J&K bureaucracy failed to carry out vision of PM Modi: Altaf Bukhari

Altaf Bukhari, the president of the J&K Apni Party and a former minister, claimed that the J&K bureaucracy is failing to carry out Prime Minister Narendra Modi’s plan to make Jammu and Kashmir the most developed part of the nation.

Bukhari told a news outlet that the goal of Prime Minister is to make J&K the most advanced Union Territory of the nation. Unfortunately, this vision couldn’t be carried out in the last four years. Although the PM’s vision for J&K is “great,” according to him, it is not being carried out in practise.

According to the former J&K minister, he believes that the bureaucracy in J&K operates like a “East India Company” and that officials from outside the UT hold important posts. Upon being asked about the change in state’s political landscape post-article 370, he says that the Central government now has a firm plan for J&K with no grey areas.

He also blamed the Central government for behaving as if conducting elections in J&K is a favour rather than a constitutional right of the people. Denial of this right is a “criminal act,” according to Bukhari. When asked why elections are being postponed, Bukhari responded that he believes Delhi is trying to “punish” the populace for transgressions that perhaps some leaders, but not the general populace, have done.

Discussing recent targeted killings, he described them as highly heinous acts that were committed by forces that are slowly dying. He says, however, that it is important to expose those who support such atrocities. However, according to Bukhari, since the BJP is directly in charge of J&K, blame for the security failure is also on it.

Dogra Hindus who have lived in J&K for years have also been slain by militants in the previous two years. Truck driver Satish Singh and teacher Rajni Devi recently became victim to such attacks.

Bukhari also addressed allegations of Apni Party being a proxy of BJP. He says that he met with the Prime Minister to discuss the problems of the J&K population. He says that when he met the PM on March 8, 2020, Apni Party was then referred to as the BJP’s B team. Later on June 24, 2021, when the PM extended an invitation to all political leaders, they all showed up. He asks whether they should be referred to as A, B, or C teams. Both  BJP and NC made an alliance in the past. Even now in the Kargil Hill Development Council, there is a partnership between NC and BJP.
