J&K govt orders rotation of employees holding post for 5 years

Acting on the report filed by Anti-Corruption Bureau (ACB), the Jammu and Kashmir administration has made it clear and directed the Administrative Secretaries to rotate the officers who have a stay of more than 5 years. There have been violations of transfer policy in many departments thus this step was necessary.

In an official statement it has been stated that ACB has issued a report bringing out the issue of flouting of transfer norms. Also it has been mentioned that there are certain officials who have been violating the transfer policy by staying at a particular place of posting for many years together.

Regarding this General Administration Department (GAD) has stated that the competent authority, while perusing the said report of the ACB, observed that stays beyond duration permitted in transfer policy should be allowed in exceptional circumstances. Also it has been directed to all the Administrative Secretaries to make a list of employees who have stayed for longer duration at a particular position, need to be rotated unless any exceptional circumstances.

There have been many cases of violation of transfer policy in many departments as officers have been overstaying at one particular place. Even there have been cases where officers have been rotated before the time whereas there are some continue to overstay at several posting especially in the Health Department where the violations of the transfer policy have been reported many times. Government has impressed upon all the administrative secretaries to strictly adhere to the directions of the competent authority for further necessary action in the matter.
