Finance department advises for timely payments of purchases on GeM portal

It has come to fore that several payments have been pending for the purchases made on Government e-Marketplace (GeM) and many payments have been made offline, the Finance Department had instructed the Administrative Secretaries to ensure rules are followed.

It has been informed to the Administrative Secretaries to instruct their subordinate officers regarding rules related to purchase on the GeM and payment procedure.

It has been stated that it is compulsory for the government departments to purchase Goods and Services through GeM only and all the Administrative Secretaries have been advised to direct their subordinate officer to generate GeM Availability Report and Past Transaction Summary for procurement outside GeM.

Further statement read that there are 2027 registered buyers on GeM in the Union Territory of Jammu and Kashmir, out of which over 1500 are active and around 400 are inactive and 3036 registered secondary buyers, and are all active.

Finance department said that around 24% of payments regarding purchases made on GeM are pending to date thus according to GeM rules, online payments shall be made within 10 days of the issuance of consignee receipt-cum-acceptance certificate.

Also statement read that many payments have been made offline but has not been updated on GeM portal.

The statement read that the subordinate officers are directed to release the payments on time as per the rules and also the same needs to reflect on the GeM Portal.
