Higher Education Dept in J&K forwards posts to JKPSC before concluding rules

Higher Education Department’s careless approach towards things could be understood from the fact that it forwarded posts of Assistant Professors and Physical Training Instructors (PTIs) to Jammu and Kashmir Public Service Commission (JKPSC) without even finalizing the recruitment rules.

Sources said that the Higher Education Department had forwarded a total of 344 posts of Assistant Professors and Physical Training Instructors (PTIs) to JKPSC. When people got to know about the forwarding of posts, highly qualified aspirants hoped that at least some of them would get employment. But the JKPSC can’t run a recruitment drive anytime soon because the Higher Education Department has asked them to currently hold the process.

The Higher Education department is working to finalize Gazetted Recruitment Rules based on UGC guidelines of 18 July 2018 and are at a final stage. The letter sent by department to JKPSC notes that the nomenclature of PTIs is also proposed. The letter further read that since aspirants for these posts will be recruited according to the fresh guidelines of the UGC, hence JKPSC will have to withhold the selection process until fresh recruitment rules of posts are received.

An official of the Higher Education Department asked if the final rules were not concluded, then why did they forward the posts to the JKPSC. This whole incident creates an impression that this delay in selection process is caused by Commission but in reality, the problem is caused by department, which forwarded the posts but did not notify them about recruitment rules.
