Defying rules, skill development department in J&K promotes ‘influential’ employees

The Department of Skill Development has once again promoted blue-eyed officials while defying the rules. The same has been done through an order dated February 16.

Principal Secretary, Skill Development Department, Asgar Hassan Samoon issued the order to promote influential employees. The officials who got promoted are Imtiyaz Ahmad Mir-Surveyor, Parvez Iqbal Bhat-Junior Engineer, Archana-Junior Engineer and Ishfaq Ahmad Reshi-Junior Engineer. The promotion of these officials has been done with certain conditions which are mentioned in the order.

Sources informed that Parvez and Imtiyaz were promoted as Junior Engineer and Supervisor respectively in 2017. It was done by the then Director Technical Education, defying seniority and recruitment rules that govern the SSR of Technical Education.

According to the sources, the diploma certificates on the basis of which these officials were earlier promoted as Junior Engineer and Supervisor/Surveyor and now Superintendent are not authentic because they were neither deputed by the government for higher education nor did they apply for any study leave for applying for any training.

Sources said that the government has not approved their deputation but since they are influential, the then Director Technical Education illegally promoted them violating the seniority and recruitment rules. On many occasions, the matter regarding illegal promotion of these both were also brought before the government.

Sources alleged that rather than acting on the complaints and solving the problem, the government issued further promotion orders for blue-eyed employees with DDO powers.

Other than these employees, there are many officials in higher positions in the department who are acting as Heads of the Institutes and they too were promoted while violating the recruitment rules. These are Muzaffar Ahmad Shah, Principal ITI Anantnag, Bashir Ahmad Beigh Superintendent ITI Charar-e-Sharief and Javid Hussain Wani Superintendent ITI Kulgam.

Sources said that the trio was not eligible for the posts. These employees who got promoted have high political influence so the rules don’t matter for them. The officials who got promotion on February 16 are mostly junior with unauthorized certificates.

People are complaining that if an institution will be headed by illegally appointees then it can’t remain corruption free.
