Delay in implementation of town planning schemes in Jammu and Kashmir

Delay in implementing town planning schemes in Jammu and Kashmir is being continued since past two months. Despite of the fact that committee has been framed which is headed by Divisional Commissioners for formulation and implementation of Town Planning Schemes alongside the upcoming Ring Roads/green field and earmarked areas of the Master Plan and for drafting legislation for local area planning, the implementation on ground level is yet not done.

As per reports, Jammu Development Authority and Srinagar Development Authority with the help of Town Planning Organization Jammu as well as Kashmir will be the agencies for formulation of Town Planning Schemes and the steering committees can choose any member from any other department as per the requirement. But even after two months, steering committees have not taken any further action.

The steering committees are required to prepare the Town Planning Schemes for identified areas and submission of same to the Government as early as possible. Moreover, these committees have the mandate to implement approved Town Planning Schemes on ground including formulation of Special Purpose Vehicle for successful implementation. Town Planning Organization told Excelsior that they are prepared with the required information but the same can be shared and deliberated upon only when the steering committees start holding regular meetings.
