Monitoring Human Capital Index fails to receive attention in J&K

The much important aspect of monitoring Human Capital Index in Union territory of Jammu and Kashmir has been of least concern due to negligence of concerned officers.

Even though Human Capital Index one of the prior task of Union Ministry of Education and NITI Aayog but still proper attention has not been paid towards it’s monitoring, as per Daily Excelsior.

As per reports, Department of School Education and Literacy of the Ministry of Education, Government of India vide DO No.28-6/2020Stat.(E) dated August 5, 2021 asked the government of J&K to initiate monitoring Human Capital Index and share the relevant information with the Ministry. National Institute of Transforming India (NITI) Aayog is pushing on the constant monitoring of Human Capital Index to take necessary steps in time.

Vide Government Order No.854-JK(GAD) dated September 8, 2021, the School Education Department was designated as Nodal Department for monitoring of the Human Capital Index.

As per order, committee shall meet often and ensure implementation of the reform actions and submit its report to the School Education Department.

However, the committee has failed to start the task till date on the pretext that parameters for the task were not shared with it either by the General Administration Department and added that neither report has been submitted nor a single step to implement the directions of the Union Ministry and three months have lapsed in collecting of relevant information.

Human Capital Index measures the contribution of health and education to the productivity of individuals and measures amount of human capital that a child born today can expect to acquire by age 18 given the risks of poor health and poor education that prevail.
