J&K admin orders verification of govt employees

Government of Union Territory of Jammu and Kashmir has strictly directed the verification of government employees.

It has been directed to the Administrative Secretaries to conduct verification of their character and antecedents of government employees including in serious offences such as involvement in any act of sabotage, terrorism, subversion, sedition/ secession, facilitating foreign interference and furnish information of adversely reported ones for necessary action.

According to J&K Government Employees Conduct Rules, 1971, every government servant required to maintain absolute integrity, honesty and allegiance to the Union of India and its Constitution and do nothing which is unbecoming of a government servant.

The concerns in the UT has raised due to the new parameters to verify an employee’s character – the order states that “association or sympathy” with persons who are attempting to commit such offences or are involved in “aiding or abetting or advocating” these activities, can put the employee at the risk of losing verification and even his or her job.

A list of adversely reported employees will be prepared timely from and will be taken into consideration by the concerned administrative departments which will then immediately report the same to the General Administration Department.

Then such cases will be submitted to the UT Level Screening Committee. 

When the committee confirms about the adverse report, action will be taken against the adversely reported employees and may be terminated from government services. Review of the decision of this committee will be headed by Chief Secretary and comprised of Director General of Police and Administrative Secretary GAD.
