The Deputy Commissioner of Jammu Sushma Chauhan on Sunday ordered complete restriction on movement of people and vehicles from 6 pm on all Fridays to 6 am on Monday. The decision has come in wake of rising Covid-19 cases.
The order by Deputy Commissioner reads as under:
Whereas, it has been made to appear to me, in view of the situation emerging due to COVID-19 in and around District Jammuin the recent days, that there is sufficient ground for proceeding under Section 144 of CrPC for immediate prevention or speedy remedy is desirable to prevent danger to human life, health or safety; and
2.Whereas, section 34 of the Disaster Management Act, 2005,also empowers the undersigned to issue certain directions for safety and preventing any harm to human life; and
3.Whereas it has been felt, based on wider consultation with the Chief Medical Officer, Sr. Epidemiologists and other health professionals, that stricter social distancing norms during the weeks days and strict lockdown during weekends need to be followed toprevent any further spike in the COVID cases.
4.Now, therefore,I, Sushma Chauhan, IAS, District Magistrate, Jammu, vide powers conferred upon me under section 144 of CrPC read with section 34 of the Disaster Management Act, 2005, do hereby order the following, from 6 pm on all Fridays till 6 am on all Mondays, beginning from the Friday falling on 24/7/2020:-

b. Only local Chemist, fruits, vegetables and dairy shops can remain accessible for community needs and;
c. The passengers coming out from and going to the Airport/Railway station shall be permitted to move on production of tickets. The staff deployed at Airport/Railway station(public officials and belonging to Airlines) shall be allowed to move on production of valid ID proof;
d. That government employees of essential services’ departments(including Medical Services)or such other departments as required by government shall be permitted to move on production of ID proofs;
e. No kind of curfew pass etc., shall be issued;vi.There shall be no restriction on the movement of goods carriers/Oil/LPG tankers.
5. Since, it is not possible to serve prior notice of this order, it is as such being issued ex-parte. Any violation of this order shall invite punitive action under section 188 of Indian Penal Code and relevant provisions of the Disaster Management Act, 2005.6.This order shall be widely circulated for information of all by the Director, Information and Public Relations
