The Lieutenant Governor Manoj Sinha on Saturday said that the J&K Police has in a crackdown nabbed 63 drug smugglers in the Jammu Division and registered more than 45 FIRs during the past one week after the campaign to free the society from drugs was launched on April 11. Massive drug hauls have been seized between the 11th and 15th April. Regular Checks are now covering schools, pharmacies, drug agencies and this drive will continue relentlessly, the Lieutenant Governor said.

The LG joined Padyatra and addressed a public rally in Rajouri under Drug-Free J&K campaign.

The Lieutenant Governor observed that border district Rajouri is sensitive and prone to cross-border drug smuggling.

“But we are determined to crush these challenges, dismantle the drug trade and liberate society from addiction.

In his address, the Lieutenant Governor emphasised that not all wars rage on borders. He said some battles brew unseen and for years, countless Jammu Kashmir families have fought addiction within their walls and many have lost loved ones to it.

“On April 11, from the hallowed grounds of Jammu’s MA Stadium, we sounded the clarion call to total war by launching a resolute 100-day crusade against drug addiction. I believe addiction is no mere personal failing but it’s a gaping wound in our society’s fabric. Our terrorist neighbour deploys it as an insidious weapon, nurturing terror through drug smuggling and eroding our nation’s strength from within. We shall prevail in this battle by uniting as one and every citizen rising with unyielding resolve,” the Lieutenant Governor said.

The Lieutenant Governor said that cases registered before 11 April has witnessed a 3 times increase in last 7 days.

“In 100 days, we must completely break the back of drug networks. When the power of society and the might of the administration come together, neither smugglers nor criminals will be spared,” the Lieutenant Governor said.

The Lieutenant Governor also highlighted that prevention anchors Drug-Free J&K campaign and he considers that prevention is mightier than any cure in such cases.

“We must reach our children before drugs do, igniting awareness and self-respect in every school, college, playground, and community hub,” the Lieutenant Governor said.

He also called upon J&K Police and other enforcement agencies to ensure exemplary punishment for drug smugglers.

“Make sure no culprit escapes. We should unleash exemplary crackdowns on traffickers poisoning our youth. Those ruining generations won’t slip away,” the Lieutenant Governor said further adding that administration has crafted an SoP to obliterate drug smugglers networks and ensuring swift justice.

The Lieutenant Governor said that from detection and counseling to detox, rehab, and aftercare, our pledge is total rehabilitation. He asked the officials to audit weekly activities including list of rehabbed lives, list of arrested smugglers while ensuring that fake centers are shuttered.

“We will restore people’s dignity, reconnect them to our shared society, and unleash their potential to build Rajouri’s brighter future. This mission demands more than government efforts. I call upon every social organization and NGOs to join us in this noble endeavour,” the Lieutenant Governor said.

On the occasion, the Lieutenant Governor administered the Anti-Drug pledge and also launched Rajouri Premier League and Rajouri Football Club under the Nasha Mukt Jammu Kashmir Abhiyaan.

Artists through Musical opera spread awareness on the devastating impacts of substance abuse

The State Investigation Agency (SIA), Kashmir, today filed its charge sheet in a significant terrorist conspiracy case involving a covert module commonly referred to as the “Doctors Terror Module” .The charge sheet has been filed against ten (10) accused persons in connection with an FIR registered at Police Station Nowgam, Srinagar.

The case originates from an incident dated 19-10-2025, wherein provocative and threatening

posters were pasted in the Nowgam area in the name of the proscribed terrorist outfit Jaish-e-Mohammad (JeM). The posters were aimed at spreading fear among the public, disturbing public order, and directly challenging the sovereignty and territorial integrity of India.

A meticulous and sustained investigation by has revealed that the poster campaign was not an isolated act, but part of a larger, well-orchestrated terrorist conspiracy aimed at reviving the banned terrorist outfit Ansar Ghazwat-ul-Hind (AGuH). The accused persons had formed a highly clandestine module, actively engaged in radicalisation, recruitment, and operational preparations for carrying out terrorist attacks across the country.

The investigation further established that the accused deliberately used the name of JeM to exploit its notoriety and create psychological impact, while covertly advancing the re-establishment and operational build-up of AGuH, reflecting a calculated attempt to mislead security agencies and conceal their true objectives.

Significantly, the module included highly educated individuals, including medical professionals, who misused their knowledge, access, and institutional spaces for unlawful activities. The accused were actively disseminating extremist propaganda through digital platforms and had undertaken procurement of materials and experimental activities related to explosive fabrication, including within residential premises and facilities linked to Al-Falah Medical College/University.

The investigation has revealed that the group had identified Triacetone Triperoxide (TATP)-a highly sensitive and volatile explosive used in several global terror incidents; as a preferred material due to the relative ease of sourcing its precursor components. The scale of accumulation of explosive substances and precursor materials by the module has sent shockwaves across security and investigative agencies nationwide, underscoring the seriousness of intent, level of preparedness, and the potentially catastrophic consequences had the conspiracy not been timely detected and neutralised.

Through a comprehensive, evidence-driven investigation, SIA has successfully dismantled the entire terrorist network and its support structure. The investigation has unearthed clinching and irrefutable evidence; comprising recoveries, digital forensics, scientific analysis, and corroborative witness accounts, which firmly establishes the complicity, active participation, and coordinated roles of each accused in the conspiracy. The material brought on record not only exposes the depth and spread of the module.

A substantial body of evidence has thus been collected, clearly establishing a strong prima facie

case against the accused.

The accused persons charge-sheeted in the case are:

1. Arif Nisar Dar @ Sahil,

R/o Bunpora Nowgam, Srinagar

2. Yasir Ul Ashraf Bhat,

R/o Bunpora Nowgam, Srinagar

3. Maqsood Ahmad Dar @ Shahid,

R/o Bunpora Nowgam, Srinagar

4. Irfan Ahmad Wagay @ Owais,

R/o Nadigam, Shopian

5. Zameer Ahmad Ahanger @ Mutlashi, R/o Wakoora, Ganderbal

6. Dr. Muzamil Shakeel Ganaie @ Musaib, R/o Koil, Pulwama

7. Dr. Adeel Ahmad Rather @ Javaid, R/o Wanpora Qazigund, Kulgam

8. Dr. Shaheen Saeed, R/o Lalbagh, Lucknow, Uttar Pradesh

9. Tufail Ahmad Bhat, R/o Diarwani, Batmaloo

10. Dr. Umar Un Nabi S/o Gh. Nabi Bhat, R/o Koil, Pulwama (killed in Red Fort suicide attack)

“Drug abuse isn’t just a law & order issue but a social cancer requiring every part of society to fight. I urged for “Whole of Government” and “Whole of Society” approach. I believe when the government’s strength and society’s resolve act as one, then even the toughest challenges crumble,” the Lieutenant Governor Manoj Sinha said on Wednesday.

The Lieutenant Governor said for decades, Pakistan has orchestrated drug smuggling into Jammu Kashmir to fund terrorism and destroy our young generation.

“We will map every hotspot. And I promise you: we will hit each one like a surgical strike. Not a single smuggler will be spared. The entire network will be dismantled,” he said.

The Lieutenant Governor was speaking at a public meeting in Ramban as part of the Drug-Free Jammu Kashmir campaign.

Intensifying the crusade against drug menace, the Lieutenant Governor led the Padyatra from District Police Line to District Administrative Complex, Ramban. He was joined by public representatives, senior officials of civil and police administration; civil society members, religious leaders, members of business and trade community; ex-servicemen; prominent citizens, various stakeholders, women, students, youth, and people from different walks of life in large number, who were gathered with resolve to eradicate drug addiction at its roots, transform the society, and secure our youth’s future, he said.

Addressing a massive gathering, the Lieutenant Governor highlighted society’s role in fight against drug menace and called for collective action.

“If the neighbour’s house is on fire, yours is not safe. Because drugs don’t spread like flames but they spread like wind. That’s why a ‘Whole of Society’ response is our only real and potent weapon against drug menace.

I firmly believe when society stands united behind a cause, the law becomes a thousand times stronger. We must build a society where the dealer fears law, and the one who breaks free from drugs feels proud of themselves, their family, their society, and their government,” the Lieutenant Governor said.

The Lieutenant Governor said history proves that organized societies drive change and women’s power plays a crucial role.

“This fight belongs to mothers and sisters, elders, youth, teachers, panchayats, athletes, and elected representatives alike. It is not the job of just one department. Defeating addiction is our collective responsibility,” he said.

The Lieutenant Governor called upon every Panchayat and Ward to form women’s vigilance committees.

“Women are the frontline of this war. You know where the household money goes. If anyone in the family showing symptom of addiction, don’t hide it. Don’t call him a criminal. Call him a patient. But that patient needs society’s help, not just four walls,” the Lieutenant Governor said.

The Lieutenant Governor directly addressed the youth and observed that drugs are not cool but they are slavery to drugs and drug dealers.

“Channel your energy into sports fields, art, and in study. In schools and colleges, we will make drugs a symbol of cowardice, not cool. Treatment, identification, and rehabilitation will be our priority,” he said.

The Lieutenant Governor emphasised that each drug de-addiction centre must be genuine and equipped with all necessary resources. “Strict monitoring of these centres is essential. If any centre is found operating illegally or causing harm to society and the youth, it must be shut down within 24 hours without any hesitation, irrespective of how influential the individual running it. No one should be spared. Action is already underway against all such centres”, he said.

The Lieutenant Governor directed police officials to break drug supply chains, list all Ramban drug traffickers at police stations and dismantle drug networks.

“The time for silence for society is over. Our divisional and district administration have prepared a comprehensive multi-pronged strategy covering every ward and panchayat. This fight is ours, all of us. If we fail today, future generations won’t forgive us.

Let us make a pledge today that no drug dealer will find shelter in our village or our street. Every addict will be guided toward healing. Every young person’s energy will be channelled toward purpose,” the Lieutenant Governor said.

On the occasion, the Lieutenant Governor administered the Anti-Drug Pledge and flagged off a bike rally. A series of awareness programmes inspired citizens to take an active role in the crusade against narcotics

On the auspicious occasion of Baisakhi, Lieutenant Governor Shri Manoj Sinha dedicated Tawi Riverfront Project (Phase-I), developed at a cost of Rs 156 crore, to the public.

In Phase-1 of Tawi Riverfront Project, Jammu Smart City Limited has developed promenades on the left bank, right bank, and the central island, creating four continuous stretches for walking, jogging, and cycling.

A dedicated ghat area has also been developed for the sacred Tawi Aarti.

“Our vision is to create inclusive, accessible, and enriching spaces for every citizen. The Tawi Riverfront embodies this ethos with a seamless blend of tradition and modernity, where development harmonises with nature,” the Lieutenant Governor said.

The Lieutenant Governor was attending the 3-day long Tawi Mahotsav, organized by Jammu Smart City Limited, where he joined the citizens for the Tawi Aarti, and launched a series of transformative urban initiatives aimed at elevating the overall environment of the Tawi riverfont and the surrounding area.

On the occasion, the Lieutenant Governor laid the foundation stone for 4-lane connecting road to the right Bank with a bridge to decongest a critical stretch of city and directly connect Bhagwati Nagar rotary with Jewel chowk.

The development of green spaces along the top promenade of the Left Bank was also launched by the Lieutenant Governor. The one-kilometre stretch will transform Tawi Riverfront into an ideal urban space and a vibrant hotspot for residents and tourists.

The Lieutenant Governor said under the Urban Challenge Fund, two major initiatives are being taken up: real estate monetisation of Phase-I and the extension of the riverfront from Bikram Chowk Bridge to Har Ki Paudi.

He emphasised that these initiatives will play a pivotal role in transforming the Tawi riverfront into a vibrant tourist destination, a premier recreational hub, and a dynamic economic centre.

The Lieutenant Governor observed that our culture holds that cities along rivers retain even the winds infused with timeless values.

“Jammu embodies this truth. This ancient temple town is the heart of spirituality, culture and a living metaphor.

For millennia, this land has beckoned saints, philosophers, and artists, enriching itself with their cultural and spiritual legacies. Over the past five-six years, under Hon’ble Prime Minister Shri Narendra Modi ji’s leadership, we have strived to amplify Jammu’s grandeur and cultural consciousness,” the Lieutenant Governor said.

The Lieutenant Governor said that culture thrives only when lived and passed to the next generation through its values.

“Those who built this city did not build it for themselves alone. They built it with confidence and trust that those who followed would understand and honor this priceless inheritance.

The measure of a life is not what you gathered, but what you gave. Not what society offered you, but what you returned to it,” he further said.

The Lieutenant Governor administered the Anti-Drug Pledge to the citizens. He also felicitated the winners of the traditional dangal.

Chief Minister Omar Abdullah has expressed heartfelt gratitude to Prime Minister Narendra Modi and Union Minister for Road Transport and Highways Nitin Gadkari for their support and approval of the Sudhmahadev–Dranga and Singhpora–Vailoo tunnel projects on NH-244.

The Chief Minister said that these vital infrastructure projects will significantly strengthen connectivity, ensure all-weather access, and accelerate economic growth across the Chenab Valley and adjoining regions.

The Government of India has approved the construction of the uni-directional twin-tube Sudhmahadev–Dranga Tunnel (12.85 km, including 2-lane plus paved shoulder approaches) and the twin-tube Singhpora–Vailoo Tunnel (38.61 km, including 2-lane plus paved shoulder approaches) on NH-244 in Jammu & Kashmir, at an estimated total cost of Rs 9,779.42 crore.

Recalling his earlier intervention, the Chief Minister said that in June last year, he had written to the Prime Minister and the Union Minister highlighting delays in the projects and seeking their urgent consideration. He had urged that the projects be taken up under the NH (O) scheme of the Ministry of Road Transport & Highways on priority to ensure their timely completion in line with the broader vision for the development of Jammu & Kashmir and the nation.

In his communication, the Chief Minister had also expressed concern that while other NH projects on NH-244 were progressing under NHIDCL, delays in these two critical tunnels were impeding the expected socio-economic benefits for the Chenab region and hindering its efforts to overcome economic backwardness.

The Fire Service Day was observed today at the headquarters of Fire & Emergency Services (F&ES) Batamaloo, here, with the launching of the week-long Fire Service Week to be held across the Union Territory from April 14 to 20, 2026.

Led by Director Fire & Emergency Services, Alok Kumar, the officers and personnel paid floral tributes to martyrs of the historic Bombay Dock Explosion of 1944, commemorated annually as Fire Service Day. A two-minute silence was observed for the fire fighters who laid down their lives in the line of duty.

Addressing the ceremonial function, Alok Kumar said the week aims to promote fire prevention, preparedness and public safety awareness. This year’s theme is “Safe School, Safe Hospital & Fire Safety Aware Society–Together for Fire Prevention”.

Director Fire Service informed that the department responded to 6,039 fire calls, 59 rescue calls and 53 false calls during 2025. With 322 fire tenders and Quick Response Vehicles and 2,157 personnel deployed, the department saved property worth nearly ₹5,000 crore while limiting losses to around ₹300 crore.

He said that the fire incidents fell by 1,994, nearly 25 percent compared to the previous year, attributing the decline to sustained prevention measures and growing public awareness.

Emphasizing the community participation, the Director Fire Service said 10,794 awareness programmes under initiatives like “Har Ghar Fire Fighter” have reached over 10.7 lakh people across J&K. To strengthen compliance, 3,728 fire safety audits were carried out in the hospitals, schools, hotels and commercial establishments.

The department also played a key role in disaster response, including rescue and dewatering operations during recent floods and safety arrangements for Shri Amarnathji Yatra 2025.

During the Fire Service Week, the department will conduct fire safety campaigns, mock drills, evacuation exercises, lectures and live demonstrations across the UT to educate the citizens on prevention and emergency response.

A significant commercial agreement was signed today, April 13, between the Jammu Division and Bharat Petroleum Corporation Limited (BPCL) for a ‘Gati Shakti Multi-Modal Cargo Terminal’ (GCT) railway siding located at Bajalta, Jammu.

The agreement was signed by Mr. Uchit Singhal, Senior Divisional Commercial Manager, on behalf of the Jammu Division, and Mr. Chandan Chauhan, Territory Manager (Retail) – Jammu, on behalf of Bharat Petroleum Corporation Limited.

This agreement marks a major step towards enhancing logistics and transportation efficiency for the Jammu Common User Facility (CUF).

The new siding at Bajalta will ensure the smooth movement of petroleum products, thereby further strengthening the region’s energy supply chain. Under the ‘Gati Shakti’ initiative, this terminal stands as a testament to the improved coordination between the Railways and Public Sector Undertakings (PSUs) in facilitating trade and infrastructure development.

The development of the Gati Shakti Multi-Modal Cargo Terminal (GCT) at Bajalta, Jammu Division, is a historic step for the energy security and infrastructure of the Jammu & Kashmir and Ladakh regions.

Regarding the key features of this terminal: with a total storage capacity of 109,225 KL, the facility is capable of handling two rakes per day, enabling a monthly supply of approximately 162,000 metric tonnes of petroleum products. Handling operations will be conducted using modern and secure tank wagons. The terminal is scheduled to become operational by the end of the current month. To elaborate on the long-term implications and key benefits of this agreement, this terminal will ensure an uninterrupted, year-round supply of petroleum products to strategically vital regions such as Jammu & Kashmir and Ladakh.

Equipped with state-of-the-art automation and robust rail-road connectivity, this project is poised to serve as the logistical backbone of the region for decades to come.

Speaking under the ambit of the ‘Gati Shakti’ initiative, Senior Divisional Commercial Manager Mr. Uchit Singhal highlighted the key benefits, stating: “The commissioning of this terminal will significantly alleviate the pressure of tank lorries on the roads of Jammu city, thereby facilitating smoother local traffic flow.

Transporting goods via rail rather than road will lead to a substantial reduction in carbon emissions. Furthermore, this project is expected to generate both direct and indirect employment opportunities for the local populace, thereby bolstering the regional economy. Rail transport proves to be considerably more cost-effective than road transport, which will result in reduced logistics costs and enhanced efficiency for industries. Moreover, transporting petroleum products through dedicated tank wagons and a modern terminal will lead to significant improvements in health, safety, and environmental standards.”
