<p class="wp-block-paragraph">Former chairman and chief executive councillor of the Ladakh Autonomous Hill Development Council (Leh), Rigzin Spalbar, has welcomed the Centre&#8217;s in-principle consensus on constitutional safeguards for Ladakh but voiced strong concern over the exclusion of provisions for Autonomous District Councils (ADCs) for the districts from the proposed framework.</p>



<p class="wp-block-paragraph">In a statement, Spalbar described the consensus reached between the Government of India, the Apex Body, the Kargil Democratic Alliance (KDA) and other stakeholders as a significant step towards addressing Ladakh&#8217;s long-pending demands. However, he said the deletion of the ADC proposal during the July 3 meeting in Leh with senior officials of the Union Territory administration and the Ministry of Home Affairs had hurt public sentiment across Leh, Zanskar, Drass, Sham, Nubra, Changthang and other remote regions.</p>



<p class="wp-block-paragraph">He maintained that while he has consistently supported the inclusion of Ladakh under the Sixth Schedule, constitutional safeguards would remain incomplete without empowered district-level institutions. According to him, Autonomous District Councils are essential for decentralised governance, equitable development, protection of tribal land and culture, and addressing the distinct geographical challenges of the Himalayan region.</p>



<p class="wp-block-paragraph">Spalbar urged the Government of India to begin drafting the proposed Ladakh safeguards framework in consultation with local stakeholders and ensure that provisions for Autonomous District Councils for intending districts are incorporated into the final model. He said any framework without ADCs would fall short of the aspirations of the people of Ladakh.</p>



<p class="wp-block-paragraph">However, I express my deep concern and strong resentment over the deletion of the provision for creation of Autonomous District Councils for the intending districts in the latest meeting held on 3rd July at Leh with the Chief Secretary, UT Ladakh and the Additional Secretary, Ministry of Home Affairs, Government of India.&nbsp;</p>



<p class="wp-block-paragraph">This has hurt the sentiments of the people of Leh, Zanskar, Drass, Sham, Nubra, Changthang and other remote areas, who have been standing firm &amp; in the forefront&nbsp; of&nbsp; supporting this cause and the movement.</p>



<p class="wp-block-paragraph">Why Autonomous District Councils (ADCs) are non-negotiable for Ladakh:</p>



<p class="wp-block-paragraph">Grassroots Empowerment: ADCs will delegate real decision-making powers to the tribal and local people of each district, ensuring governance is by the people, for the people.</p>



<p class="wp-block-paragraph">Geographic Necessity: Ladakh is a huge, sparsely populated, remote and mountainous UT with extreme weather and poor connectivity. One centralized power centre &amp; super administration cannot address the diverse needs of Zanskar, Nubra, Changthang, Drass and Sham. Decentralization is not a choice, it is a necessity.</p>



<p class="wp-block-paragraph">Equitable Development &amp; Less Bureaucracy: ADCs will cut red-tapism &amp; vested political interference to ensure need based equitable distribution of resources, and prevent&nbsp; anti-district interference from the top. Every district will get to plan and execute as per its own needs.</p>



<p class="wp-block-paragraph">Protection &amp; Harmony: Elected ADCs will safeguard the land, language, culture and employment of tribal communities and will be the best guarantee for long-term communal harmony and peace in this strategically located border area.</p>



<p class="wp-block-paragraph">Completing the Vision: It is illogical to seek constitutional safeguards for Ladakh and at the same time deny the very institution — the ADC — that delivers those safeguards at the grassroots.</p>



<p class="wp-block-paragraph">Now that an in-principle consensus has arrived , the drafting of the Ladakh model for safeguards must begin immediately by the Government of India in consultation with Ladakh’s bodies.</p>



<p class="wp-block-paragraph">“I urge that this drafting process must include the provision for Autonomous District Councils for the intending districts, in line with the people’s aspirations. Anything less would be incomplete and unacceptable.”</p>



<p class="wp-block-paragraph">“Ladakh is different in every respect. What works for tropical mainland India cannot be imposed here. We need a model that respects our geography, demography, and unique Himalayan identity”, he said.</p>

<p class="wp-block-paragraph">A delegation comprising representatives of leading travel and tourism associations, including Irshad Ahmad (TAAI), Zahoor Qari, President SKÅL International Kashmir; Burhan Misgar, Chairman Travel Agents Federation of India (TAFI), and Waseem Goosani, President TASK, called on the Chief Minister and apprised him of various matters relating to the travel and tourism sector.</p>



<p class="wp-block-paragraph">The delegation highlighted issues concerning the tourism industry, measures to further strengthen tourist inflow, ease of travel, and initiatives required to sustain the momentum of tourism in J&amp;K. They also shared suggestions aimed at improving visitor experience and enhancing Jammu and Kashmir’s position as a preferred tourist destination.</p>



<p class="wp-block-paragraph">The Chief Minister gave a patient hearing to the delegation and reiterated his government’s commitment to creating an enabling environment for the tourism sector, recognising it as one of the key drivers of economic growth and employment in Jammu and Kashmir.</p>



<p class="wp-block-paragraph">He assured the representatives that the concerns raised by them would be examined sympathetically and addressed in a time-bound manner in coordination with the concerned departments.</p>

<p class="wp-block-paragraph">Barely hours after flash floods wreaked havoc in Kishtwar district, another spell of intense rainfall triggered fresh flooding in Thathri area of Jammu and Kashmir&#8217;s Doda district on Tuesday, damaging homes, shops and vehicles. Despite the widespread destruction, officials confirmed that no casualties or injuries were reported.</p>



<p class="wp-block-paragraph">The latest incident marks the third rain-induced flash flood to strike the Chenab Valley&#8217;s twin districts of Doda and Kishtwar in the last 48 hours. Torrents carrying mud, rocks and debris gushed down from the upper reaches into Thathri, affecting residential and commercial areas and disrupting road connectivity.</p>



<p class="wp-block-paragraph">The Srinagar-Doda-Kishtwar route (NH-244) remained blocked after large boulders and debris accumulated on the highway. Teams of the State Disaster Response Force (SDRF), along with district officials, were pressed into service to clear the road and restore traffic.</p>



<p class="wp-block-paragraph">Several parked vehicles were buried under the debris, while local residents claimed that a few vehicles were washed away into the Chenab river. Authorities said a detailed assessment of the losses would be carried out after restoration work is completed.</p>



<p class="wp-block-paragraph">Taking stock of the situation, Lieutenant Governor Manoj Sinha spoke to Deputy Commissioner Doda and instructed the district administration to ensure immediate relief for affected families besides speeding up restoration work, including reopening of NH-244. He said it was a matter of relief that the disaster had not claimed any lives.</p>



<p class="wp-block-paragraph">Tuesday&#8217;s incident came a day after heavy rain triggered another flash flood near the under-construction 540 MW Kwar Hydroelectric Power Project, damaging portions of the Doda-Kishtwar highway and disrupting traffic.</p>



<p class="wp-block-paragraph">With the region witnessing repeated weather-related incidents, the district administration has also tightened safety measures in the adjoining Bhaderwah sub-division.</p>



<p class="wp-block-paragraph">Additional District Magistrate (ADM) Bhaderwah, Sunil Kumar Bhutyal, has prohibited trekking, hiking, camping and all other adventure activities under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, citing the heightened risk posed by heavy rainfall, landslides, flash floods and unstable terrain.</p>



<p class="wp-block-paragraph">The order makes prior written permission from the ADM&#8217;s office mandatory for organising or undertaking any adventure activity within Bhaderwah sub-division. However, traditional migratory communities, including Gujjar-Bakarwals and Gaddies, have been exempted from the ban, though their movement will continue to be regulated by the competent authorities.</p>



<p class="wp-block-paragraph">The Police, Army, Bhaderwah Development Authority, Forest Department and Executive Magistrates have been directed to strictly enforce the restrictions. The administration has warned that anyone violating the order will face legal action under the provisions of the BNSS, the Bharatiya Nyaya Sanhita (BNS) and other applicable laws.</p>

<p class="wp-block-paragraph">A breakthrough study by Dr. Sajad Hussain, Assistant Professor of Environmental Science at Government Degree College Dras, has demonstrated how discarded apricot seed shells can be converted into biochar, a soil enhancer that boosts fertility, conserves moisture, and supports sustainable farming in Ladakh.</p>



<p class="wp-block-paragraph">Dr. Sajad Hussain has successfully in his doctoral research, titled “Use of Prunus armeniaca Shell Biochar Collected from the Cold Desert Climatic Area of Ladakh as a Soil Enhancer,” presents an innovative and sustainable approach to converting agricultural waste into a valuable resource for improving soil health.</p>



<p class="wp-block-paragraph">The study focuses on transforming discarded apricot seed shells—an abundant agro-waste generated in the Ladakh region—into biochar through controlled pyrolysis. The resulting biochar enhances soil fertility, improves water-holding capacity, promotes nutrient retention, and supports sustainable vegetable cultivation, offering an environmentally friendly solution for waste management in the fragile cold desert ecosystem of Ladakh, he said.</p>



<p class="wp-block-paragraph">Sajad Hussain&#8217;s research has received international recognition through the publication of three research papers in reputed Scopus-indexed international journals, including two journals published under the Nature Portfolio. These publications highlight the scientific quality, novelty, and global relevance of his work in the fields of biochar technology, sustainable agriculture, and environmental management, he said.</p>



<p class="wp-block-paragraph">His research demonstrates how locally available agricultural waste can be converted into a high-value soil amendment, contributing to climate-resilient farming, circular economy practices, and sustainable development in ecologically sensitive regions. The work is expected to benefit farmers, researchers, policymakers, and environmental practitioners by promoting resource conservation and eco-friendly agricultural practices.</p>

<p class="wp-block-paragraph">The naturally formed ice Shivling at the holy Amarnath cave shrine has melted rapidly within four days of the beginning of the annual Amarnath yatra in Kashmir. This has raised concerns among devotees as this phenomenon of early melting of the ice-lingam has been witnessed for the second consecutive year.</p>



<p class="wp-block-paragraph">The holy icelingam had melted on Monday surprising pilgrims who reached the mountain cave shrine from across the country.</p>



<p class="wp-block-paragraph">The development comes amid an overwhelming rush of pilgrims, with over 86,000 devotees having paid obeisance at the holy shrine since the Yatra began on July 3.</p>



<p class="wp-block-paragraph">The 57-day yatra began on July 3 and is scheduled to conclude on August 28.</p>



<p class="wp-block-paragraph">According to officials, nearly 86,000 pilgrims offered prayers at the shrine during the first four days of the pilgrimage. The number of devotees was expected to cross one lakh on Tuesday, the fifth day of the yatra.</p>



<p class="wp-block-paragraph">Around four lakh devotees have reportedly registered for this year&#8217;s Amarnath Yatra, meaning that more than three lakh pilgrims are still expected to undertake the pilgrimage in the coming weeks.</p>



<p class="wp-block-paragraph">Rising temperatures and global warming are the reasons being attributed for the quick melting of the icelingam.</p>

Before the onset of monsoon, all bridges and tunnels of the division have been thoroughly inspected by the concerned officers. In addition, cleaning of all side drains and catch water drains at stations, yards and along the tracks has been carried out to ensure proper drainage.</p>



<p class="wp-block-paragraph">Vulnerable locations prone to landslides and waterlogging have been identified and watchmen and patrol staff have been deployed there on a 24&#215;7 basis.</p>



<p class="wp-block-paragraph">To deal with any emergency, essential materials such as boulders, sandbags, and WNTs (Wooden Needle Tie &#8211; wooden sleepers with spikes) have been stocked at designated locations as monsoon reserves. These wooden needle tie sleepers are used for temporary repairs to the track. Furthermore, special monitoring systems have been installed at identified bridges for continuous monitoring of water level and scour level. Necessary protection and repair works on bridges damaged during the previous monsoon have also been completed in a planned manner.</p>



<p class="wp-block-paragraph">In this regard, Divisional Railway Manager, Jammu, Vivek Kumar said, “All departments are working in coordination to ensure safe and uninterrupted rail operations during the monsoon. Our technical staff and disaster management team are fully on alert.”</p>

<p class="wp-block-paragraph">Chief Secretary, Atal Dulloo, today chaired a high-level review meeting to assess the progress made in strengthening the cyber crime prevention framework and expediting the operationalisation of the Digital Arrest mechanism across Jammu and Kashmir.</p>



<p class="wp-block-paragraph">The meeting was attended by the Principal Secretary, Home; Additional Director General of Police (CID); Commissioner Secretary, IT; Commissioner Secretary, Law; Inspector General of Police (Crime), Senior Superintendent of Police (Crime), SP Operations and other senior officers. Officers stationed outside Srinagar participated in the meeting through virtual mode.</p>



<p class="wp-block-paragraph">Undertaking a comprehensive review of the initiatives, the Chief Secretary directed that progress on cyber crime prevention and implementation of the Digital Arrest mechanism be monitored on a monthly basis to ensure adherence to timelines and effective inter-departmental coordination. He stressed the need for completing all statutory, administrative and technical requirements within the stipulated timeframe so that the system is made fully functional and operational without delay.</p>



<p class="wp-block-paragraph">The Chief Secretary further directed the concerned departments to ensure that the progress is uploaded on the Pragati Portal by July 20 without any fail. He instructed the departments to submit all pending proposals and requisite documentation within the prescribed timeline to facilitate the issuance of necessary government orders for its seamless operationalisation.</p>



<p class="wp-block-paragraph">Highlighting the growing challenge posed by cyber frauds and online financial crimes, the Chief Secretary underscored the importance of building institutional capacity through sustained training and skill enhancement of officials associated with cyber crime investigation and digital enforcement.</p>



<p class="wp-block-paragraph">He also called for a comprehensive public awareness campaign through print, electronic and digital media platforms to educate citizens about emerging cyber threats, including digital arrest scams, online financial frauds and cyber safety practices.</p>



<p class="wp-block-paragraph">The Chief Secretary observed that public awareness, technological preparedness and coordinated institutional response are critical to effectively combating cyber crime and safeguarding citizens from increasingly sophisticated online frauds.</p>



<p class="wp-block-paragraph">Earlier, the meeting was given a detailed PowerPoint presentation outlining the roadmap for implementation of the Digital Arrest mechanism, the status of infrastructure and institutional preparedness, key milestones achieved, existing gaps and the action plan for strengthening the cyber security ecosystem across the Union Territory. The presentation also highlighted the measures being undertaken to enhance coordination among stakeholder departments for ensuring a robust and responsive cyber crime prevention framework.</p>

<p class="wp-block-paragraph">He lauded the efforts of Dr. Fida Firdous and all the members of Kashmir Women’s Organization for creating a robust platform where the Nari Shakti from the region could move forward confidently, embracing their talent, ideas, and identities and play a meaningful role in building a bright future for Jammu Kashmir.</p>



<p class="wp-block-paragraph">“In a short span, Kashmir Women’s Organization has earned the distinction of becoming a powerful hub of hope, trust, and positive change. This fellowship program is a tangible realization of collaborative and shared responsibility.</p>



<p class="wp-block-paragraph">By challenging deeply entrenched stereotypes, these fellows have redefined what is possible. They have paved a new path for future generations and their contributions would serve as a foundation of inspiration, confidence, and guidance for years to come,” the Lieutenant Governor said.</p>



<p class="wp-block-paragraph">The Lieutenant Governor paid homage to historical icons such as Rani Didda, Kota Rani, Lal Ded, Habba Khatoon, Mata Rupa Bhawani, who had shaped the consciousness of Jammu Kashmir and contributed to its development. He highlighted that the women of J&amp;K have always scaled the highest peaks of Nari Shakti.</p>



<p class="wp-block-paragraph">“We have many such remarkable examples before us, and I wish for the women of Jammu Kashmir to lead the region&#8217;s development,” he said.</p>



<p class="wp-block-paragraph">The Lieutenant Governor expressed gratitude to the Hon’ble Prime Minister Shri Narendra Modi for empowering the women of Jammu Kashmir by granting them their due rights and eliminating discrimination.</p>



<p class="wp-block-paragraph">He outlined a progressive vision for the Union Territory, powered by women leaders.</p>



<p class="wp-block-paragraph">“Women’s empowerment is key to a Viksit J&amp;K; their progress ensures the progress of society. I envision a Jammu Kashmir where women lead in academia, industry, social organizations and governance, shaping policies, driving entrepreneurship, and enriching our culture through art and literature.</p>



<p class="wp-block-paragraph">I envision a Jammu Kashmir where every young girl grows up believing that her dreams are valuable, her voice is powerful, and her future holds limitless possibilities,” the Lieutenant Governor said.</p>



<p class="wp-block-paragraph">The Lieutenant Governor exuded confidence that the fellowship program of Kashmir Women&#8217;s Organization will propagate the core principle that women deserve equal, dignified participation across all social, cultural, economic and political spheres.</p>



<p class="wp-block-paragraph">“We must remain steadfast in our resolve to accord due respect to our Nari Shakti, while creating an environment that fosters their capabilities and progress.</p>



<p class="wp-block-paragraph">When women progress, society progresses; when women lead, the nation scales new heights; and when women realize their dreams, the entire world becomes more just, more compassionate, and more prosperous,” the Lieutenant Governor said.</p>



<p class="wp-block-paragraph">The Lieutenant Governor emphasized the need to address the rising challenge of substance abuse among women. He advised the fellows to conduct a comprehensive, region-specific analysis to identify its underlying root causes. He said that this study will significantly strengthen rehabilitation frameworks and provide vital support to our daughters and sisters who have fallen victim to drug addiction.</p>



<p class="wp-block-paragraph">The Lieutenant Governor also commended the guides who mentored the fellows throughout the program.</p>



<p class="wp-block-paragraph">He hoped that the dedication of all the members of Kashmir Women’s Organization would serve as a catalyst for positive change in the lives of countless women in the years to come.</p>



<p class="wp-block-paragraph">On the occasion, the Lieutenant Governor released a book titled “Panchayati Raj Institutions and Municipal Council in India”, written by Dr. Nazrul Islam.</p>

<p class="wp-block-paragraph">Chief Minister Omar Abdullah today chaired a comprehensive review meeting of the Power Development Department, underscoring his government’s commitment to strengthening Jammu and Kashmir’s power infrastructure through sustained reforms, modernization and improved service delivery.</p>



<p class="wp-block-paragraph">The Chief Minister reviewed the overall performance of the power sector, including revenue realization, implementation of the Revamped Distribution Sector Scheme (RDSS), reduction in Aggregate Technical and Commercial (AT&amp;C) losses, transmission projects and the roadmap for future reforms.</p>



<p class="wp-block-paragraph">The meeting was attended by Chief Secretary Atal Dulloo, Additional Chief Secretary, Power Development Department Ashwini Kumar, ACS to the Chief Minister Dheeraj Gupta, Managing Director Jammu Power Distribution Corporation Limited Gurpal Singh, Managing Director KPDCL Mehmood Ahmad Shah, Chief Electrical Inspectorate PDD Sanjay Sharma, senior officers of JKTPCL, senior engineers and other concerned officers.</p>



<p class="wp-block-paragraph">During the presentation, it was informed that Jammu and Kashmir has made significant strides in implementing power sector reforms under RDSS, with projects worth over ₹5,700 crore under execution across the region. Of these, works worth nearly ₹4,700 crore relating to loss reduction have largely been awarded.</p>



<p class="wp-block-paragraph">Reforms related to metering is expected to improve billing efficiency, reduce losses and empower consumers through transparent energy usage.</p>



<p class="wp-block-paragraph">The meeting also reviewed the progress of extensive loss reduction works, including installation of aerial bunched (AB) cables, feeder segregation, augmentation of distribution transformers, underground cabling and strengthening of the distribution network. Officers informed the meeting that several districts have recorded substantial progress under these components, with many packages nearing completion.</p>



<p class="wp-block-paragraph">Reviewing the financial health of the power sector, the Chief Minister noted the encouraging improvement in revenue realization. It was informed that annual revenue realization has increased significantly over the past several years, while the gap between power purchase cost and revenue realization has narrowed owing to sustained reforms, better billing and improved collections.</p>



<p class="wp-block-paragraph">The meeting was informed that billing efficiency has improved from 56 per cent in FY 2021-22 to 77 per cent in FY 2025-26, while overall AT&amp;C losses have declined drastically during the same period. The ACS-ARR gap has also reduced significantly, reflecting improving financial sustainability of the power utilities.</p>



<p class="wp-block-paragraph">The Chief Minister also reviewed the impact of reduced hydro power generation during the current summer due to low water availability, which has increased dependence on power procurement from the energy exchange during peak demand hours. Officers briefed him on measures being taken to ensure uninterrupted supply despite seasonal challenges.</p>



<p class="wp-block-paragraph">Reviewing the roadmap ahead, the Chief Minister stressed the need to maintain the momentum of reforms beyond the ongoing RDSS programme. He directed the department to ensure timely completion of all sanctioned works, to closely monitor project execution, remove implementation bottlenecks and improve accountability at every level.</p>



<p class="wp-block-paragraph">He also emphasized the importance of expanding AB cable coverage, strengthening the transmission network and leveraging emerging technologies to improve reliability and reduce system losses. He called for focused efforts to improve consumer services while ensuring the long-term financial sustainability of the power sector.</p>



<p class="wp-block-paragraph">The Chief Minister was informed about proposals for additional infrastructure investments, including expansion of AB cable networks, critical transmission projects, battery energy storage systems and rooftop solar initiatives aimed at improving grid stability, enhancing renewable energy integration and providing reliable electricity in remote and border areas.</p>



<p class="wp-block-paragraph">The meeting also reviewed the progress of electrification works in uncovered habitations, ongoing transmission projects, feeder-wise power curtailment, tariff proceedings for FY 2026-27 and proposed interventions to further modernize the power sector.</p>



<p class="wp-block-paragraph">Reiterating that reliable and affordable electricity remains central to the government’s development agenda, the Chief Minister directed the department to adopt a results-oriented approach to ensure quality power supply, improve consumer satisfaction and build a modern, efficient and financially sustainable power sector for Jammu and Kashmir.</p>

<p class="wp-block-paragraph">Anti-Corruption Bureau (ACB), Jammu &amp; Kashmir has registered an FIR at Police Station ACB Baramulla against five officials of the Food, Civil Supplies &amp; Consumer Affairs (FCS&amp;CA) Department and Nine Fair Price Shop (FPS) dealers for their alleged involvement in a large-scale Embezzlement and Misappropriation of Government food grains in Karnah area of District Kupwara.</p>



<p class="wp-block-paragraph">The case FIR No. 02/2026 has been registered at Police Station ACB Baramulla under Section 13(1)(a) read with Section 13(2) of the Prevention of Corruption Act, 1988 (as amended), and Sections 61(2) and 316(5) of the Bharatiya Nyaya Sanhita, 2023, after obtaining previous approval from the competent authority i.e GAD Government of U.T of J&amp;K.</p>



<p class="wp-block-paragraph">The case stems from a communication received from the Director, Food, Civil Supplies &amp; Consumer Affairs Department, Kashmir, seeking criminal action against the officials and FPS dealers after departmental inspections and physical verification revealed massive shortages of Government food grains. A Joint Surprise Check conducted at Government Sale Centres and Fair Price Shops initially detected a shortage of 4,175.89 quintals of rice at Lountha Granary,karnah kupwara.&nbsp;</p>



<p class="wp-block-paragraph">That subsequent comprehensive physical verification by a departmental Sub-Committee and detailed verification by ACB uncovered substantial shortages at various Sale Centres and Fair Price Shops falling under Tangdhar, Karnah-A and Karnah-B Circles of District Kupwara, resulting in a loss to the Government exchequer amounting to Rs 5,57,18,657.25 (approximately Rs 5.57 crore) under a well-orchestrated criminal conspiracy involving public servants and private beneficiaries who allegedly dishonestly misappropriated Government food grains entrusted to them by abusing their official position for unlawful pecuniary gain, thereby causing substantial loss to the Government exchequer.</p>



<p class="wp-block-paragraph">Based on the material collected during verification ACB registered the instant FIR against the accused public servants and FPS dealers for offences relating to criminal misconduct, criminal breach of trust, misappropriation of Government food grains and criminal conspiracy. The case, inter alia, involves Umar Bashir alias Raja Umer, then Assistant Storekeeper, Ashiq Hussain Mir, then Assistant Storekeeper, along with twelve other accused comprising public servants and Fair Price Shop dealers.</p>



<p class="wp-block-paragraph">Immediately after registration of the case, searches are being conducted at multiple locations and other Legal proceedings have been initiated in accordance with law. Investigation is in progress.</p>



<p class="wp-block-paragraph">Anti-Corruption Bureau remains steadfast in its commitment to combating corruption and safeguarding public resources. The Bureau appeals to the general public to actively support the fight against corruption by reporting instances of corruption through the ACB Helpline or official e-mail.</p>

<p class="wp-block-paragraph">Addressing multiple issues ranging from the Amarnath Yatra to the recent book ban and India-Pakistan ties, Mirwaiz Umar Farooq appealed for peace, dialogue and respect for democratic values, while cautioning against politicising religious events.</p>



<p class="wp-block-paragraph">Interacting with media persons in Srinagar, Mirwaiz said that Amarnath yatra is a religious pilgrimage, and the people of Kashmir have always respected the religious sentiments of all communities. He said Kashmir has a long tradition of hospitality and pilgrims who come here for their faith should be treated with respect and care.</p>



<p class="wp-block-paragraph">At the same time, Mirwaiz said it is the responsibility of the administration to ensure the safety and proper facilities for the yatris, while also making sure that the daily life of local people is not unnecessarily disrupted and that the fragile environment of Kashmir is protected.</p>



<p class="wp-block-paragraph">He said such religious occasions should not be politicised, and should remain about faith, peace, mutual respect and harmony among communities. He expressed hope that the Yatra passes peacefully and safely.</p>



<p class="wp-block-paragraph">Responding to a question on the government’s recent ban on books, Mirwaiz said that in a democratic society bans do not work, whether they are bans on books, ideas or organisations. He said Kashmir has a 5000 year old rich and layered history .</p>



<p class="wp-block-paragraph">Mirwaiz said Kashmiris are proud of their civilisational legacy, from the Buddhist period to Shaivism and Hindu traditions, and then the Islamic period, which shaped Kashmir’s spiritual, social and cultural identity. He said that after 1947, Jammu and Kashmir also became a political issue, and this too is part of its modern history.</p>



<p class="wp-block-paragraph">“You cannot erase history or selectively project only that part of history which suits a particular narrative,” Mirwaiz said, adding that societies grow through openness, discussion and engagement, not by suppressing books or silencing perspectives. And facts remain facts .</p>



<p class="wp-block-paragraph">On India-Pakistan relations, Mirwaiz said that since the age of 16, after the martyrdom of his father Mirwaiz Molvi Mohammad Farooq, he has invested his life in the pursuit of peace, dialogue and resolution of Kashmir issue and that is the politics he pursues.</p>



<p class="wp-block-paragraph">He said that he supported dialogue even at a time when those advocating talks were accused of treason. “We did not back down. My uncle shaheed Molvi Mushtaq was killed, Islamia school was burnt down , my house was attacked, but I did not give up on my principle even then that dialogue is the only way forward,” he said.</p>



<p class="wp-block-paragraph">Mirwaiz said that as a new world order is shaping up, it is clear that war is no solution. He welcomed the efforts of civil society voices from India, Pakistan and Jammu and Kashmir who are pushing for peace and engagement between the two countries.</p>



<p class="wp-block-paragraph">He said the legacy of dialogue during the tenures of former Prime Ministers Atal Bihari Vajpayee and Dr. Manmohan Singh needs to be revived and taken forward. He stressed that meaningful dialogue is imperative between Delhi and Islamabad, and equally between Delhi and Srinagar, for peace, dignity and a just resolution.</p>

<p class="wp-block-paragraph">A cloudburst-triggered flash flood on Monday gushed into the upcoming Kwar hydroelectric project area in the Kishtwar district causing extensive damage.</p>



<p class="wp-block-paragraph">Union Minister Dr. Jitendra Singh said that the power project has escaped any damage.</p>



<p class="wp-block-paragraph">The flash flood occurred after intense rain that caused surge of water, slush and rocks burying vehicles and machinery under the debris.</p>



<p class="wp-block-paragraph">Flash floods triggered by incessant overnight rainfall damaged the Doda-Kishtwar highway on Monday, disrupted vehicular traffic and buried several vehicles near the under-construction 540 MW Kwar Hydroelectric Power Project in the hilly districts of Doda and Kishtwar.</p>



<p class="wp-block-paragraph">The Batote-Kishtwar highway has been closed for traffic due to damage to the road.</p>



<p class="wp-block-paragraph">Huge quantities of mud, boulders and debris was deposited on the highway in Kishtwar following the flash floods.</p>



<p class="wp-block-paragraph">Officials said that a portion of the highway was damaged, forcing the suspension of traffic. Several vehicles parked along the roadside at Prem Nagar were trapped in the flood debris. However, no loss of life or injuries were reported, they said.</p>



<p class="wp-block-paragraph">Road clearance and restoration work has been launched by authorities, while commuters have been advised to avoid the highway and follow official traffic advisories until the route is reopened.</p>



<p class="wp-block-paragraph">Flash flood incidents were also reported from high-altitude areas of Reasi district, officials said.</p>



<p class="wp-block-paragraph">The administration had earlier issued a weather advisory warning of heavy rainfall, thunderstorms, flash floods and landslides in vulnerable areas of Jammu and Kashmir, urging people, particularly those living near riverbanks and nallahs, to remain alert and avoid unsafe locations.</p>



<p class="wp-block-paragraph">Union Minister Dr. Jitendra Singh was in touch with the J&amp;K administration. He wrote on X “ Just now spoke to Divisional Commissioner Ramesh Kumar after receiving the news from Kishtwar about the flash flood waters gushing into the premises of under construction 540 mw Kwar project”.</p>



<p class="wp-block-paragraph">“Luckily there is no loss of life or property. Some of the project machinery has also been removed without any damage”.</p>



<p class="wp-block-paragraph">“Overall, every component of the under construction project remains intact without any damage whatsoever”, he added.</p>

<p class="wp-block-paragraph">Flagging the growing problem of fake Yatra registrations, Lieutenant Governor Manoj Sinha on Sunday instructed authorities to identify and prosecute unscrupulous travel agents while urging devotees to undertake the pilgrimage only with valid registration and allotted dates.</p>



<p class="wp-block-paragraph">Sinha along with senior officials, visited the Nunwan Base Camp and reviewed the management of the ongoing Shri Amarnath Ji Yatra. He also visited Chandanwari.</p>



<p class="wp-block-paragraph">The Lieutenant Governor chaired a meeting with the administrative and security officials and discussed key aspects including movement of pilgrims, security measures, accommodation facilities, registration progress, and other logistical requirements essential for hassle-free holy Yatra.</p>



<p class="wp-block-paragraph">The Lieutenant Governor expressed serious concern over reports of certain travel agents facilitating fake registrations, resulting in pilgrims arriving at the Yatra without proper verification. He directed the Police and concerned authorities to identify such travel agents and take strict legal action against those found involved in fraudulent registration practices.</p>



<p class="wp-block-paragraph">He said there was a large influx of unregistered pilgrims. I strongly urge those without prior registration to remain patient and wait for their turn. This cooperation is essential for a smooth and seamless Yatra experience. Please remember daily pilgrim caps at both Chandanwari and Baltal are strictly fixed and cannot be increased.</p>



<p class="wp-block-paragraph">He directed the officials to prioritize the safety, security, and convenience of all pilgrims, while ensuring that every devotee of Baba Barfani is made aware of the importance of valid registration with designated dates to minimize waiting times.&nbsp;</p>



<p class="wp-block-paragraph">Lieutenant Governor interacted with pilgrims and assured them that Shri Amarnath Ji Shrine Board and all yatra management departments are working tirelessly to ensure a safe, smooth, and hassle-free spiritual journey.</p>



<p class="wp-block-paragraph">The Lieutenant Governor directed the officers to adopt a pilgrim-centric approach and ensure that no devotee faces inconvenience. He specifically instructed that in cases where members of the same family arrive together but one member is unable to obtain registration while the others have valid permits, every possible assistance should be extended to facilitate the family&#8217;s pilgrimage together in accordance with the prescribed procedures.</p>



<p class="wp-block-paragraph">At Chandanwari, the LG reviewed the ground situation and pilgrim facilities at the camp, to ensure a seamless Shri Amarnath Ji Yatra. He also visited the base hospital.</p>



<p class="wp-block-paragraph">The Lieutenant Governor was accompanied by&nbsp; Dr. Mandeep K Bhandari, Principal Secretary to Lieutenant Governor and CEO Shri Amarnathji Shrine Board; VK Birdi, IGP Kashmir; M. <p class="wp-block-paragraph">Making his first visit to Jammu and Kashmir since taking over as BJP national president, Nitin Nabin will review the party&#8217;s political and organisational strategy during a two-day tour beginning tomorrow.</p>



<p class="wp-block-paragraph">Nitin Nabin will undertake a two-day organisational visit to Jammu on July 6 and 7, during which he will participate in a series of party programmes and hold organisational meetings with leaders and workers across the Union Territory.</p>



<p class="wp-block-paragraph">The visit will be Nabin&#8217;s first to the Union Territory since assuming charge as the party&#8217;s national president.</p>



<p class="wp-block-paragraph">On July 6, Nabin will attend a programme commemorating the birth anniversary of Dr Shyama Prasad Mukherjee at Majestic Grand Palace in Jammu. The event will be attended by senior party leaders, office-bearers, public representatives and BJP workers.</p>



<p class="wp-block-paragraph">He will also address a Karyakarta Sammelan-cum-public rally and chair a meeting of the BJP&#8217;s Core Group to review the political and organisational situation in Jammu and Kashmir and discuss the party&#8217;s future strategy.</p>



<p class="wp-block-paragraph">On July 7, the BJP president will interact with young people during a Yuva Samvaad programme in Jammu. He will also hold separate meetings with the party&#8217;s Members of Parliament (MPs) and Members of the Legislative Assembly (MLAs) to review organisational activities, strengthen coordination and discuss the party&#8217;s roadmap in the region.</p>



<p class="wp-block-paragraph">The visit is aimed at strengthening the BJP&#8217;s organisational network in Jammu and Kashmir and enhancing coordination between the party leadership, elected representatives and grassroots workers.</p>

<p class="wp-block-paragraph">Lieutenant Governor, Vinai Kumar Saxena, in the first meeting of the newly constituted Ladakh Pashmina Development Board (LPDB), has approved two landmark decisions aimed at strengthening Ladakh&#8217;s globally renowned Pashmina industry and improving the livelihoods of Changpa pastoral communities.</p>



<p class="wp-block-paragraph">Saxena approved a major policy – “Livestock Development Incentive Programme” – introduced for the first time, that entails a top-up incentive of 25% on the total Pashmina procurement value to herders, for enhancing local Pashmina Production. The L-G also approved “Rs 8 crore Revolving Fund” to the All Changthang Pashmina Growers Cooperative Marketing Society Ltd. (ACPGCMS), for procurement of raw Pashmina from the nomadic herders and upfront payments to the herders for their produce.</p>



<p class="wp-block-paragraph">The twin initiatives seek to promote sustainable livestock development, increase the population of Pashmina goats, strengthen the cooperative procurement system, improve the quality and quantity of Ladakh Pashmina, ensure financial benefits to nomadic herders and eliminate distress sales. This would, in turn, also encourage younger generations to continue the traditional practice of Changthangi Pashmina goat rearing, by making it a profitable and more respectable enterprise.</p>



<p class="wp-block-paragraph">Ladakh is globally recognised for producing the world&#8217;s finest quality Pashmina from the indigenous Changthangi goat, reared by the Changpa nomadic pastoral communities of Changthang. However, rising costs of livestock rearing, harsh climatic conditions and fluctuating market returns have adversely affected livestock productivity and the incomes of pastoral families in recent years.</p>



<p class="wp-block-paragraph">Recognising these challenges, discussed during the first board meeting, Saxena approved the Livestock Development Incentive Programme, under which eligible Changpa herders will receive the 25% top-up incentive, to be paid over and above the procurement price paid by the Government. This incentive will be transferred directly to the beneficiary&#8217;s Aadhar-linked bank account through the Direct Benefit Transfer (DBT) system.</p>



<p class="wp-block-paragraph">This is the first-of-its-kind initiative, designed to make Pashmina goat rearing more profitable and sustainable. The policy has been carefully structured wherein 60 per cent of this top-up incentive received by the herder will be utilised for livestock improvement and scientific breeding. The other 20 per cent will be utilised for infrastructure development, such as improved combing equipment and facilities to enhance Pashmina production, while the remaining 20 per cent could be used for the personal and household needs of the herder, thereby improving their financial sustainability.</p>



<p class="wp-block-paragraph">It was also decided in the Board meeting that the population of Pashmina goats in Ladakh be increased from nearly 2 lakh at present to at least 4 lakh in three years&#8217; time. A target has been set to increase the raw Pashmina production from 200 grams per goat at present to at least 350 grams per goat, using scientific techniques and advanced tools for combing.</p>



<p class="wp-block-paragraph">To add to the Livestock Development Incentive Programme, the L-G has also approved the Policy for Creation and Management of Rs 8 crore “Revolving Fund” for the ACPGCMS, the apex cooperative responsible for procurement of raw Pashmina directly from nomadic herders.</p>



<p class="wp-block-paragraph">The Rs 8 crore fund will be utilised exclusively for procurement of raw Pashmina and making timely payments to producers. The most striking feature of this fund is that the cooperatives will pay 50 percent of the cost of the raw Pashmina upfront to the herders, while the remaining 50 percent amount will be paid in two months. Earlier, the herders were receiving such payments from the cooperatives in 8-10 months&#8217; time, forcing herders to take loans from other sources to meet their expenses on rearing the goats.</p>



<p class="wp-block-paragraph">Saxena said that the Changpa pastoral communities are the custodians of one of Ladakh&#8217;s greatest natural and cultural treasures, and the UT Administration is fully committed to securing their livelihoods, while preserving this unique pastoral heritage. “The Livestock Development Incentive Programme and the Revolving Fund, together represent a comprehensive strategy that addresses both ends of the Pashmina value chain – supporting herders in improving Pashmina productivity while simultaneously, ensuring assured procurement and timely payments. These initiatives would make Pashmina goat rearing more remunerative, encourage greater investment in scientific livestock management, eliminate exploitation by middlemen and position Ladakh as the world&#8217;s leading producer of premium-quality, ethically sourced and sustainably produced Pashmina,” Saxena said.</p>



<p class="wp-block-paragraph">The two decisions followed detailed discussions and suggestions from stakeholders across the Pashmina value chain, including Changpa Pashmina herders and cooperative societies, designers, industry experts and other stakeholders, aimed at promoting sustainable Pashmina production, strengthening procurement mechanisms and enhancing the global competitiveness of Ladakh Pashmina.</p>

<p class="wp-block-paragraph">The Food &amp; Drugs Administration (FDA), Jammu &amp; Kashmir, has issued a comprehensive ban on the manufacture, storage, transportation, distribution, and sale of all food products containing tobacco and nicotine as ingredients.</p>



<p class="wp-block-paragraph">The order is issued by Commissioner FDA, J&amp;K, who is also designated as Commissioner of Food Safety, J&amp;K, in the interest of public health and in exercise of powers under Section 30(2)(a) &amp; (b) of the Food Safety and Standards Act, 2006, in accordance with Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, keeping in view directions of the Hon’ble Supreme Court of India, and advisories issued by the Food Safety and Standards Authority of India (FSSAI) and the Government of India.</p>



<p class="wp-block-paragraph">The prohibition covers Gutkha, Pan Masala containing tobacco/nicotine, and all chewable or flavoured food products containing tobacco and/or nicotine, whether sold as a single product or in separate packages intended to be mixed and consumed together. The&nbsp; order will remain in force across the entire Union Territory for a period of one year starting June 2026.</p>



<p class="wp-block-paragraph">The measure aims to safeguard public health, particularly protecting children, adolescents, youth and other vulnerable groups from the harmful effects of tobacco and nicotine consumption.</p>



<p class="wp-block-paragraph">The Commissioner has directed all Designated Officers, Food Safety Officers and enforcement teams across the Union Territory to intensify market surveillance, inspections and enforcement drives. Special focus has been laid on educational institutions, public places, transport hubs, wholesale markets and areas frequented by young consumers.</p>



<p class="wp-block-paragraph">The Food &amp; Drugs Administration has appealed to general public, educational institutions, civil society organizations, traders&#8217; associations and other stakeholders, to support the initiative and report any instances of manufacture, storage, transportation or sale of prohibited products to the concerned authorities through the Toll-Free Number 104, by email at cfsjandk.fnd@jk.gov.in , or through the FSSAI consumer grievance portal, https://foscos.fssai.gov.in/consumergrievance.</p>

<p class="wp-block-paragraph">The Jammu and Kashmir Government today suspended eight education officials and disengaged an assistant after two books with alleged separatist content were found in government school libraries, prompting a high-level investigation into the procurement process.</p>



<p class="wp-block-paragraph">These books titled ‘Personalities and Legands of J&amp;K-series 4’ were purchased under the Samagra Shiksha programme.</p>



<p class="wp-block-paragraph">The suspension order has been issued under the orders of the J&amp;K Lieutenant Governor Manoj Sinha.</p>



<p class="wp-block-paragraph">Those suspended include Coordinator Library, Samagra Shiksha Fazil Imran Saddiqui, Assistant Coordinator Gurjeet Singh, Principal Sanjeev Sharma,&nbsp; Academic Officer Shazia Kouser,&nbsp; Lecturers Imtiyaz Ahmad Mir, Niranjan Sharma, Renu Mengi and Rajmohini.</p>



<p class="wp-block-paragraph">Sheikh Suheel Ahmad, computer assistant (contractual), has been disengaged with immediate effect.</p>



<p class="wp-block-paragraph">Keeping in view the seriousness of the matter, the government has ordered a high level probe by a senior IAS officer Ashwani Kumar, additional chief secretary, power development department. Rohit Sharma, JKAS, additional secretary GAD, has been appointed [presenting officer in the case.</p>



<p class="wp-block-paragraph">The action comes hours after the SED withdrew the two books following widespread backlash from the BJP and other quarters over the inclusion of the books in government school libraries.</p>



<p class="wp-block-paragraph">As per the government Order No. 257-JK(Edu) of 2026, the government observed that there was “serious negligence, dereliction of duty and lack of proper due diligence” on the part of members of the Series-4 Sub-Committee and supervisory officers who recommended the books despite their “highly inappropriate content” related to separatism, “which had the potential to create law and order issues.”</p>



<p class="wp-block-paragraph">The order reads that Samagra Shiksha had received a library grant for procurement of age-appropriate books for 18,328 government schools and 394 PM SHRI schools, following which an Expression of Interest (EOI) was floated.</p>



<p class="wp-block-paragraph">“Four expert sub-committees comprising academicians from Jammu and Kashmir divisions were constituted to evaluate and recommend books for different school levels,” it reads.</p>



<p class="wp-block-paragraph">As per the&nbsp; order, 123 copies of the first objectionable were supplied to schools in Jammu, Ramban and Udhampur districts, while 128 copies of the second book were distributed in Jammu and Baramulla districts before they were withdrawn.</p>



<p class="wp-block-paragraph">Meanwhile, Congress chief spokesman Ravinder Sharma has sought stringent punishment for those involved in the book row. He also demanded ban on books glorifying terrorism.</p>

<p class="wp-block-paragraph">In a swift and coordinated rescue operation, Jammu Police and the State Disaster Response Force (SDRF) successfully rescued four children who were stranded in the River Tawi near Peer Kho Temple following a sudden rise in the water level.</p>



<p class="wp-block-paragraph">A distress call was received through the Police Control Room (PCR) informing that four children, who had gone bathing in the river, were trapped after the water level rose unexpectedly.</p>



<p class="wp-block-paragraph">Acting promptly on the information, senior police officers, along with the SDPO City North, SHO Police Station Pacca Danga, and the SDRF team, immediately rushed to the spot. Through a well-coordinated rescue operation, all four children were safely rescued without any injuries.</p>



<p class="wp-block-paragraph">The timely intervention and seamless coordination between Jammu Police and SDRF averted a potential tragedy and ensured the safety of the children.</p>



<p class="wp-block-paragraph">Following the rescue, the SDPO City North addressed the public through a public announcement system, urging people to stay away from the banks of the River Tawi, particularly during periods of fluctuating water levels. Parents were also advised to ensure that their children do not venture near the river, as sudden surges in water levels can pose a serious threat to life.</p>



<p class="wp-block-paragraph">Jammu Police appeals to the general public to exercise utmost caution near rivers and other water bodies, especially during the monsoon season, and to immediately report any emergency to the Police Control Room or the nearest police station.</p>

<p class="wp-block-paragraph">Divisional Commissioner Kashmir, Anshul Garg, on Saturday chaired a meeting of the Airfield Environment Management Committee to review critical issues concerning aviation safety and environmental management around Air Force Station (AFS) Srinagar.</p>



<p class="wp-block-paragraph">The meeting was attended by the Deputy Commissioners of Srinagar, Budgam, Pulwama and Anantnag, Commissioner Srinagar Municipal Corporation (SMC), Director Airport Authority, senior officers of Indian Air Force, and representatives of the Urban Local Bodies (ULBs).</p>



<p class="wp-block-paragraph">A comprehensive review was conducted on a range of issues impacting airfield safety and operational preparedness, including the construction of an emergency access road, regulation of brick kilns in the vicinity of the airfield, scientific management of solid waste, removal of unlit obstructions affecting flight operations, and measures to curb the menace of stray dogs in and around the airport.</p>



<p class="wp-block-paragraph">During the meeting, officials informed the chair that Air Force Station Srinagar has three designated emergency exit gates for launching search and rescue operations in the event of an aviation emergency. However, one of the emergency gates on the north-western side does not meet the operational requirements for the movement of Crash Fire Tenders.</p>



<p class="wp-block-paragraph">Taking note of the issue, the Divisional Commissioner directed the Deputy Commissioner Budgam to convene a coordination meeting with all concerned departments to expedite the development of connectivity between the Ring Road and the airport. He also instructed that the feasibility and construction of an emergency access road be taken up on priority to strengthen emergency response capabilities.</p>



<p class="wp-block-paragraph">Reviewing the issue of brick kilns operating within an eight-kilometre radius of AFS Srinagar, the Divisional Commissioner observed that a standard operating procedure is already in place under which brick kilns remain closed from November to March to maintain visibility and ensure safe aircraft operations during the winter season.</p>



<p class="wp-block-paragraph">The meeting also assessed the progress of the solid waste management project at the Achan-Soura dumping site, a key initiative aimed at reducing bird activity that poses a significant hazard to aircraft.</p>



<p class="wp-block-paragraph">&nbsp;The Commissioner, SMC, informed the meeting that work on the project is progressing steadily and is expected to be completed by June 2028.</p>



<p class="wp-block-paragraph">Emphasising the need for a coordinated approach to waste management, the Divisional Commissioner directed the Deputy Commissioner Budgam to strengthen solid waste collection and disposal mechanisms in villages surrounding the airfield, noting that indiscriminate garbage dumping attracts birds and adversely impacts aviation safety.</p>



<p class="wp-block-paragraph">The committee further reviewed the issue of unlit obstructions that pose risks to safe flying operations. It was decided that telecom service providers would be directed to ensure proper illumination of communication towers, while a detailed survey would be undertaken to identify and rectify other unlit structures in the aircraft operational area.</p>



<p class="wp-block-paragraph">Addressing the growing menace of stray dogs within and around the airport, the Divisional Commissioner described the issue as a serious threat to both air operations and public safety. He instructed the Commissioner, Srinagar Municipal Corporation, to get the issue addressed at the earliest.</p>

<p class="wp-block-paragraph">The Lieutenant Governor reviewed the movement of pilgrims, traffic management, security arrangements, accommodation, registration status, and other logistical aspects to ensure the smooth and safe conduct of the Yatra.</p>



<p class="wp-block-paragraph">During the meeting, it was observed that an unusually large number of pilgrims have been arriving without valid registration, which is causing long waiting time for pilgrims to conduct Yatra.</p>



<p class="wp-block-paragraph">The Lieutenant Governor emphasized that the Yatra is being conducted in accordance with the prescribed ceiling of pilgrim movement on the Yatra tracks, in pursuance of Hon’ble Supreme Court’s orders. Therefore, adherence to the registration schedule is imperative for ensuring the safety, security, and convenience of all pilgrims.</p>



<p class="wp-block-paragraph">It was reiterated that only pilgrims possessing valid registration for the designated date shall be permitted to proceed on the Tracks leading to the Holy Cave Shrine.</p>



<p class="wp-block-paragraph">The Lieutenant Governor appealed to the intending unregistered pilgrims to defer their travel for next few days in order to avoid any inconvenience upon reaching Jammu Kashmir.&nbsp;</p>



<p class="wp-block-paragraph">The administration has, therefore, asked all intending pilgrims to complete the mandatory registration process and obtain a valid Yatra Registration Permit for their allotted date before commencing their journey to Jammu Kashmir. Pilgrims are requested not to travel without confirmed registration, as they shall not be permitted to proceed on the Yatra.</p>



<p class="wp-block-paragraph">The Lieutenant Governor further reviewed the security and logistic arrangements for the Yatra. He directed all departments and security agencies to keep working in close coordination and to maintain continuous liaison with all stakeholders, including Langar organizations, service providers and other NGOs for a safe, seamless, spiritually enriching and fulfilling Yatra.</p>

<p class="wp-block-paragraph">In a first-of-its-kind initiative to bolster the overall environmental protection mechanism and safeguard Ladakh&#8217;s fragile ecosystem, 100 Ex-servicemen were today deployed into the Ladakh Environment Protection Force (EPF) by Lt. Governor, Vinai Kumar Saxena.</p>



<p class="wp-block-paragraph">The EPF personnel, comprising Ex-servicemen from the Army, paramilitary forces, and Ladakh Scouts, will be deployed across ecologically sensitive areas of the Union Territory to maintain strict checks on rising incidents of illegal off-roading, threatening the wildlife and harming the delicate ecology of Ladakh. To strengthen the EPF, these ex-servicemen have been authorised to issue on-the-spot challans for any such violation within their designated areas.</p>



<p class="wp-block-paragraph">The unique initiative has been launched in response to the growing incidents of illegal off-roading, unauthorised camping inside protected areas, disturbance to wildlife and pollution in Ladakh&#8217;s ecologically sensitive landscapes. The deployment of ex-servicemen is aimed at strengthening the enforcement mechanism against violations of environment and wildlife laws.</p>



<p class="wp-block-paragraph">The Environment Protection Force has been specifically entrusted with preventing violations inside protected wildlife areas like stalking and causing disturbance to wildlife, littering, using single-use plastic, throwing plastic waste in the open and other environmentally harmful activities.</p>



<p class="wp-block-paragraph">Besides strengthening environmental enforcement, the initiative also serves as a meaningful rehabilitation measure for Ex-servicemen by providing them an opportunity to continue serving society after retirement. Each member of the Environment Protection Force will receive a fixed monthly remuneration of Rs.25,000 while being deployed in and around their native or designated areas, enabling effective monitoring through their familiarity with the local terrain.</p>



<p class="wp-block-paragraph">Flagging off the Ex-servicemen, Saxena observed that Ladakh possesses one of the world&#8217;s most fragile high-altitude ecosystems and is home to several endangered wildlife species that require the highest level of protection. He stated that increasing tourism must go hand in hand with environmental responsibility and that the Environment Protection Force would play a pivotal role in maintaining a balance between human activities and ecological conservation, while guiding people to promote responsible tourism in Ladakh.</p>



<p class="wp-block-paragraph">&#8220;The Environment Protection Force brings together the discipline, integrity and commitment of our Ex-servicemen to protect this fragile ecosystem. I am confident that they will not only prevent violations of environmental and wildlife laws but also become ambassadors of cleanliness, biodiversity conservation and responsible tourism across Ladakh,&#8221; L-G Saxena said.</p>



<p class="wp-block-paragraph">The LG also administered an oath to the members of the Environment Protection Force, reaffirming their commitment to faithfully discharge their duties in protecting Ladakh&#8217;s environment, forests, wildlife and biodiversity. Every member of the Environment Protection Force also pledged not to use single-use plastic in their personal lives and to actively encourage their families, friends and local communities to adopt environmentally sustainable alternatives.</p>

<p class="wp-block-paragraph">The Airports Authority of India on Saturday cancelled its plan to close Srinagar International Airport&#8217;s runway twice a week for maintenance, withdrawing the proposed NOTAM and confirming that flight operations will continue daily during operational hours, with only night-time maintenance scheduled until October.</p>



<p class="wp-block-paragraph">The decision reverses an earlier plan to suspend airport operations on Mondays and Tuesdays from July, besides a fortnight-long closure in October for runway repairs. The proposal had drawn objections from the Jammu and Kashmir government and tourism stakeholders, who warned that it could severely impact the Valley&#8217;s peak tourist season.</p>



<p class="wp-block-paragraph">The Srinagar Airport withdrew its Notice to Airmen (NOTAM) for full runway closure to carry out repairs and maintenance, ensuring uninterrupted daytime flight operations.</p>



<p class="wp-block-paragraph">In an operational update posted on X, the airport said there would be no full airfield closure during 2026.</p>



<p class="wp-block-paragraph">In an Operations update, the Srinagar airport wrote on X “Operating hours will remain from 0800 Hrs to 1700 Hrs on all days. Passengers are advised that there will be no full airfield closure at Srinagar Airport this year”.</p>



<p class="wp-block-paragraph">“Airport operations will continue on all days with operational/watch hours from 0800 hrs to 1700 hrs. Night closures for runway maintenance will continue until October 2026”.</p>



<p class="wp-block-paragraph">“The previously proposed NOTAM regarding full runway closure on Mondays and Tuesdays is being withdrawn. Airlines will continue to update their schedules in accordance with the prevailing operational timings. Passengers are requested to check their flight status with their respective airlines before proceeding to the airport and rely only on official channels for authentic updates”, they said.</p>



<p class="wp-block-paragraph">Earlier, the Airports Authority of India (AAI) had decided to shut the runway on Mondays and Tuesdays, from July, followed by a fortnight-long closure in October, to undertake essential maintenance work.</p>



<p class="wp-block-paragraph">Responding to the decision, Chief Minister Omar Abdullah wrote on X “Grateful to the Defence Minister @rajnathsingh Sb &amp; Civil Aviation Minister @RamMNK for acceding to our request and suspending the airport closure order. This closure had created a lot of difficulties for regular travellers &amp; forced tour groups/tourists to cancel planned visits”.</p>



<p class="wp-block-paragraph">On 12 June Omar separately met Union Defence Minister Rajnath Singh and Union Minister for Civil Aviation Kinjarapu Rammohan Naidu in New Delhi and raised concerns over the proposed closure of Srinagar International Airport from October 1 to 16, scheduled under Phase III of the runway resurfacing project.</p>



<p class="wp-block-paragraph">During the meetings, the Chief Minister underscored the importance of maintaining uninterrupted air connectivity to Jammu &amp; Kashmir, particularly during the peak tourism season when the Valley attracts a large number of visitors from across the country.</p>



<p class="wp-block-paragraph">Highlighting the broader economic implications, Omar said the proposed closure could lead to large-scale travel disruptions and cancellations, causing inconvenience to residents and visitors alike while impacting business activity during a crucial tourism season.</p>



<p class="wp-block-paragraph">In his meeting with the Defence Minister, the Chief Minister requested that the Indian Air Force examine the possibility of shortening or phasing the final stage of the runway works without compromising safety or operational requirements. He further requested that, in the event a complete closure of Srinagar Airport becomes unavoidable, minimal civil flight operations, commensurate with the operational capacity of the Awantipora Air Base, may be permitted.</p>

<p class="wp-block-paragraph">Stepping up its campaign for the restoration of Jammu and Kashmir&#8217;s statehood, the ruling National Conference (NC) has started making arrangements for a protest at Jantar Mantar in New Delhi on July 20, coinciding with the opening day of Parliament&#8217;s Monsoon Session.</p>



<p class="wp-block-paragraph">The party&#8217;s senior leadership met in Srinagar on Friday to finalise preparations for the demonstration, asserting that the Centre can no longer delay its commitment to restore statehood to the Union Territory.</p>



<p class="wp-block-paragraph">The meeting of the NC&#8217;s Kashmir Provincial Committee was chaired by the party&#8217;s General Secretary, Ali Mohammad Sagar. It was attended by Additional General Secretary and MP Chowdry Mohammad Ramzan, Treasurer and MP Shammi Oberoi, Advisor to Chief Minister Omar Abdullah Nasir Aslam Wani, Cabinet Ministers Sakina Itoo and Javed Dar, Chief Spokesperson Tanvir Sadiq, Women&#8217;s Wing President Shameema Firdous, senior leader Mubarak Gul, MLAs from Kashmir province, besides zonal and district presidents, constituency in-charges, provincial office-bearers and other party functionaries.</p>



<p class="wp-block-paragraph">During the four-hour meeting, the participants unanimously endorsed party president Dr. Farooq Abdullah&#8217;s decision to hold the protest at Jantar Mantar. The leaders said the demonstration would seek to raise the voice of the people of Jammu and Kashmir at the national level and press for the immediate restoration of statehood.</p>



<p class="wp-block-paragraph">The meeting reiterated that the restoration of statehood is a constitutional and democratic right of the people of Jammu and Kashmir, and not a concession from the Centre. The participants recalled that the Union Government had assured both Parliament and the Supreme Court that statehood would be restored, and said there was no justification for any further delay in fulfilling that commitment.</p>



<p class="wp-block-paragraph">The party also reaffirmed its resolve to continue its democratic and peaceful campaign for the restoration of statehood and constitutional guarantees, stating that the proposed protest would reflect the aspirations of the people of Jammu and Kashmir.</p>



<p class="wp-block-paragraph">Meanwhile, NC president Dr. Farooq Abdullah said leaders of the INDIA bloc would also be invited to participate in the Jantar Mantar protest, aimed at building wider political support for the party&#8217;s demand for the restoration of statehood.</p>

<p class="wp-block-paragraph">Lieutenant Governor, Vinai Kumar Saxena, yesterday inaugurated a revitalised and rejuvenated Pond at Village Matho in Leh, under Project Him Sarovar, a flagship initiative aimed at ensuring long-term water security and agriculture sustainability across Ladakh. This is the third water body operationalised under Project Him Sarovar since its launch on April 10.</p>



<p class="wp-block-paragraph">The project, inspired by Prime Minister Narendra Modi’s vision of water conservation for future security, has been specially adapted to Ladakh&#8217;s unique geographical and climatic conditions, characterised by low precipitation, glacier dependency and increasing climate variability.</p>



<p class="wp-block-paragraph">The revival of Matho Pond was taken up following the Lieutenant Governor&#8217;s visit to Matho village on April 17, 2026, when the pond was lying dead and filled with muck. Having interacted with villagers and upon their requests, the LG directed the concerned departments for revival and strengthening of the pond.</p>



<p class="wp-block-paragraph">Implemented by the Irrigation and Flood Control Department, Leh, the project involved restoration, strengthening and enhancement of the existing traditional pond, through modern engineering interventions.</p>



<p class="wp-block-paragraph">With the completion of the project, the pond&#8217;s storage capacity has been increased from 15 million litres to 25 million litres, creating an additional storage capacity of nearly 10 million litres. The reservoir will irrigate nearly 150 acres (1,200 kanals) of agricultural land and directly benefit around 90 farming households in Matho village. Water is supplied to the pond through diversion from the Matho Nallah, ensuring a reliable and sustainable source for irrigation throughout the agricultural season.</p>



<p class="wp-block-paragraph">A key feature of the revitalised Matho Pond is its dual utility. While the reservoir will serve as a vital irrigation source during the summer months, ensuring reliable water availability for agriculture, it will be transformed into an ice hockey rink during winters, providing a dedicated sporting facility for local youth. The project, thus, seamlessly combines water conservation, agricultural sustainability and sports infrastructure, making it a unique model of optimal utilisation of public assets throughout the year.</p>



<p class="wp-block-paragraph">Speaking on the occasion, L-G Saxena highlighted that Project Him Sarovar was not merely about creating water bodies but about securing the future of Ladakh&#8217;s farmers while building climate-resilient and community-centric infrastructure. “The revitalised Matho Pond demonstrated how traditional water resources could be transformed into multi-purpose community assets. While the reservoir would ensure irrigation and strengthen agricultural livelihoods during the summer months, it would serve as an ice hockey rink during winters, encouraging sporting talent among the youth,” L-G Saxena said</p>



<p class="wp-block-paragraph">The L-G emphasised that efficient water management remains central to the Administration&#8217;s vision of sustainable development and agricultural prosperity.</p>



<p class="wp-block-paragraph">The project included extensive civil works such as dredging and excavation of the pond bed, levelling and grading, construction of PCC retaining walls, stone pitching, slope stabilisation, strengthening of the outlet structure and protection works to improve durability, operational efficiency and long-term sustainability.</p>

<p class="wp-block-paragraph">Chief Secretary of the Union Territory of Ladakh, Ashish Kundra, today chaired a review meeting to assess the implementation of various Central flagship schemes across the Union Territory. The meeting focused on physical and financial progress, beneficiary coverage, completion status and challenges in implementation.</p>



<p class="wp-block-paragraph">Administrative Secretaries and senior officers of various departments presented the progress of flagship schemes under their respective sectors. Emphasising effective governance, the Chief Secretary directed departments to focus on measurable outcomes, timely completion of projects and transparent reporting of achievements.</p>



<p class="wp-block-paragraph">Reviewing the School Education Department, the Chief Secretary sought reasons for the high dropout ratio and reviewed the retention rate, Performance Grading Index and PM SHRI Schools. He directed the department to separately present infrastructure and learning outcomes for a better assessment of the programme.</p>



<p class="wp-block-paragraph">Under the Skill Development sector, he reviewed the progress of Pradhan Mantri Kaushal Vikas Yojana, ITI upgradation and PM SETU, seeking details on enrolment, certification, bid evaluation, trainee incentives and district-wise implementation.</p>



<p class="wp-block-paragraph">Reviewing the Power Development Department, he assessed the implementation of PM Surya Ghar Muft Bijli Yojana, including rooftop solar installations, the proposed RESCO model and government participation under the scheme. He also reviewed progress under the Revamped Distribution Sector Scheme (RDSS), smart metering, remote electricity connections and prepaid and postpaid metering.</p>



<p class="wp-block-paragraph">The Chief Secretary also reviewed the implementation of BharatNet Phase-III, financial inclusion schemes including Pradhan Mantri Jan Dhan Yojana and Pradhan Mantri Jeevan Jyoti Bima Yojana, besides taking stock of Aadhaar linkage under the Labour Department.</p>



<p class="wp-block-paragraph">During the review of the Rural Development Department, he assessed the progress of Pradhan Mantri Matru Vandana Yojana and POSHAN 2.0. Expressing concern over vacant posts of Anganwadi Workers and Helpers, he suggested exploring the integration of Bal Vatikas with Anganwadi Centres wherever feasible to optimise available manpower. He also reviewed Saksham Anganwadi projects and AMRUT initiatives.</p>



<p class="wp-block-paragraph">The meeting also reviewed Pradhan Mantri Awas Yojana (Urban) and Swachh Bharat Mission (Urban), with discussions focusing on housing targets, garbage-free city certification, and legacy waste remediation and mechanised desludging.</p>



<p class="wp-block-paragraph">In the Health sector, the Chief Secretary reviewed the implementation of Ayushman Bharat Digital Mission, ABHA card registrations, Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, National Health Mission, PM Ayushman Bharat Health Infrastructure Mission and TB Mukt Bharat Abhiyan. He emphasised transparent reporting of beneficiary data and fund utilisation, strengthening healthcare services in remote villages, availability of specialist doctors, elimination of tuberculosis, promotion of Sowa-Rigpa, expansion of Yoga and Wellness Centres and improved digital monitoring.</p>



<p class="wp-block-paragraph">The Chief Secretary further reviewed the progress of Swadesh Darshan projects, Pradhan Mantri Matsya Sampada Yojana, Swachh Bharat Mission (Gramin), Jal Jeevan Mission and the development of EV charging infrastructure. He directed departments to prepare clear implementation roadmaps, timelines and sustainable strategies for promoting electric mobility in Ladakh.</p>



<p class="wp-block-paragraph">Reviewing Civil Aviation infrastructure projects, he instructed that future presentations should clearly indicate the present status of works, completion timelines and other relevant implementation details. He also discussed promotion-related planning and power distribution matters, directing the General Administration Department to take necessary follow-up action.</p>



<p class="wp-block-paragraph">The meeting was attended by Secretary, Rural Development, Nidhi Malik; Secretary, Power Development Department, Himanshu Gupta; Secretary, School Education, Bhanu Prabha; Secretary, Tourism, Sanjeet Rodrigues; Secretary, Transport, Rahul Sharma; Secretary, General Administration Department, Rudra P.T. <p class="wp-block-paragraph">A month-long impasse over Ladakh&#8217;s political future ended on Friday as the Ministry of Home Affairs and leaders of the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA) signed the minutes of their May 22 meeting, endorsing the proposal for a Union Territory-level elected body with executive, financial and legislative powers.</p>



<p class="wp-block-paragraph">The consensus emerged after the Ministry of Home Affairs and Ladakh&#8217;s civil society groups signed the minutes of the May 22 High-Powered Committee meeting at the Leh Secretariat, ending weeks of disagreement over changes in the draft minutes that had sparked protests and a shutdown in Leh and Kargil last month. The minutes were signed by leaders of the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA). These organisations had earlier accused the centre of altering the previously agreed minutes particularly pertaining to Ladakh’s elected body’s control over the bureaucracy.</p>



<p class="wp-block-paragraph">Ladakh Chief Secretary Ashish Kundra in a post on X said “Today’s meeting in Leh with political leaders of LAB and KDA along with senior officers of MHA was held in a positive and constructive spirit. It ended on a note of optimism, with a consensus on the broad framework as agreed in the last meeting of 22nd May in New Delhi”.</p>



<p class="wp-block-paragraph">“We discussed and unanimously finalized the May 22 minutes of the meeting. We deliberated on all issues cordially. It was a fruitful meeting. The MHA will come up with the final draft on the UT elected body’s framework,” said Co-chairman of the Kargil Development Alliance (KDA) Sajjad Kargili.</p>



<p class="wp-block-paragraph">He said that LBA and KDA will also submit a draft outlining the framework for the elected body to the MHA.</p>



<p class="wp-block-paragraph">The signed minutes of the meeting released by Kargili following the meeting said that the MHA committee gave a presentation showing the probable structure of self-governance in Ladakh with an elected body vested with executive, legislative and financial powers.</p>



<p class="wp-block-paragraph">“It was unanimously decided that while statehood would remain the long-term aspiration of Ladakh, in the present situation, as a first step, an appropriate customised model of governance by establishing a UT-level elected body with executive, financial and legislative powers would be established,” it said.</p>



<p class="wp-block-paragraph">The MHA and Ladakh leaders “agreed” the UT-level elected body will exercise control and supervision, including APR of bureaucracy.</p>



<p class="wp-block-paragraph">“Further details will be finalised in future meetings as per the Transaction of Business Rules,” said the draft.</p>

<p class="wp-block-paragraph">Prime Minister Narendra Modi has described the Shri Amarnath Ji Yatra as an enduring embodiment of India&#8217;s spiritual and cultural ethos, urging devotees to combine faith with civic responsibility by following five pledges aimed at cleanliness, safety, environmental conservation, support for local communities and nation-building.</p>



<p class="wp-block-paragraph">The Jammu and Kashmir Administration handed over the pamphlets carrying the special message of Prime Minister Narendra Modi to the pilgrims on both Nunwan and Baltal base camps.</p>



<p class="wp-block-paragraph">In the message to the pilgrims, the Prime Minister said that participation in the Shri Amarnath Ji Yatra in Jammu &amp; Kashmir is a matter of great fortune and a deeply spiritual experience.</p>



<p class="wp-block-paragraph">The Prime Minister observed that the Shri Amarnath Ji Yatra has, over the years, emerged as a living expression of India’s unity in diversity, bringing together devotees from different regions, languages and traditions with a shared resolve to worship Lord Mahadev. Modi said that the Yatra reflects the enduring strength of Sanatan culture and reinforces the nation’s spiritual and cultural bonds.</p>



<p class="wp-block-paragraph">The Prime Minister commended the dedicated efforts of the Shri Amarnathji Shrine Board and the Government of Jammu &amp; Kashmir for the efficient management of the annual pilgrimage. He also acknowledged the invaluable contribution of the Indian Army, Central Armed Police Forces, Jammu &amp; Kashmir Police, disaster response agencies, healthcare professionals, administrative officials, sanitation workers and thousands of personnel who work tirelessly to ensure the safety, security and smooth conduct of the Yatra.</p>



<p class="wp-block-paragraph">The Prime Minister expressed special appreciation for the hospitality extended by the people of Jammu &amp; Kashmir and the spirit of voluntary service demonstrated by local residents and numerous organisations that establish community kitchens (langars) and service camps for pilgrims along the Yatra routes. <p class="wp-block-paragraph">Calling upon devotees to make the pilgrimage a model of responsible citizenship and national service, the Prime Minister urged every pilgrim to undertake the&nbsp; five pledges during this year’s Shri Amarnath Ji Yatra: Maintain cleanliness by adhering to all cleanliness norms and actively contribute towards keeping the pilgrimage routes clean and free from litter; Ensure safety; Support local livelihoods; Promote environmental conservation and Strengthen nation building by uphold the spirit of Nation First by performing one’s duties with sincerity throughout the year and contributing actively towards the vision of Viksit Bharat.</p>



<p class="wp-block-paragraph">Expressing confidence that the 2026 Shri Amarnath Ji Yatra would serve as a grand celebration of faith, national unity and selfless service, the Prime Minister prayed for the blessings of Baba Amarnath upon all devotees. <p class="wp-block-paragraph">The annual Amarnath Yatra began early morning on Friday, with the first batches of pilgrims leaving the twin base camps of Baltal and Nunwan for the 3,880-metre-high cave shrine in the south Kashmir Himalayas, officials said. The mountainous cave shrine houses a naturally formed ice lingam.</p>



<p class="wp-block-paragraph">The pilgrimage started early in the morning along the two routes to the shrine — the traditional 48-km Nunwan-Pahalgam track and the 14-km Baltal track — amid intermittent rain. The 57-day yatra will continue till 28 August, with stringent security arrangements in place for its smooth conduct.</p>



<p class="wp-block-paragraph">On Thursday, Lieutenant Governor Manoj Sinha flagged off the first batch of over 4822 pilgrims from the yatra base camp at Bhagwati Nagar in Jammu. The pilgrims reached the Kashmir Valley in the afternoon and received a rousing welcome from the administration and locals.</p>



<p class="wp-block-paragraph">Stringent security arrangements have been put in place for the smooth conduct of the yatra.</p>



<p class="wp-block-paragraph">Thousands of security personnel from the police, Central Reserve Police Force, and other paramilitary forces have been deployed to ensure security. Aerial surveillance will also be carried out.</p>



<p class="wp-block-paragraph">Men of the SDRF provided oxygen to several pilgrims while crossing the high passes along the routes. They also provided first aid to those who required it.</p>



<p class="wp-block-paragraph">The flag off ceremony of pilgrims from the Baltal base camp in Ganderbal district was led by Rahul Yadav, Managing Director, J&amp;K Power Development Corporation and Nodal Officer for the Baltal Axis, along with Deputy Commissioner (DC) Ganderbal, Jatin Kishore; Deputy Inspector General of Police (Armed) Kashmir, Maqsood-ul-Zaman; Senior Superintendent of Police Ganderbal, Sudhanshu Dhama, besides officers from the Civil and Police Administration.</p>



<p class="wp-block-paragraph">The Baltal Base Camp resonated with chants of “Bam Bam Bhole” and “Har Har Mahadev” as devotees including men, women, elderly pilgrims and sadhus, began their onward journey to the Holy Cave Shrine of Shri Amarnath Ji.</p>



<p class="wp-block-paragraph">The commencement of the Yatra marks the beginning of one of the country&#8217;s most revered spiritual pilgrimages and reflects the coordinated efforts of the administration and all stakeholder departments to facilitate a secure, seamless and memorable pilgrimage experience for every devotee.</p>



<p class="wp-block-paragraph">Amid jubilance and devotional fervor, Deputy Commissioner (DC) Anantnag (Yatra Officer), Dr. Bilal Mohiuddin Bhat and Senior Superintendent of Police, Amod Ashok Nagpure, jointly flagged off the Shri Amarnath Ji Yatra 2026 along the Pahalgam Axis in the wee hours from the Nunwan Base Camp, Pahalgam.</p>



<p class="wp-block-paragraph">Following their departure from the Nunwan Base Camp, the pilgrims were ferried in vehicles to Chandanwari via a special shuttle service provided by the Motor Vehicles (MV) Department.</p>



<p class="wp-block-paragraph">To ensure a blissful and enriching spiritual experience for the Yatris, adequate arrangements have been put in place at various camps, stations and places of importance enroute the Holy Cave.</p>
