J&K Assembly’s budget session to begins March 03 with LG’s Address

Jammu : The Jammu and Kashmir Assembly is set to commence its Budget Session on March 3, 2025, marking a significant milestone as the first budget presentation under Chief Minister Omar Abdullah’s National Conference government since it assumed power in October 2024. Lieutenant Governor Manoj Sinha will open the session with his address at the Legislative Assembly Complex in Jammu, as announced in an official bulletin.

The session, expected to span three weeks, holds particular significance as it represents the first budget to be presented in the Assembly since the region’s transition to Union Territory status. Chief Minister Abdullah, who also holds the Finance portfolio, will present the budget, which requires legislative approval before March ends. This marks Abdullah’s first budget presentation, though he previously served as Chief Minister from 2009 to 2014, overseeing other key departments like Home and General Administration.

The Assembly Secretariat has issued guidelines for members, limiting them to 10 starred and 10 unstarred questions, three bills by February 10, and four resolutions by February 16. This session follows the Assembly’s brief November meeting in Srinagar, which was held shortly after the formation of the NC-led government. It’s worth noting that the previous five budgets were passed by Parliament during the period of central rule, following the revocation of Article 370 in August 2019 that led to the bifurcation of the former state into two Union Territories.

The upcoming budget session represents a return to local governance after six years of central administration, marking a new chapter in Jammu and Kashmir’s administrative history since its reorganization in 2019. The session builds upon the momentum established during the Assembly’s first meeting under the new government, which took place in Srinagar from November 4 to 8, 2024.
