Various Jammu and Kashmir government assets gather dust

Huge amount of money being spent on multiple Government assets in past years across the Union Territory of Jammu and Kashmir are of no use or not being used effectively.

Chief Secretary Dr Arun Kumar Mehta has instructed all the departments to give him a detailed report regarding this matter by July 10, 2021. For the same proper mechanism has been developed by the Panchayati Raj Institutions (PRIs).

As per reports, Governments in Jammu and Kashmir always adopted a construction driven approach which resulted in having huge assets. The actual requirement was not kept in mind and no proper planning was done. The Education Department constructed several school buildings in those areas where it was not required but such areas were ignored where schools were in deteriorating condition. So this resulted in having assets which remained unutilized or under-utilized for years together.


Similarly, the Social Welfare Department created infrastructure in several far off areas but actually the same could not be put to use because of various reasons. Even, Health and Medical Education Department constructed Health Centres and did not calculate the actual need of infrastructure. Also, not making any other arrangements in advance.

Even assets of the Tourism Department created in far-off areas for facilitating the tourists are not being used.

As per reports, this led to assets of the Government of no use or not being used effectively and wasted the money spent on them as results were not productive. Moreover, many assets got ruined as no proper maintenance was done. Many times concerned departments made a list of underutilized and un-utilized assets but proper attention was paid.

 Dr Arun Kumar directed that a proper criteria should be set across UT and departments should give details of Government assets which are not being utilized and can be put to use by other departments. Further he said that a report on asset utilization should also be taken from the Deputy Commissioners for authentication.
