Various decisions taken to streamline H&ME department, no political reference for transfers in J&K

In an attempt to bring efficiency and effectiveness in the system of Health & Medical Education Department in Jammu and Kashmir several decisions have been made. Principal Secretary, H&ME Department Navin K Choudhary today took many significant decisions for the smooth functioning of the department. Several decisions which have been taken includes drafting of a transparent transfer policy for the doctors, making bio-metric attendance mandatory in all departments and rationalizing/streamlining working hours of medical and paramedical staff of the Health institutions.

It has been strictly advised to the officials by the Principal Secretary to all Heads of the Departments falling under administrative control of H&ME Department to not to bring any recommendations from different political leaders and dignitaries for their transfers and postings.

“Such recommendations would attract disciplinary action as these causes undue interference in the functioning of the Department and is also in violation of the instructions issued by the General Administration Department vide Circular number 05-GAD of 2017 dated 02-02-2017,” read a circular issued by Principal Secretary, H&ME Department.

He also emphasized on framing a transparent transfer policy for the doctors. Choudhary also laid stress on streamlining of working hours of medical and paramedical staff of the Health institutions and for this he constituted a committee. Principal Secretary made the bio-metric attendance mandatory in all the departments falling under the administrative control of H&ME Department. He directed all HoDs to submit weekly summary of the bio-metric attendance system.
