Land passbook in J&K: No chance of tampering

Jammu and Kashmir government has issued rules for the Land Pass Books being issued to the land holders across the Union Territory assuring little or no chance of fraud or any tampering.

J&K Revenue Department on January 25, 2022 notified rules. As per reports, each revenue village in the Tehsil of the Union Territory of J&K, shall be the unit for issuance of Land Pass Book to the land holder.

Deputy Commissioner of the district shall notify the villages whose Land records have been digitilized for the issuance/ of Land Pass Book in tri-lingual form. Every Tehsildar shall publish a notice in Form-II in the notice board of the Tehsil office, Noabat, Patwar Halqa and office of Gram Panchayat in each village, inviting applications in Form-III for issuance of Land Pass Book within seven days of the issuance of notification by the concerned Deputy Commissioner. Tehsildar in his jurisdiction shall be responsible/ authorized person for preparing and issuance of Land Pass Book, and each landholder shall submit application duly filled in Form-III to the authority (Tehsildar) online on the portal designated for the purpose by the Government

The Land Pass Book can be used to serve as a document for grant of any financial assistance by any financial institution. The financial institution granting any financial help to the holder of the Land Pass Book shall have to inform the issuing authority- Tehsildar concerned of the financial assistance given to the landholder on the security of his holding and tehsildar shall make an entry in the land record.

Every page of Land Pass Book will be digitally coded with QR Code, numbered and have the name of the landholder in order to avoid any chance of tempering.

The QR code will be used for verifying the veracity of the digitally generated LPB. It will be issued against a payment of fee of Rs 100 from the landholder.
