed medical colleges in Jammu and Kashmir by the Health and Medical Education (H&ME) Department.  Despite of the fact that this matter has been highlighted several times but there is no further action taken in this regard.

Employees are facing troubles despite finance department has put light on this that no recruitment rules are made for Non-Gazetted posts in new medical colleges.

Due to prolonged delay, employees have been in lurch and are shifting to other department where the pay is higher for the same, thus creating shortage of Non-Gazetted employees. The lackadaisical approach of H&ME department, employees have been shifting to various other departments.

As per reports, Vocational Counsellors of GMC Baramulla, Anantnag, Kathua and Doda along with other employees such as store-keepers, Health Inspectors, Audio and Video technicians as well as Matrons have brought the matter to the department stating that there is an anomaly in their present pay grade while urging the authorities to bring their pay scale at par with the Non-Gazetted employees of GMC, Srinagar and Jammu. The employees said that it has been more than three years since the Medical Colleges in J&K have been established but recruitment rules for the Non-Gazetted employees are not in place. Financial Commissioner, H&ME Vivek Bhardwaj told Excelsior that the matter is now again being taken up with the Finance Department for the resolution of the issue.
