Never ending wait of In-charge ZEOs, Principals in J&K to get regularized

About 1400 serving and retired in-charge Zonal Education Officers (ZEOs) and Principals from ZEO cadre have been waiting to get regularized for 13 years.

It is totally uncertain when their hopes of getting regularized will be fulfilled since concerned authorities are not showing any interest in their matter. Many among these ZEO have passed away in hope of getting regularized but they could not get justice during their life.

Ironically, many of these officers have attained the age of superannuation and the government recently issued the orders of regularisation of the plus two lecturers but ignored the in-charge ZEOs waiting for justice over a decade now. “It clearly shows how the authorities are biased towards one section of employees” said a ZEO.

As per reports, Incharge ZEOs have been waiting for regularization since April 1, 2008. The Administrative Department of School Education in the Civil Secretariat started the system of regularization of ZEOs a number of times i.e. in 2017 and 2018 but never reached a conclusion.

According to reports, the Administrative Department again initiated the process of regularization of all Gazetted cadres including ZEOs. Their Annual Progressive Reports (APRs), integrity certificates, posting charts, etc were recollected from all ZEOs working and retired amid pandemic but nothing substantial materialized till date.

In the month of April, a pile of files by Incharge ZEOs was submitted to the HRM Section of the School Education Department but all their work went in vain. It is over a decade since the files are still pending as no action has been initiated on the part of authorities till date. 

It is pertinent to mention that, ZEOs are a very important part of the School Education Department and amid this pandemic, they have been doing such an efficient service to the society.
