Regularization of In-charge ZEOs pending since 14 years in J&K, delay in DPC meeting

Nearly 14 years have passed in-charge Zonal Education officers (ZEOs) have failed to get regularization for their services as School Education Department has failed to do so. This decision has been on waiting list as the Departmental Promotion Committee (DPC) meeting has not been conducted to confirm the in-charge ZEO.

President Officers Association of SED, ZEO Cadre, Kuldeep Singh told Greater Kashmir that since 14 years department is holding back reguarlisation of in-charge ZEOs.

He further informed that it is total uncertain when the regularization of their services will be done as they have been waiting since 2008. Further he informed that the officers include some retired ZEOs as well some officers who have already expired.

It is pertinent to mention that President Officers Association ZEO Cadre J&K also held a meeting regarding regularisation of services of officers.

“The confirmation of around 500 ZEOs of J&K is pending despite getting vigilance clearance of all officers. The department has also published the final seniority list and other formalities have been completed as well,” Singh said.

He said that the DPC for regularizing in-charge Chief Education Officers (CEOs), Joint Director (JDs), Principals, Lecturers was held done on time by the department but DPC meeting for confirming of in-charge ZEOs is delayed since a long time.

The association president said that all the codal procedures required in holding DPC for regularisation of services of the ZEO cadre have been completed and added many in-charge ZEOs, mostly retired and many in-service will get benefits after their services are regularized.

Principal Secretary SED Bishwajit Kumar Singh said that 40 posts of ZEO are vacant out of 188 ZEO posts in the department across J&K. “So how come regularisation of 500 in-charge ZEOs can be pending. We are aware that confirmation of around 50 to 55 in-charge ZEOs is pending since long which will be done on priority,” Singh told Greater Kashmir.

He further said that first they will confirm the services of in-charge ZEOs then they will look into matter of confirmation of retired in-charge ZEOs.
